    Der Gegenurbermensch (literally, The Counter Overman Corps, the Corps part got dropped from the translation). Chances are they will be nicknamed "Greggs" by the English speaking public, much like they nicknamed German soldiers as "Jerrys".

    Winterchill is a man who wields a hi-tech fencing sword which can create ice and snow. Up close or at a distance, he us a cold, hard force with his sword.

    Six villains who were killed by the infamous assassination group (you know the one, with the vampire and monkey and cat man...). They are not exactly a group when living, being only linked by who killed them and that they were all bad.

    He is Zavior, a galactic overload who believes himself to be the savior of the universe. As long as he controls the universe, he believes that he can save it from the other force. He does not even think that the sentient beings of the universe have a say in the matter.
     
    Zavior has multiple bodies, each one connected to one cosmic force. This one is connected to electricity. There is also water, ice, heat, gravity, motion, etc. All of them know what the others are doing at all times, and each one is active at once. Rarely do they join forces at one place, because of the universe and the size if it. Woe to the planet where two Zaviors lands upon it at the same time.

    He is the diabolical Headlight. Formally a superhero with the power of light generation, this light forces everyone to stair into it like deer, he soon realise EVERYONE can be affected like that, not just villains and criminals. And HE could rob everyone blind while everyone is frozen in place looking at his light.

    Insector is an alien bug which got bitten by a 'radioactive' human which gave him advance intelligence and a humanoid form, but kicked him out of the galactic hive mind. Thinking for itself for the very first time, it realized that it's queen's quest to conquer all other planets to make a hive-universe under her control was wrong. The Queen's insectoid henchbugs hunt it with extreme prejudices, and it found a place to hide upon Earth. But it fell In love with the world and swears to protect it, even from themselves.

    Oh, absolutely, the goal here is to purge the darkness and bring Primus back into being a positive agency, out there doing the right thing.

    One of the big steps, IMHO, is to bring back the civilian oversite aspect: There'll be a bureaucrat as the top of the agency, with the Golden Avenger being the #1 field agent, in command of the Avengers, but NOT the commander of Primus as a whole. There'll wind up being several department heads:

    Avenger program
    Field Agents
    Science
    Undercover ops
    Bureaucracy

    There may or may not be a slot for the powersuit corps … normally they're under Field Agent, but there's potential to move them to, say, "Incarcerations" and put Stronghold under Primus' overall control, moving the suits to mostly prisoner transport and guard, rather than being a deployable asset for battle. The last slot, bureaucracy, is actualy the majority of people … cooks, janitors, paper-pushers, psychologists, etc, who make the whole org tick.

    Rainbow Archer was also in Classic Enemies in the 4th edition. In 5th and 6th edition she was 'replaced' by Arrowhead, but she was brought back by Tiger for his Forgotten Enemies books.

    This guy is Sniper Eye. A mercenary giving amazing marksman abilities by cybernetic and technological means, he usually uses less than lethal armaments (mercy bullets, netcasters, birdshot, etc) through his cybernetic linked sniper rifle not because he is not bloodthirsty, but because he is a sadist who enjoys the hunt and wants to prolong the target's suffering for as long as possible.

    As the others have said, Champions Villain Volume 3. He is basically a zombie sniper/gunman (as in an intelligent zombie sniper). While a head bomb to him might only be an inconvinous (as if I can remember, he can regrow lost limbs, etc...), it might take a long time for it to grow back. And if he is captured, there are other ways to harm him (like a certain doctor who raises people from the dead...).
     
    Edit: Just reread his stat box. No regen. You would think he would have some kind of slow regen, perhaps involving getting replacement parts.

    Try Classic Enimies for 4ed. The full at that time version of Terror Incorporated and The Ultimates are there.
     
    As for the current 6ed version, official Ultimates in Champions Villain Volume 2: Teams, while the new, unofficial Terror Incorporated, well someone already put a link to the store with the product already, right?

    Actually, there is a way the "waiting in hiding" angle might work: use the current official Stalker instead of the 4E one, at least as a background character. According to his entry in Champions Villains Vol. 3, current Stalker was beaten, staked and out of commission from 1957 until 2001, when he was accidentally revived. The supernatural Asesinos -- Montana, Ocelote, Tombstone Kid -- might have been gathered by Stalker in the Twentieth Century, but scattered after his "death" (since they were drawn to him in the first place). Now that the revived Stalker is accustomed to the modern world, he may decide to bring his old crew back to his side, perhaps with some new recruits. That would give him the muscle to compete with superheroes.

