While I was being kinda tongue-in-cheek, I was envisioning not bringing the fuel *here*, but using the fuel *out there* for the energy needs of outer system settlers. It's just that out there, free oxygen is going to be harder to come by than the hydrocarbons. Earth is a rather unusual spot in that regard, surrounded by an atmosphere of just about the most horrifically corrosive stuff in the Universe.
