Depends on the bank.  A commercial bank might have a lot of money from deposits by stores and then there are always safe deposit boxes.

But there are always other targets...

Expensive car lots. High tech factories and stores. Weapons are a money maker. Your modern gang members tend to rob jewelry stores in smash and grab raids. Celebrities.  They usually have money and expensive things.  Better yet, you can kidnap them for money. Monetary exchanges.  Especially in busy airports/hotels. Casinos.   Criminals.  A lot of criminals deal only in cash. Federal Mints.  (Washington, Denver, Philly, San Francisco, West Point, and obviously Fort Knox) New marijuana dispensaries.  Most people probably don't want a dispensary on their credit card bill.

Yes, I believe you can use your full strength on each attack, but you must pay the full end for each attack separately.  Here's the problem.  Combined attacks couldn't use multiple combat/martial maneuvers or any two maneuvers which are too similar in nature in 5th ed.  Steve might have overlooked or he might have removed the restriction in 6th as he never quite says it and insteads goes on about Multiple attack (the more well known one).  I believe there also used to be a rule that the attacks all had to do the same OCV/DCV values so a power with concentrate and one without could not be used together.

So here's how I run it.  Your mileage may vary as this is a GM opinion per the rules on how to implement (i.e. if your GM wants to say its a multiple attack instead of a combined attack, they can).

A combined attack must use a different power for each combined ability.  A punch or kick is considered the same power (a strike).  So you could punch with strength or HA, slice with a HKA, shoot with a machine gun and drop a grenade all in one action against a target (assume each of these separate attacks did not preclude the others).  You would have to pay the end for each attack as if they were each done separately and you would only need to roll to hit against the target's DCV (if an attack was an area of effect and is done with a direct fire attack, you lose the ability to strike at a hex's dcv).

In fact there is a rule allowing you to use two different attack powers at the same time.  Combined attack 6e2p74.  In 4th ed, I don't think the rule is in the rule book but is adapted from Robotwarriors.

Yes, Starburst was built with the limitation and it was implied that the limitation was the reason that he could use both powers simultaneously. However, there was no explicit rule stating that 2 different attack powers couldn't be used simultaneously vs a target without such a Limitation.

This is just a suggestion, as there can be many ways to build this character set.  Note that GM approval should always be sought after.

One character I played with a long time ago in a town far, far, away (okay, only 30+ miles) had created a character which summoned and mind controlled bodies.  The hero could not move and basically had a mental link with each of these android bodies.  We (the other players) thought the body was the player until one day we were accidentally transported to another dimension and the summon body didn't do anything except say "Error: Communication lost" ...

You might take this idea and say the energy being portal to this realm is fixed and immovable and he summons android bodies to interact with it.

The best way to buy this is to purchase an NND attack.   2d6 NND, Continuous (30 active points).  This way you don’t take the penalties for performing the maneuver.  You also don’t have to worry about maintaining the hold, or the person being able to escape the hold.  You make the attack which goes against his ranged DCV so you are more likely to hit.  Once you hit the target takes damage, and cannot escape until you release them.  They can move but still take damage.

    Seamaster's seafood restaurant (original restaurant)

Seamaster was a notorious supervillain back in the 50s.  He was the on the government most wanted by the coast guard and navy and was responsible for a number of high profile robberies in the Atlantic Ocean.  In the 60s, he had caught the love interest of a superhero and in typical supervillain fashion, had her dine with him in his submarine in his palatial dining room.  The love interest, while upset at being kidnapped, was quite amazed at the quality of food he served in his dining room.  Being a spunky reporter, she found out that he was actually funding many "save the ocean" charities and was an advocate of sustainable seafood harvesting.  All the items on the table were sustainable seafood dishes that he himself cooked.  Alas, the superhero sank the submarine and saved the reporter before the conversation could proceed further.  Put in jail, Seamaster served 20+ years for his pirating ways.  While in jail he read about the article reporter wrote about her abduction and the wonderful food she had eaten.

