    It depends on what the super represents, the makeup of the protesters and what they want, and roleplaying by the heroes. Power use (beyond movement) should only be used as a last result. It is better for the crowd if they left on their own, as opposed to being forced against their will by the powers of some superhero.

    Image is exactly the cover for the horror movie remake of Blood Feast. As you can easily see. Center is Furaid Ramses in priest mode. The only other man is also Furaid. The upper two women are his wife and daughter.  The other woman is Istar as protraid in the film. Your welcomed.

    THE GOAT
     
    Ever since he was cursed by a mischievous witch 'hero' who caught him in his first bank robbery with the head of a goat, Gordon Atleigh was determined to make sure the GOAT would be 'greatest of all thieves', and not, well, goat.  He ended up a ruthless killer and rose quickly in Mafia ranks, becoming of of Hudson City's Family leaders gathering a group of unique outcasts with him to form the heart of his 'business executive committee'.  He is always impeccably dressed, the leader and mastermind of heists, murder for hire, protection rackets, and illigal bookies in his territory.
     
    William Rodrigues is his chief bodyguard and physical muscle.  20 years ago, he was an up and coming boxer, but took money to fix games. In spite of looking like an aging bodybuilder,  he can still hit someone like a ton of bricks (STR 25) and he is a marksman with pistols and submachine guns
     
    Crystal Sami claims decent from an Egyptian priestess from the times of the Pharaohs and gypsy fortune tellers and wears an outfit to match.  Skilled at magic and divination, she is his other bodyguard, protecting hin from mysical attacks.  She thinks of him as an avatar of Set, and he does nothing to make her think otherwise
     
    Annabel and Ravenna Huron: Gordon's twin femme fatales. Both sisters, he elevated them from street hustles to the top of the international crime scene. They work as spies and assassins, or as hostesses for lavish parties as Gordon needs.  Both revel in bloodspray, but tend not to stick around for stand up fights, preferring amushes, sniper shots, and poison to direct confrontation, but capable of holdinfg their own long enough to escape.

    Generally speaking, projects like this tend to focus on simple characters, both heroes and villains. Bricks, basic Energy Blasters, bait bone Mentalist, maybe a Martial Artist with a small handful of options. Also maybe a Speedster of the "run up and hit you" type (as opposed to run around you and create a tornado type).

    He is the titular head of an undertaking business but he is also a necromancer styling himself after the Egyptian God Anubis. He believes that he has the right to judge people and as a result give them either a painful or a merciful death. Those he deems to have a painful death may also find that he will restore them as he experiments with necromancy. In the business world he is just as ruthless so he can oppose a hero with either dark magic or business practices. Mr Anubis he is the ultimate expression of evil magic and big business.     He is Ramahaukan, a forgotten deity from the Egyptian pantheon, who through some twist of cosmic circumstance has found himself in the present day.  Although he lacks much of his power from before--including his immortality--he can still control and manipulate minds, and has used this to build a following of devoted and committed worshippers, who are ready and willing to do anything--anything--to advance his cause.  As his worshippers grow in numbers, so does Ramahaukan's power--and it may not be too long before he can regain the full range of his divine attributes.

    Once believed to just be a scary story parents would tell their children to get them to go to sleep appears to be all too real. A grey skinned withered old man with a milky right eye and a rotting hole where his left should be. He has long fingers tipped by broken claw like nails that he uses to pluck out his victim's eyes. He collects them in a large jar slung on his back. He will provide the perfect set of eyes for Tetar to view this world through.
     
    New Team: The Conundrum Collective. 4-6 villains who use confusion, mind games, puzzles, etc as their theme.

    Theam: Ex Morbane Fruad Kenhammon brought the rest of his group together to gather body parts for the sacred "Blood Feast of Tetar", the demonic enity who requires body parts to complete a summoned spell to bring Tetar over to our dimension from the Hell prison which keeps him.

    There is a good reason for the expanded roster for the Mod. One: it gives your players a nice choice of ex-villains to inhabit. Two: it gives you an instant rogues gallery for the villains not chosen. 
     
    If you need an excuse, the ones not chosen were doing another job to take advantage of the hostage distraction.
     
    You could also choose a few members to be off limits, like Badluck, a former cat burglar who fell in love with The Cricket and semi-reformed before joining the Mob, fully intending to be the inside person feeding info to The Cricket. Prehaps the first thing the players have to do is to save Badluck from being killed by the others for being a mole?

    Sailor Titan (over in Sailor Moon Amino) has her In The Name Of The Moon speech. It basically ends in "Listen to the bells and repent" (she is a catholic by the way).

    Another option can be NND Mind Control Based On Con, No Range (to activate), One Command ("Do Not Move A Voluntary Mussel"). This is a more immediate effect, but operates on the same rules as mental mind control.

    Teleios would probably do some super germ as long as it doesn't do anything like kill. He might be intrested in how human bodies process whatever semi-inteligant non-lethal disease/lifeform colony he created.
     
    As for anyone else...again nobody in the mainstream Champions Universe comes to mind. Prehaps Takophans, if he could even comprehend what a bacteria is.

    That would be a Variable Power Pool limited to "Mental Powers Which Belong To Minds Copied Via (power x)". I see (power x) as Telepathy, but a large cosmetic Transformation could work also (person with an organic mind to person with a copied organic mind). The GM could allow you to buy the copied mind as a computer via the VVP.
    Sounds like a limited Telepathy only with copied mind. If I was a GM, I would probably instead have you Mind Link instead. 
    Again, if you want to compel an answer, I would say Telepathy. Note, Telepathy does not compel the copied mind to answer truthfully. 
    For the mind itself, a VVP which you can buy copied minds as Computers, with the GM's permission. A Multipower for communicating with the mind and generic things a copied mind gives you (regardless of how strong or weak the mind is). Because of the VVP, you will only have a limited number of minds.
     
    Special note: Computers do not have Body, so they don't have a normal physical form (the body is usually bought as an automation). Check with your GM before you buy the powers.

    "Mental Duplication" is the special effect. What does this allow him to do? Sounds like Telepathy with Invisible Power Effect, a bunch of Skill Levels, strong Mental Defense, strong +MOCV and +MDCV, and Photographic Memory, at least.
