KA.
If any of you have read the "Hero Refit" thread, you will have seen the comments about one of my player's GM'ing abilities. http://www.herogames.com/forums/showthread.php?s=&threadid=12532 He was a bit "harsh" when designing opponents to say the least. (By the way, if you haven't read it, please stop by to comment, the most recent version is in my last post.) Worse than that, when the other player and I actually managed to overcome the monstrosities he threw at us, he claimed that our characters were "too powerful". I think a lifetime of video gaming had caused him to have the idea that slaughtering the enemy was the only acceptable outcome. He was peeved that we had actually managed to survive! (By the way, if this sounds a bit immature, the person in question was only around 15 at the time, so please make allowances. I did!) Anyway, in a fit of pique, I designed a new character, Harmless Man. He can hardly be accused of being too powerful, just take a look . . . gewing
Actually, Empathy man reminds me of the guy who could give other people his Disabilities... He was a pain. Empathy Man : A powerful projective psychic with such a high degree of empathy that he took stun if anyone within 100 hexes took body, and everyone within 100 hexes takes stun if -he- takes body. Of course, if someone around him takes body when he is unconsious, his susceptibility does body to him, meaning that someone took body within 100 hexes of him, rinse, repeat. More like "Implosion Man"
CarlSagan
I guess my personal best in this category was "Force Wall Boy". (He could generate force walls - DUH!) I had this brilliant idea of layered defenses, and - of course - I had to take it to an extreme. In addition to force walls, he had missile deflection, force fields PLUS personal armor with various levels of activation rolls. (He was really paranoid about getting hurt.) His one moment of glory came in his very first adventure when the arch-villian blasted away at him with his most devastating attack (a really nasty autofire RKA as I recall) AND the arch-villian's platoon of agents blasted away at him with their machine guns. Force Wall Boy just stood there and took it. Not a single point of stun got through. (The GM broke his pencil in frustration.) Of course, Force Wall Boy's most devastating attack would, at most, mildly inconvenience an agent. His only hope was to wait for the other side to run out of ammo. Guest WhammeWhamme
Well, I might as well add in my personal low. Savage. Bitten by a Radioactive Werewolf... he somehow became a Werewolf *twice*... This made him a Werewolf Squared , and so much more powerful than an ordinary werewolf. Oh, and he had a radiation blast. If I dropped the last, and made it "Mad Scientist working to create a Wolfman serum", he might be almost reasonable.
Bengal
I seem to remember one of my players being fond of Ghost Rider, so he riffed on the "Spirit of Vengeance" idea; Desolid, O End Persistent ALways On, Inherent, with a fairly feeble OAF Scythe 1D6 HKA, Affects Physical World Penetrating... some darkness and fear based powers... But really, if you took away his scythe, he was basically removed from combat. Come to think of it, he was also mute, so he was sort of removed from noncombat, too. Blue
I kid you not... Dead Ringer: Sonic Attack, always on, only when he laughs, area effect cone. Psych diasd--thinks everything is funny. He was designed as a villain, but one of the guys I was showing how to play liked the idea so much that I just gave him the character altogether. Man was that chaos, for as short as it lasted.

Lightray
Maybe not so much a bad concept as a poorly executed one... A friend was in town recently and saw some of our Champions stuff at another friend's house -- so I ended up being called on to run an adventure. He made up a tiny little dragon character that I didn't take sufficient time to look over. Until we're in combat and he uses his one attack power: 1d6 STUN Drain, Autofire x3, Armor Piercing x1, Penetrating, Personal Immunity, Difficult to Dispel, Half Endurance Cost. o_O After I boggled at that and moved on with an "oooookay", I noticed the character had 10 rPD/rED (only), 4 BODY, 20 STUN. Fortunately his DCV was so high none of the villains could hit him. ...And then because I was unprepared and preoccupied with other stuff going on that week, I'd put them into an adventure with morally gray choices to make. Which he ended up disagreeing with everyone else on the correct choice. In hindsight, there were oh so many things we could have done differently to have made things better. SHUNNING POWERS, DEACTIVATE!!: besides the fact that she's mainly a FLYING brick, and much of her strength is tied into her FORCE FIELD, and the fact that no one said anything to WONDER WOMAN about foot wear, and, oh yeah, she's in a pretty FOUR COLOR campaign--she's rich enough to have shoes built which could with stand the use of her powers..... Bengal
It's kind of funny, my wife and I laugh about the amount of "justice" some woman superheroes and villains carry around in front of them. Their first superpower must be Super-Strong Back, and their second must be Super Double-Sided Tape. The fact that ol' JJ has so much of it just makes me laugh. Or retch, not sure yet.
