    Because of the rampant  unluck the group has, Deathstroke can be played as the "serious" comic relief group. The mean everything they say, but nothing goes there way. All the other supervillain groups, the GM has to plan a "what if they win" part they hope they never use. For Deathstroke, the "what if they win" section is filled with stuff which can (and do) go wrong if the heroes don't stop them (the doomsday machine explodes in a fireworks display, for example).

    Holocaust, in spite of looking a bit like Magneto, is not out to take over the earth for the safety of his own kind. No. He is a much simpler guy. He wants the planet because he has the power to do so, and feels entitled to the planet. If he has to kill a few people who eather question or oppose his control, so be it.

    First, I'd like to take just a minute to thank Lord Liaden for my new ARGENT sourcebook.
     
    Just need to clean it up, find a few relevant pictures (if I can find anything "free for personal use," mind you), and slap it into he sourcebook files.
     
     
    Back on topic:
     
    While I'm not big on the "hate the mutant" thing in any story involving Supers, let's throw this one out:
     
    All the top brass at the IHA are mutants.  The founders of the IHA are mutants.  The unstated goal of the IHA is the securing and training of like-minded mutant sleeper agents who will, when the time comes, be part of the usurpation of world government.  The IHA has a two-fold purpose: creating a sleeping army of millions and ending any potential mutant bloodlines that could oppose their goals.  Thus, the majority of mutants (i.e., people-- who, like most people, just want to be left alone to live their lives) are publicly rounded up as part of a horrible threat and, after taking multiple samples for research purposes, quietly eliminated.
     
    The IHA is single-handedly responsible for whatever mutant hysteria you can talk someone into believing.  They chose mutants quite specifically: being mutants themselves, and power-hungry and more than a little bit arrogant (resounding success can do that to you, I hear), they truly believe themselves to be some sort of omen of the next phase of evolution.  They feel both a kindred relationship to all mutants, and view those who do not subscribe to their views as abominations.  Specifically, they believe that there are "true mutants" and "birth defects of astounding potential."  Guess which is which?  Mercy killings all around for the poor, unfortunate mutant with the malformed mind....
     
    The founders are not stupid, either.  Their plans-- from the creation of the anti-mutant hype forward, have allowed them to orchestrate the entire phenomenon.  Not only can they carefully craft the direction of the movement, but they are in a unique position to react to unforeseen complications.  The government demands mutant-scanning devices?  Certainly.  IHA has them.  No one else does.  All those mutant scanners at the airport?  In UNTIL or PRIMUS (whatever those guys do) armories?  Placebos, built and programmed by incredibly talented minds (mutant minds) to be indistinguishable as random number generators that will periodically yield a positive and then instruct the other scanners to do the same.  Some of them trigger on telekinetics-- non-mutant only, of course.  Some of them trigger on body odor.  The only thing for certain is that they will not trigger on mutants.  Not openly.  They simply record the finding for later downloading by IHA moles when they may safely do so.
     
    Don't trust the government: they are the monkeys of yesterday.  Don't trust the supers: they support the status quo as alleged "heroes" or serve selfish goals as "villains."  Trust the mutant.  Trust the superior mind and body of the man of tomorrow.
     
     
     
    How's that?  I mean, for a guy who doesn't really buy into the mutant thing?  Plausible?

    Leroy is perfect, because he is Foxbat's straight man (no...not in that sense...Foxbat is the funny and crazy while Leroy is the counterpoint and anchor to reality, as tenuous as it is). 
     
    Can you say that about any other of Foxbat's henchmen? HamFist? Professor Steriaca? Blinky? Nope.

    Thinking about a VIPER issue.
     
    Blue Phantom: The multiple personally and geneticlly created lifeform with connections to The Dutchess and Dutchess Industry, and with there links to VIPER.
     
    The Dutchess: Dutchess Henrietta Von Dottie, head of Dutchess  Industy, and one of VIPER's Council of Forty. One of the most dangerous normal women in the world.
     
    Black Mamba: Scientist who was inficted by the COIL Virus, and was one of Doctor Blank's assistants and rival in science. Became a Dragon Branch member after a long time trying to cure himself of the virus by becoming a supervillain.
     
    Crital: A mutant and ex-superhero who after a scandal turned to crime. She later joined VIPER and became a Dragon Branch member.
     
    Brick: A man who's mind can't remember his past and with a body litterly made up of bricks, he has been VIPER's strongman for a long time.

    Dove was a defensive character. His goal, if I remember correctly, was to promote world piece, not fight crime.
     
    That is why my idea of the backworld counterpart is Warhawk, who profits from counties going to war against each other.

The more powerful the character, the less time he is able to channel there powers (so he rairly spends time as Kenshiro, Son Goku, One Punch Man, or Sailor Moon, and spends more than enough time as Lupen the 3rd, Tuxedo Mask, and Crayon Shin-Chan then he likes).

    "My mask?  Yes, sirs and madam, I realize it's hardly necessary, but it find it helps me fit in better with my employers.  Makes them more comfortable, as it were.  Ah, Ms. Batfox, I see you're admiring my walking stick.  As you surmised, it does give me the ability to defend myself, and even to give a healthy jolt of electricity to ruffians seeking to damage the Justice Tower or its residents."

