1. It's set around the events of LOTR. It has a few anachronisms, like Angmar being a force. The introductions, may be set at a different time. My elf character's introduction was set 600 years ago with the fall of Edhelion. High Elves may have been in suspended animation since the siege of Barad Dur at the end of the Second Age.

 

2. You can drink the beverages anywhere. I had a few celebratory drinks when leveling up while completing a quest. The last time my character got drunk was at the house he had just bought.

 

3. Inebriation lasts for about 5 minutes game time. Keep in mind there are different levels of inebriation, from being merry to feeling light-headed to having muddled your wits. That last bit has your character talking to himself. I should have made him dance!
