According to About.com, the pictures are of a:

...prototype of an inflatable power catamaran designed by Antrim Associates based on a concept by oceanographer Ugo Conti.... the experimental vessel is 100 feet long and 50 feet wide and powered by twin diesel engines mounted to the rear of the inflatable pontoon hulls. The cabin is suspended on flexible legs about 15 feet above and between the hulls, allowing them to glide independently over the service of the water.

The handler explained that the flattened feathers (normally the head appears larger and round) and narrowed eyes are the owl's anxiety reaction. It's a Pygmy Owl, about the size of a sparrow. It doesn't like being in the open, in the day; under such conditions, it's prey, not predator.
