Re: Your PCs might be Underpowered if...

... Their most powerful allies are the local scout troop.

... Their "motor pool" consists of three bicycles, a bus pass and a pair of roller skates.

... Their greatest nemesis is the guy at the liquor store who won't sell to them without valid I.D.

... The flying hero is acrophobic, the martial-artist's fighting style is "slap-fighting", the mentalist's biggest power is guessing if this was your card, and the energy projector's powers are based upon lactose intolerance.

The villian's leaders tells his agents "Any significant resistence, use the X-grenades." and after 4 fights with them the PCs still don't know what the X-grenades do.

- But they know each agent has 4 of them.

- They've heard that the supervillians don't care if the agents use them while they're in the blast radius not because they're immune they're just not bothered.

Most teams stop bank robberies, but your team has trouble stopping two customers fighting over napkins at Taco Bell.

Your team vehicle is the #8 bus from Downtown to the Medical Center... and that's typically the route they travel after every fight.

Your team is afraid to fight Brownies. Not the magical creatures, but the pre-Girl Scouts.

Someone on your team once got treed by a dog. Specifically, a poodle.
