There's no such thing as an incomptent DNPC in comparison to you. the only metahuman you can find to list as a hunted that isn't more powerful is one of your own teammates. Takofones is a romantic rival, and is in a superior position to you..without using magic. It's easier to list the attacks you are not vulnerable to. You've never had to roll that unluck dice. You thought you were in a hideous deathtrap, only to discover it was the ball pit at Chuck E. Cheese... (and someone still had to make a new character the next session due to a fatality.) Even your Stun has an activation roll. Even Viper Agents don't have the heart to kick you when you are down. Mechanons refused to terminate you on the hopeful chance you would reproduce and weaken the species. You took Body damage from a presence attack. When the team leader cries out "take up a Defensive Position"..everyone falls to the ground in a fetal position screaming "please dont hurt me please dont hurt me".... If your character's immunity system is more expensive than the actual PC, but he has full-blown AIDS (okay, that's kinda mean)... If one of your character's goals is to ascend to the Microverse... If the only atomic monster campaign your character lived through was a mouse scurrying around the room (and it still followed the standard plot)... If a fly wouldn't even hurt your character... If your character's best power is the ability to convert food into energy... If your character is in a HERO Boards poll, and Pie is selected because it is the more powerful option...
