    When a player moves their character around to get behind another character, either the player of that second character, or the Game Operations Director if it's an NPC, should reach out their dominant hand, grasp the figure between thumb and forefinger, rotate the figure until it faces the one who just moved, and say "Ok, he turns to face you."

    Not exactly.

     

    It will work each time someone enters the Area of Effect. If someone enters and sticks around, they also take damage every time the attacker has a phase.

     

    So if I am SPD 4 and cast Wall of Fire at Segment 1 (saved a phase from last turn) and a ninja enters the fiery wall on segment 1, and another ninja enters on segment 2, and so on, all Turn, my Area of Effect may POTENTIALLY do damage every segment. But if I cast it on Captain Oblivious and he just stands there for a turn, he only takes damage on Segment 1 (when cast) and again on segments 3, 6, 9 and 12 (my phases with a SPD of 4.)

    Yes.

     

    Doubling the cost of Characteristics past some arbitrary limit is and always has been a bad idea. Abandon it. Not just for wolves, but for all characters.

     

    Set whatever absolute limits you like for wolves, Ogres, Pixies, and Humans. If you don't want a Human with a STR of 30, a player shouldn't be able to get that just for spending 10 extra points. Conversely if you feel the character's background justifies STR 23, there's no reason to charge 3 extra points for that. If it doesn't break the game at a cost of16, it won't break at a cost of 13.

    I'm not sure what you mean by "use lingering."

     

    And the hex of fire does damage to anyone on entering, and each time the caster's phase comes around.

    The palindromedary points out that I have effectively done that in Sixth by putting the Limitation on the Mana pool - it's less of a limitation, and the Active Points of the spell are irrelevant (unless they get so massive the Active Points of END required goes up significantly)

    I like the idea of requiring a Skill Roll for magic.

     

    I HATE the way in 6th edition there is a mandatory penalty to the roll based on Active Points. First, because it can mean a spellcaster has a different activation roll for every spell, and I think it's simpler to have one roll for most or all spells; and second, because that penalty can so easily become crippling, leading to a spellcaster with a really neat interesting spell that in practice will never ever work because it takes a 5 or less roll.

     

    My solution is to create a "Mana Pool" END Reserve and put the Required Roll on the END in the reserve, not the spell itself. To cast a spell you still need to make the roll, but the roll penalty is based on the Active Cost of the END, which is negligable.

    I know that you are working from the poem but it needs tweeking.

    If you say that the goal of the architect was to create a pleasure dome but Khan changed his mind and thus alterations were made that would be valid.

     
    Expanding on the Highlight:

    As for the architects goal: Yes, Kubla Khan changed his mind. What started as a pleasure dome became a shrine to the Ancestral Voices.
     
    Now for more picks:

    The first obstacle facing adventurers is the walls and towers, or more precisely, the devotees of the Ancestral Voices who garrison and patrol them. Religious pilgrims are also found in this section, but they generally don't fight - they will, however, loudly alert the guards if they see an adventurer trying to sneak into the forbidden grounds.

     

    A third highlight:

    "And there were gardens bright with sinuous rills,
    Where blossomed many an incense-bearing tree;"
    Incense harvested here is widely held to have occult properties. Obviously, the guardians of the place take a dim view of those who attempt to harvest their own rather than paying the rather extremely high price for official, approved incense.
     
    And a fourth highlight:
    "It was a miracle of rare device,
    A sunny pleasure-dome with caves of ice!"
    Xanadu's cave of ice are a unique wonder. Legend says there is a safe path through them to the deep romantic chasm which slants down a green hill athwart a cedarn cover but many adventurers have ended in the icy, crushing grip of the caverns' Ice Golems. Other legends say that there are other rare devices of forgotten technology or obscure thaumaturgy concealed in the caves of ice.
     
    I believe I have one more highlight and a mythic monster coming, but I am not able to pick them yet.

    If anybody runs the place, it's the Voices - "Ancestral Voices" insist many who have visited. Kublai Khan is of course long gone, but is often assumed to have joined the Ancestral Voices.  It is not known if the tendency of those who hear, to obey, is a matter of intimidation or some enchantment at work.

     

    Goals of the architect. Simply: why was the place built in the first place?

    A stately pleasure dome decree.

     

     

     

    Who Built it.  This isn't the patron or the project manager; those folks don't do the actual excavation or construction.  Needed here is the identity of the person who supervised the construction on the site,

    Kublai Khan oversaw it personally

    and the nature of the labor that went into the construction.  That latter could be legions of nameless human (or not human) slaves, hordes of fanatically devoted followers,

    Why not both?
