  2. Just to sum it up simply for JohnTaber, a power which does not cost the character END cannot be placed in an Elemental Control. Every power which the character has listed above cannot be put into an EC because of that. Now as a the GM you can over-ride that rule, but if you do that you are setting a precedent which will lead to larger issues in the future.
  3. Re: New Campaign PC Issues Most of the powers you have listed above are not legal in an EC, and most of them I would not allow. For example, all the Defense powers are not allowed in EC. This is because all those powers are very cheap in the first place, and should not be getting any cost breaks. The same for the EC with Danger Sense, Spacial Awareness and DCV. Those powers are not allowed in an EC either. It sounds like you have a couple of munchkin players there to me.
  4. Take a look at the Luck power under Option #2. That is very similar to Karma/Hero Points of other game systems.

I spent some time trying to think of what powers I would like to see in the book, but to be honest Steve's imagination is greater than my own, and I am sure that I will be surprised by quite a few of the example powers in the book; just as I was with the examples in FREd. The only thing I would really like to see is that all the powers in the book are of "reasonable" power level. What I mean by this is that the powers portrayed can be used by players in most games. Many of the example powers in FREd are 100+ active point powers. Those examples are really not that useful when most GMs have a 60 point AP limit. Even using the guidelines in FREd have an 80 AP cap on powers. Having a 400 point Time Stop example power is interesting from a design standpoint, but it does not help a new player who only has 350 points to spend and an 60-80 point cap. If this book really is for newbies, then the power levels within the book should reflect that for the most part, IMO.
  6. I agree with Lord Liaden here. Looking at the power levels of some of the major badguys in CU (the type of characters Dr. Strange fights on a regular basis) I would think that even 100 points would be too slim. IIRC, the Astra Form example power alone is a 180+ power in FREd, and while Dr. Strange does use his Orb/Eye of Agamotto to do the hopping, he can do it with a spell as well when he needs too.
  7. I would go with Infrequent, Severe myself. It seems like it would be a rare occasion when the character goes against the wishes of his "Lord".
  8. There are two ways of doing this: #1-Buy STR as a Characteristic, change the amount bought to 0, and check the box to include the base Characteristic. That will allow you to buy Advantages on your Base STR. You do not have to buy any STR as a power. You can reset that field to 0 and then use the base STR of the character. #2-Use a Naked Advantage. Put the name in the first line, the Characteristic title in the second line, the amount of total STR you have in the box, and then apply the Advantages you want to the STR.
  9. I tried it with a vehicle a couple of times too, but I just do not care for the vehicle rules. The suits can be too hard to damage, and when damage does get through it hits the occupant much harder; and then you have all those other movement and breakable issues involved. The character seems to be working out as a Multiform though. I already have his basic form, his battle-armor form, and his stealth armor forms completed. I'm just going to work on his sea armor and space armor and I will call him completed. Multiform adds a lot of versatility to the character without having to worry about him being too powerful all the time. In the past characters had one suit of armor that could do everything and that led to some situations where the character was too powerful for a specific mission. Now the character can get caught flat-footed in his Stealth Armor and have to fight his way out with inferior weapons instead of having the big guns all the time. As an evil GM I like that idea. _
  10. I went with OIHID because I do not want the armor to be able to be taken off when the character is wearing it. If felt that if I went with OIF whichever suit the character is wearing would be able to be taken off out of combat, and that is not the effect I wanted for this particular character. I wanted something which could not be removed.