    I wish to ask for a bit of tolerance up front:  While I generally try to put in as little set-up as possible (believing that if it was really noteworthy, it shouldn't need much help), but this time there will be some set-up.  Forgive me, please.
     
    I had my youth group game today, though it didn't look like I would be doing much of anything ever again.  I spent the bulk of Friday in the ER and was eventually stabilized and admitted for observation.  Enough on that.
     
    I have a ceremony for calling the game to order.  It started as a joke way back in the 70s, back when Bullwinkle would still pop-up in re-runs.  It also started as a joke: the group (game was D&D) had been left in an intentional cliff-hanger as the majority of us were looking at finals, cram sessions, etc, and we figured at least four weeks before we got back to the game.  Not only was it a cliffhanger, but the PCs were in far worse shape than I had anticipated them to be, in spite of copious fudging to keep them from being slaughtered.  
     
    The day came that we re-convened.  Before I developed my genuine old man voice, I was a fair mimic-- not great, but fair.  However, I could _nail_ the narrator from Bullwinkle (and a few others).  The chit-chat and catching up was slowing down, and I decided to call the game to order with a bit of humor, considering as how we were all in great spirits and about to dive into a dire situation.  I broke out the Narrator voice and launched into a quote I remember from _childhood_, and don't know why:
     
    "When we left our story last time, things were in _terrible_ shape!  Some of the nation's smartest geniuses were being turned into _complete_ idiots!  It was all the result of a mean little man from a _mean_ little country--"
     
    [Boris voice]: Go on, say de name!"
     
    [Narrator]: Boris  Badenuf.  In desperation the government sent for Bullwinkle J. Moose
     
    I went on a bit further, while they were taking their seats, and trailed off while the came to order.
     
    Eventually, this went on to become a recurring gag, particularly when they were taking too long to settle themselves or if, when we left our story last time, things really _were_ in terrible shape.  Over the next decade, it became first a tradition, then an inescapable ceremony.
    Adults appreciate ceremony and group culture, no matter how odd it is:  "Hey, that's our thing!  It's what we do!"
     
    Kids....   well, you know how those pre- and early teen years were: everything was awful; everything is uncool and corny (or whatever they call it now.  Is "corny" still a thing?)  About the third time I did it with the youth group, they began to groan and complain, and every week there's one or two "not this again!"  and "why do you have to do this?!"  nothing really malicious; they're just intent on letting their peers now that they are too cool to accept this crackpot ceremony. (and it doesn't matter that I can't do the voices anymore; they've never even heard of the characters. )
     
     
    Flash forward forty years.  I am in a hospital bed, awaiting transfer to an observation room, with a doctor telling me "Well, Mr. Oliver, you're not dead, but we have no idea why not.  You've been stable for the last two hours, but we'd like to keep you under observation for the next 24 hours."
    Well, Doc; that won't work.  My spine is busted up bad, and I have had about all of this bed it can handle.
    "Can you give us twelve hours?"
    [wife]: He will give you twelve hours.
    [me]: Apparently I'm going to, either way.
     
    skip ahead a few more hours.  My wife has called my bi-weekly group to tell them there will be no Friday night game; she has called the Youth Ministries director to let the kids know there will be no Youth Game Sunday.  (though we did have one, thanks to the miracle that left me alive).  Some hours later, I am wheeled into an observation room.  In the observation room are four of my youth group players, with a card.  I'm awake enough to appreciate this by now, and I grin and make happy noises and tell them Mr. Duke is going to be fine in a few days.
     
    Well, _good_, says Colleen (Kinetica's player).
    Yeah, says Everette (Magnus's player)
    Yeah, Mr. Duke, I'm glad!  says Eric (Red Cloak's player).  Because when we left our story last time, things were in _terrible_ shape!
    Yeah, says Everette.  Some of the nation's smartest geniuses ---
     
    then all four, like they were reciting a poem-- were being turned into _complete_ idiots!  It was all the result of a mean little man---
     
     
    and so on.
     
     
    I'm fifty nine years old, and despite what I've thought for several decades now, I'm not done crying.
     
     
    That's my quote of the week from my gaming group, and quite possibly the best one I've ever had, posted or otherwise.  I apologize for the lengthy set-up.
