  3. It's true here in the U.S. too. You can go into a gas station almost anywhere, pay in cash and walk out with a cell phone and about a year's worth of prepaid local calls. They even do something similar with pagers.

  5. unless it has especially useful special features such as unlimited battery life, security encryption, or doesn't suffer the usual annoying cell phone malfuntions (all of you who have one know what I'm talking about), let the character pay for it with money.

  11. the penalty skill level idea sounds like a winner, though I would require them to take Extra Time (must examine the weapon for at least a Full Phase; -1/4) and Concentration (1/2 DCV; -1/4). Basically you have to carefully examine the weapon for a second or two before you can use it without penalty. I would also rule that the "familiarity" gained is temporary, lasting one adventure at most (unless the character pays XP on the appropriate WF).
  12. Re: Would the owner of "Starless Night" please go to the front desk... Dark Rider is a villian I created back in my 4th Ed days. I'm presently updating him for 5th Ed and I'll post his stats once I'm finished. Dark Rider is a mutant with darkness powers, though he sincerely believes he's some kind of dark warrior mage. The guy was heavily into fantasy literature and D&D when he was young so naturally, when he finally went off the deep end, this influenced his choice of villain motif. In his FREd update, he's still going to be a mutant, though I'm thinking about letting him get his hands on a couple of authentic magical artifacts just to make him a bit more dangerous. He has a long standing grudge against Hardware, a gadgeteer viglante who has thwarted several of his twisted scemes in the past. DR's son goes to the same high school as Hardware's daughter and they are currently dating (though neither has any knowledge of their fathers' secret identities- yet). BTW, Hermit, the Q.U.A.R.K. advice column for villains is back up and running. Feel free to have Q.U.A.C.K. pop in every now and then with an opposing veiwpoint.

  14. An observation: Under Active/Real costs on the weapons list, the M16A1 is listed as 73/23. The 73 for Active cost is correct but when I wrote out the weapon as a power the Real Cost came out as 21. It looks like someone forgot to figure in the value for the Two-Handed Weapon (-1/2) limitation. M16A1 Assault Rifle: RKA 2d6, +1 STUN Multiplier (+1/4), Autofire (5 shots; +1/2), 30 Charges (+1/4), OAF (-1), Real Weapon (-1/4), Beam (-1/4), Two-Handed Weapon (-1/2), STR Minimum (12 STR, doesn't add/subtract damage; -1) Plus +2 OCV, (-1) Plus +1 Penalty Level vs. Range Penalties, OAF (-1) Same goes for the AK47 since they're identical game mechanics-wise. Just something I thought you should put in the FAQ section.
  15. Hardware would have called for medical help the instant the guy started bleeding. If suspected of killing the rotten SOB, Hardware would immediately get a good lawyer, prove his innocence, and when it's all over say, "I'll be damned if I ever do another 'badysitting assignment' for you jerks ever again."

Hardware: Hardware would just let his teammates worry about Destroyer because 1) he doesn't have the medical training to do anything about the heart attack anyway and 2) at that moment he most likely already has his hands full trying disable the doomsday device de jour before it kills millions of inocent people.
  17. If it hasn't been said already... Sit down with new players one on one and run them through a training senerio or two before they join your campiagn. Make sure they've got a firm grasp of basic concepts and maybe award a couple points of XP if they do especially well in "basic training."
  18. If this is the last we've heard of him, I'll be happy. However, if there's anything I've learned from life both on and off line, a person who is intent on causing you trouble isn't always that easy to get rid of for good. A friend of mine told me about a troll on one of his favorite boards who had a shipload of accounts and changed IPs at least ten times as they were blocked- yet the little twit kept coming back for more! IIRC, the varment finally got bored after a year or two of this and moved on to annoy someone else. That said, the moderators here are doing an A-1 job. Keep up the good work guys.
  19. If all you do throw the grenades most of the time, then the pulling of the pin is merely a special effect of the half phase attack action. As for the Trigger Advantage, maybe if you want to rig up a tripwire or the like.
  20. What would happen if a character reduced an enemy's INT and EGO (i.e. via Drain or Transfer) both to -30? Would the target be unable to do anything at all short of being Mind Controlled to do it?