In 80s, he was paroled for good behavior and found many people had taken to his cause of sustainable and ecological farming of the sea.  He attempted to join those groups, but his age and past prevented him from directly working with them.  Broke and dejected, he was working as a janitor for the local aquarium when he was found by the same reporter he had kidnapped earlier.  Her "boyfriend" superhero had dumped her for some amazon superhero and the newspaper had laid her off due to budget cuts.  Commiserating, two began a friendship, then a romantic relationship, and finally a business partnership.  Seamaster opened their first seafood restaurant to great reviews and the reporter(now wife) blogged the opening.  His villainy made him a cult ecological anti-hero and a draw at first to the restaurant. As news spread of the meals there,  people came for the food which actually gain a Michelin star.  In final coup d'etat, the amazon superheroine came to the restaurant with her new beau, a shadowy superhero who stalks the night while the reporter's ex allegedly stayed at his home of solitude.

Seamaster and wife still work the restaurants but at a very retired pace.  His son and daughter now run the business with 10% of the proceeds going to charities.

The problem with campaign books in HERO, IMHO, is that they are just campaign books.  They do not show the campaign as being fun.  I want to see interesting adventures attached to this campaign source book.  Yes, a Harry Potter styled campaign might be fun, but if you include a few adventures while they are 1st years, that would help insure it is fun.  The next module would include more campaign stuff and another few adventures for second years, ad nauseum.

A Pathfinder-style Adventure Path (obviously named something else) is almost paramount for any genre or setting. Champions, being based on comic book heroes, absolutely lends itself to that sort of thing. We have them all the time in our comic books.  Flashpoint, Civil War, Fall of the Mutants, Secret Wars, and the list goes on and on. Each of those concepts would translate pretty damn well into a series of interlinked encounters and events. Of all the settings that Hero Games has, Champions is probably the most natural to use that style of adventure.

For smaller adventures, those two or three issue story arcs would also work out real well.

Personally, I think they should make two small rules books.  The HERO rule book and everything but Powers in it similar to Champions Complete and a HERO Powers rule book, with just rules for making powers, vehicles, and bases.  Then, if they want to make a new campaign supplement, they include the small HERO rulebook or both with the campaign book.  If people already have the rules, they can sell the campaign book by itself.

Say someone wants to make an Indiana Jones campaign module.  They just bundle the HERO rulebook with the Campaign book.  The campaign book would have all the villains, weapons, special vehicles and bases, and any special powers as set costs.  Older players who do not want the excess rules, don't have to buy the rules all over again.  Newer players get a rule set they can use without extra detail they don't need.  Later, after the honeymoon phase with the RPG is over and they find they have found true love, they can simply buy the Powers book.

My suggestion would be, buy the CC book and get the PDFs for 6E1&2.  They are much more usable as a searchable document than as an extra 5 pounds of books in your backpack.

    No.

First lets assume that all characters have the same Dex and for some reason the Spd 6 character goes after the speed 4 character.

A speed 6 character goes on 2,4,6,8,10,12.  A speed 4 character goes on 3,6,9,12.  If a speed 3 character moves and attacks, on segment 3.  The speed 6 character can attack on segment 4.  Now the speed 3 character can do a move by or move through and finish their move behind some barrier or they can abort to do something defensive on segment 4 but the speed 6 character will get to act first.  In a turn the speed 6 character will have had their action on segment 2 which they can hold till the bottom of segment 3 or use their segment 4 action to attack.

I don't see a problem with your build unless you need it to cost end.  At which point you build it with a -1/4 limitation Costs End to Activate.  You can also make the charge recoverable and set the recoverability as fairly simple.

Its the first initial of my first name and my last name.  I gave up on coming up with cute login names about 10-15 years ago.

What was the first tabletop RPG you played?
AD&D 1980.  There were only three RPGs I could find at the store at that time.  D&D, V&V, and Gamma World.

What was the first tabletop RPG you GMed?
V&V, the players investigated a downed ship on Mars.  They were torturing a guy who didn't know anything who worked for the bad guys and accidentally killed him.  Then they pplayed around with the spaceship on Mars and fire a wave motion cannon scarring the face of Mars.

    What are you currently playing/GMing?
Pathfinder, Shadowrun 5th, and Champions 6th
