    That was the initial build, however a mechanic has to come from somewhere.  I started from a different angle, being the ability to hit multiple times  without needing a new roll to hit, with an Uncontrolled Constant attack.  So how might one buy  a single fire and forget action that keeps attacking, but has to roll to hit each time? That's less limited than what the OP wants, so how do we drop that down?
     
     
    Normally if I want to use something that takes Extra Time, I have to wait the Extra time.  One example using levels is a rifle scope.  Applying the rules in that way, your model provides a considerable advantage in that the attack could hit without suffering from the time delay. You are also applying a limitation to 2-point skill levels, which RAW does not permit. 
     
    As the linked thread shows, there's no simple Hero mechanic for this. As well, most power-based builds end up on the pricy side when I could just buy extra OCV and be more likely to hit with no delay every time.  The added OCV simulation also supports the use of an adder rather than an advantage, as skill levels would be a fixed cost.  For +4 points (+2 OCV with one attack), I could have been more likely to hit with every attack, so one extra chance to hit on (say) my next phase should cost less than that, or at least no more than that.  Perhaps a 3 point Adder for one followup attempt, +2 for each doubling of the followups would be a reasonable price.
     
    One thing the OCV bonus analysis shows is that this should not be an expensive ability, given how cheap it would be to just have a better chance to hit with the initial attack.
     
    Still liking that Uncontrolled without Constant +1/2 for an attack that keeps trying no matter how many times it succeeds, though.

    In a Robot Warriors game I once ran, I had Homing Missiles. They were purchased as another vehicle that flied and tried to hit the target and of course had a single charge attack that destroyed it when it hit the target (6d6 KA I believe). By having it as its own writeup, it would continue to try to hit the target until either shot down, wrecked for some reason, or ran out of fuel.

    The average person tends to think of the Roman Empire as ending when the "barbarians" conquered Rome. But the eastern part endured another thousand years, and was the literal bridge between East and West. I was always struck by how it would repeatedly suffer setbacks, but then renew itself.

    Not discussing wich is the best, I'm here just to tell I played a campaign in 6th century Europe, from Byzantium to the Vandal Kingdom to the Persian frontier in Armenia, with the Blue and Green hippodrome factions fighting in the streets, Huns still menacing, conspiracies, spies, and a gold mine. Years 519-535, a long run.

    I haven't introduced selfwilled intelligent magic weapons in any of my campaigns, largely because I and everyone else in my group are really averse to anything that even hints at being able to override a player's control over their characters.  And artifacts like that would almost certainly be contentious.
     
    I was told of a campaign back during my wife's college days of two players, one of whom (the male) played an intelligent artifact sword, while the other (the female) played an intelligent artifact scabbard for that sword.  While no explicit scenarios were related to me, the comment was, "The humor inherent to the situation was if anything worse than you might imagine."

    I don’t know how to delete a thread but I would encourage that you let it stay up. I’m sure you‘re not the first person who missed the 0 END cost in the calculations. This would be helpful to other people who search for similar things.

    Why doesn't Batman kill the Joker?  Suppose he has killed the Joker.  More than once.  Every time he does, a short time later, months at most, someone else pops up as the Joker -- always in Gotham City -- and usually kills a bunch of people as his first outing. 
     
    Why do you think that in one appearance he was Jack Napier, in another he was Arthur Fleck, another as Jack Oswald White...
     
    Kill one, the chaos god bides a while then selects some other poor soul to be the next Joker and possesses him.  The cycle starts again. 
     
    Why hasn't the Batman figured this out?  Why is this god of chaos obsessed with him?  Why does he always come back in Gotham City?
     
    Why can't DC writers come up with a story at least as interesting as this?

    Project Update!

    I have written the introduction to the product. I have also created outlines for the contents for the various groups. I have even completed the first character sheet! (T't'shlr from ARL/METE.) T't'shlr has allowed me to develop a rough idea as how I want to present any characters who don't have complete background (searches of Aaron's data archive pulls up a lot of names, but not a lot of data).
     
    BTW -- want a sense of scale as to Aaron's Strike Force universe? I have a spreadsheet showing ALL of Aaron's Strike Force characters (created by him and others). It has 4,000+ rows!

    In what way?  It reduces at least a dozen arithmetical operations.

    If you're looking for a particular cell phone, by trying to ping all the phones, then you'd probably want Mind Scan with the Computer class of mind. 
     
    If you're trying to replicate the "police looking for a cell phone based on its IMEI and which tower it pings", that would more likely be Computer Programming for its "connect to the internet to find X" aspects, and having a subpoena or a good relationship with the cell phone company would help.  In this case, you're not finding the phone itself but looking through someone else's records of where the phone is.
     
    Generally speaking, if you're detecting an (edit) Active (/edit) analog signal and trying to locate its source, get two directional receivers (Detect Radio Transmissions), put them in two different locations, then do some trigonometry.  (Here's an interesting question: in this particular case, would you need to buy Ranged on those receivers?  I would say no, because you're detecting transmissions where you are.  The transmission is coming to you, and you're trying to find which direction it's coming from.)

    I think extradimensional space is an easy approach, provided you're comfortable with APG content.
     
    Given the space is, by nature, extradimensional, I see no need for Transdimensional.
     
    The important thing is that you get the desired results, and this seems to do the trick (even if a bit of judgment is required around the edges to fill in "GM call" aspects).
     
    Many of us (myself more so than most) get wrapped up in the build details.  Getting the desired effect and feel is what's really important, especially as it looks like this will be a magic item for which character points aren't paid anyway. I can't imagine the choice of mechanics used to get the effect you're looking for having much detrimental impact on a game, although it's handy if you want to replicate the effect later (e.g. a player wants a spell with a similar effect).