  12. Personally I feel that OIHID is far more abusable. With Multiform you get 350 points to make a character. With OIHID you get up to 437 points to make the same character. Those extra 87 points can lead to a lot more abuse in the long run.
  13. That is what I give the AI for. The Artificial Intelligence represents the personality and skills of the Professor. The character buys the AI with the OIHID limitation to represent that it only has access to that when in the Firestorm form. I like to make things as simple as possible.
  14. The only time I require Multiform is if there are skills and personality differences between the two characters. If all that happens is that powers are gained I go with OIHID. OIHID characters: Captain Marvel (DC version, gains powers but no personality change) Colossus (turns into stronger, metal version of self) Firestorm (gains powers and an AI) Ironman (dons powered-armor) Multiform characters: Captain Marvel (Marvel version, switches position with Jones. Different personality, powers, skills, etc.) Etrigan (Different personalities and powers) Hulk (Banner is a brain, Hulk is a near-mindless brute) Thor (Original. Blake had different skills, personality and knowledges. They were two individuals merged by Odin.) I am currently working on a powered-armor character which uses Multiform though. The character will have 4 different suits of armor to choose from for various missions much like the older concept of Ironman (battle armor, stealth armor, space armor, sea armor). I will be giving the Multiform power itself an OIHID limitation to represent that the armor cannot be removed though.
  15. I do the same thing, only I give a 10 point Gallery Bonus to the Hunted Disad to signify that it covers several Hunteds.
  16. Sometimes it is impossible to match up stats with items, but keep in mind that the item you are trying to create was designed by a scriptwriter, not a scientist. If a vehicle engineer were designing the Explorer class it might be far lighter or heavier. But to make things match all you have to do is buy some extra STR and Knockback Resistance for the vehicle; SFX being that it is heavier (works just like Density Increase, only we do not buy DI always on any more).
  17. Just relax. HERO System players are as fair as anyone else. I am about as loyal a HERO System player as you will find, and I voted for Mother Raven this time around. My votes are based on whichever story I like better. I do not base my votes on the character's power level, or popularity, or who is a better clone of whom. It all just comes down to pure writing ability. And if I might add, there have been far more Hero players stating that they were voting for SAS characters on the Showdown boards then there have been the other way around.
  18. Nightwind uses a .50 Desert Eagle. There is a nice write-up for it in the Millennium City supplement. I'd post the stats here but I think that might violate the confidentiality agreement. It will be out soon though.
  19. My guess is that Terran Empire did not make it out in time for DDC. If it had I would assume some lucky attendees would have been in here telling us all how wonderful it was. I must just wait longer. Darn that printer!
  20. I never actually envisioned PRIMUS as being super-soldiers. I envisioned them as ex-Navy Seals/Commandoes led be an occasional super-soldier. Silver Avengers almost never show up in my games though, and the 5th Edition PRIMUS agents are all basically tough normals. I can understand that. I always just preferred to use VIPER thugs over everyday common thugs. At least with VIPER you always had the potential of tieing a random robbery into a larger event in the future. That was a little more difficult to do when the robbers being stopped were just Moe, Larry, Curly, Shemp, and Curly Joe.

  22. The organizations do not really bother me. In 15 sessions we have interacted with VIPER and UNTIL twice and IHA and PRIMUS once. I have used quite a few MARS agents, which is good because it gets the police involved in the game. The problem is, no matter who you end up using in PRIMUS or UNTIL's place, it will always end up being played like PRIMUS and UNTIL. The same thing goes for VIPER and IHA. Those organizations are embedded in out minds and even if you use COBRA and SHIELD in out games it will still come off as our tried-and-trues.
  23. I was just thinking of your example of a SF superhero group. CU already has 2 hero groups in SF, so saying both teams are defunct and a new team has formed does not really sit will with continuity. The same goes for your team in England, which already has 3 superhero teams. I would also look carefully at your Angel of Vengeance and support team. CU seems to have a few predefined concepts of how magic works. Magic is important to CU due to the fact that it is the basis of all super powers. I like the concept of characters which fall in the middle. You might want to do an article for DH with a few of the lesser characters. That would give DOJ a better idea of your writing ability and help you get your foot in the door. I'm all for new product as long as it easily fits into my current CU campaign (I hate doing recons or rewrites ).
  24. I hate you for getting your hands on the book so quickly! I have sent a 10d6 Transformation attack giving you 3d6 Gamer Unluck triggered by you reading this message. Hopefully that will make me feel better, but I doubt it.
  25. Zakueins, your stuff does not sound bad, but much of it will not fit into CU continuity. Now if you are doing this for Hero Plus as a pdf then I say go for it, but if you actually wanted this published, I do not think you will be able to make if fly. Much of it is too far out of continuity. Also keep in mind that it is entirely possible that DOJ does not own the rights to many of the characters in Allies. If you try and duplicate them you could be dealing with copyright issues from the original authors. I do not know this to be a fact, but I do know that Hero Games did not buy many of the characters used in their books during that time period.