    "Please, come this way into the sitting room and I can bring you some refreshments while you wait for your hosts to arrive.  Ah, Exoskeleton Man -- might I call you Mr. Man? -- please don't handle the artwork.  That is an original Bartlett, and my masters would not be pleased to see it damaged or stolen."
     
    "Really, Mr. Foxbat, I must protest.  Having your cohort Harmonious Fist restrain me is taking liberties I simply cannot allow.  I must insist you release me at once, or I will be forced to take action against you.  (sigh)  Well, sirs and madam, you certainly can't say that you haven't been warned."
     
    WHAM!  BAM!  BASH!  POW!  ZZZAP!  KA-POW!  BLAM!  GLOP-GLOP-GLOP-GLOP!
     
    "There, now, was that really necessary?  Tsk, tsk, you've damaged my exterior as well.  I'll have to replace this entire outfit, as well as sections of my epidermis.  Why, yes, Mr. Man, I am in fact a robot.  Now if you would all be so kind as to wait within the restraining resin I have applied, I'm sure my masters will be here shortly to turn you over to the authorities.  In the meantime, would any of you like some tea?"

    Topper is known as the gentleman bandit due to his manner of dress and his habit of targeting the rich and famous at various gala events. His band of Merry Men usually work on crowd control and gathering the loot as Topper monologues. By now, most people realize if they play along that they will escape with no harm but that anyone who resists is likely to end up as the hostage who goes along for the ride in the escape vehicle.
     
    UNTIL theorizes that Topper's mask makes people suggestible (which might explain how Topper and his Merry Men gain entrance to some venues) and it is well-documented that his cane can produce a variety of destructive and stun effects. The Merry Men use painful but non-lethal stun weapons on civilians, security guards, and normal police but resort to more potent weapons when confronted with more capable opposition.
     
    Topper has a certain...shall we say "over-the-top" personality and has been known to fixate romantically on notably beautiful famous women (movie stars, superheroes, supervillains, etc.) and some of his crimes are staged to gain him the one gift he can give to his newest "true love" and gain her heart. For example, once Topper staged a crime to steal the Stenwick Diamond while announcing he was going to give it to charity, then days later presented it to Charity, Seattle's own resident superheroine at an event when she was supposed to be receiving the key to the city.
     
    You have to admit, the man has style....

    The supervillain known as Toxian was once Profesor Calvin MacCanister. He was working on creating a chemical which allows people to survive in and around environments which are extremely toxic "for the benefit of mankind".  Well a super fight broke out in his lab, and he was knocked into a toxic vat of chemicals. Now rendered unable to live in pure environments, he plans to toxify the world, to "speed up what we are doing to our world anyways".
     
    He is not exactly that heartless. He has perfected his chemicals to allow people to survive such an environment. And once he is done changing the environment to resemble his future vision of Earth, he is planning to give the chemical away, free of charge, to those who wish to survive.
     
    His armor grants him superhuman strength and resistance, and also gives him the toxic environment he needs to live (much like Mister Freeze from Batman). He uses various weapons designed to toxify the environment

    For years, MegaLass was your standard flying brick - super-strong, incredibly fast, and able to survive the toughest attacks with nary a problem.  Then, she discovered she can duplicate.  While her duplicated form is less powerful than her combined form, all of them are still fairly formidable, and there's something to be said for being your own little super-team. 
     
    (There used to be eight MegaLasses, but one was lost in action when Mechanon self-destructed one of his robot assembly bases.)

    Yeah Supermodel seems too obvious.
     
    She is the doyenne of the Jet Set, she is Supra-Model !
    As famous for her magazine covers and features as she is for crime fighting, Supra-Model can fly has greater than normal strength, endurance and agility. She is somewhat bulletproof  but not fully so. She can play at being a ditz as it can sucker the villains into overconfidence and then she can take them down.

    Becca Monroe was your average model. On a photoshoot one day for a line of superhero-inspired fashion outfits, she was abducted by a group of aliens searching Earth for superheroes to help them with there planetary warlord problem. When it became apparent that she possessed no special powers, instead of taking her home or destroying her, they gave her some using a method which only works on humans.
     
    When she returned, she returned as Wonderbecca (what? Were you expecting her to be called Super Model? That just plain crazy.) Now she fights for justice and truth between photo shoots.

    Hera is a Greek Goddess. She is the goddess associated with the hone, the hearth, childbirth, motherly advice, etc... Ok, on occasion she can be a jealous shrew, but then again her husband/brother is Zeus.
     
    She can transform someone into common objects found around the home, or common animals found around the home. Mind you, they're not pets. They can be common pest animals also (mice, for example).
     
    So, your hero might just get turned into a bowl, spoon, plate, cup, mouse, or cockroach. Fun.

    Considering that he is a sewer dweller, he looks a bit too clean. Of course, it is possible that some mutant overlord type found him, and taught him to be more...human. But he still hunters for potassium, which his favorite way of getting is in human blood.
