Not really sure yet in my Golden Age game, but at a guess:

The Old Woman. Roughly 50,000 years old, probably the last living member of the first generation of metahumans, possibly the very first metahuman. Oldest of the Nine Unknown, considers herself the matriarch of the world's superhuman population. The reality behind many myths of mother and crone goddesses. Existence is a highly guarded secret, but known to certain mystics and members of the Adventuring World.

 

Hugo Danner, aka Clark Kent - Not yet possessing his full power, still probably the strongest man in the world. Currently fighting his second war in the service of his country, but becoming increasingly difficult for his handlers to control. Believed to be a fictional character by the population at large.

 

Donner - Claims to be the living embodiment of the storm god, serves as Germany's greatest living weapon. Unstable and barely under the control of his masters. Propaganda tool of the Nazi regime.

 

Hachiman - Servant and defender of the Japanese crown, a Samurai whose sword can cleave tank armor and who appears to have raw power on the level of Donner or Kent. Propaganda tool of the Japanese government.

 

Lilith - Mother of Monsters, the First Vampire, possibly the only being still on Earth other than the Old Woman who can claim to have known the true Elohim. Known by many names, another member of the Nine Unknown.

 

The above doesn't take extra-dimensional and extra-terrestrial beings not actively involved in current affairs on Earth into account.

Vanguard: German Superman, powers similar to Superman, his blood can and has created lesser (but still very powerful) heroes. Note he is a global scale Hero, not some servent of the German goverment, or a villain wrapped in a german flag.

 

Loremaster: The world's Sorcer Supreme postion. On earth he's powerful, but if he has time to prepare he could destroy a dimmension or two

In Sundogs Skeleton City campaign:

Stormlord: A flashy energy blaster, who has extreme controll over the prevailing conditions of the battlefield.

 

The Gunny: A flying, energy projecter, brick, scientist, millionare industrialist, who is helping to rebuild the city.

 

VITUS: "A very deliberate killer" gnoll mage Who once (at least) won singlehandedly against Eurostar by the use of a signle item (alright it was one of the artifacts that the skeleton crew is keeping under guard).

 

Void: A teleporter who is being "empowered" by the entities between dimensions. Can take out groups of goons, high powered bosses/bricks, but really hates AOE

 

Felicity: An innate magic user who as part of her daily meditations cleans and purifies the city and its mana lines and has a tendancy to evolve when she encounters new mana sources.

 

Three: Vitus's tanashim concubine who makes crime in the area around the teams base non-existant in the early morning by doing her morning calisthenics on the roof naked with competition over which gang has the best vewing spots already sorted out by the simple expedient of selling tickets.

The 5 most powerful beings from earth 83 that the pcs have met or heard of are:

 

PRIMUS: This being is our campaigns equiv. of Galactus only instead of being considered a force of nature he is an agent of the existential being referred to as Death and charged with making sure the balance of life never goes out of her favor.

 

Torg: Is a hulking alien criminal mastermind who's mind has been wiped and crippled to the point of a mild retardation or 4 year old child with a violence inhibitor installed in his brain. He was then dropped off on the earth by the Liverians Galactic Tribunal for his crimes against sentient life and currently roams the halls of the Champions base like 12 foot tall puppy looking for something to get into.(Torg is a timebomb, but as long as the pcs have him no one else is trying to reactivate his mind).

 

Gracious Louca: Was a hero in the 1940's and original member of Freedom Force. He always had a natural aptitude for magic and quickly became an apprentice mage to the Earths Sorceror Supreme. Gracious was constantly coming in second to the Sorcerors younger and less experienced apprentice Vincente Dimitrious which was slowly filling the young order mage with jealous and hate. This little speck of envy was all a being known as The Black Enchantress needed to seduce the young mage into joining her plot to steal the Helm of Krim out of Freedom Forces vault. They failed in gaining the Helm, but it sent Gracious on a downward spiral that eventually lead him to hunting down fellow order mages for their power bases(Their pocket dimensions are the source of their power and the energies used to cast their magics are replensihed by Lord Order if he deems the expendature worthy). Lord Order will not replenish Gracious any longer so he is typically hooked up to 6 or 7 pocket dimensions at a time and always on the look out for items of power to sustain his immortal existence.

 

Signus: This is 25 year old Harold Brody from the Mutant Files supplement. In my campaign he wasn't killed by Genocide only seriously wounded, because the Mutant Liberation Front made off with the virtually lifeless body of the the 11 year old before Genocide could finish him off. The MLF and their twisted leader the Deacon raised Harold as his own son and taught him how to push his considerable powers to their very limit, while filling the boys head with his militant doctrine. Signus is now thought to be dead after an attempt to march 600 metahumans into New York and claim it as a meta-utopia failed when his adopted father shot him in the head just when it seemed that victory was assured.

 

The Human Dynamo: I guess you can call the human Dynamo our superman clone because he's not really human. The Human Dynamo is a Malvan. That's the same super advance warrior race as Fire Wing, the Malvan have an artifact that is the culmination of their races knowledge: The Wisdom Stones. These stones are foughts are constantly sought and fought over by warring factions within Malvan Society. 66 years ago during a blood feud led to the executions of many in their elder council and the last of the elders charged Guan Tal(Human Dynamo) to take the stones somewhere safe and protect them. Guan Tal took them to a small water covered planet cover with Bipeds he could try to pass himself off as. Upon arriving on earth Guan Tal buried them in a crater of an artillary range on Fort Bliss in Texas and before he could finish hiding the stones The real Human Dynamo and his partner Lady Liberty along with their Squad of 12 patriots(super soldiers) descended upon what they thought was a Nazi super spy and Guan acting out of concern for the stones killed them all in a mater of seconds except one Patriot and Lady Liberty before she could gain control of his mind. With 30 million dollars worth of super soldiers dead the government had only one choice. They told Lady Liberty to change his memories and make him think that he's the Human Dynamo and not let him remember the super sonic speed, laser eyes, the flying or any of the other highly fantastic things he could do(it was the 1940's back then super people just had one power). He maintained this identity for over 60 years, but not to long ago he watched his daughter fly for the first time and he realized that he could too. It was just a short jaunt after that to a nursing home occupied by the woman that used to be Lady Liberty and she gave him back his memories.

Hmm. This would probably change if I dug out the character sheets from the last campaign I ran that didn't focus on Marvel/DC characters(and I don't run as high powered as some on these boards. I've never run a campaign where attacks over 15D6 were common, and anymore, I usually limit things to a bit less) but some definite candidates would be:

Omni

Concept: Power armored hero.

 

Short version of the background: Think Tony Stark as a family man.

 

Powers: Heavily defensive suite of powers. Has 35/35 DEF and every "dink" defense known to man(e.g. full LS, Flash Def, Power Def, even a bit of Mental Def as a psi-screen). You basically have to go through his DEF to hurt him. And he has 70 STUN. Offensive suite includes the usual suspects(EB, Super Strength) but also TK vs. metals, and a neruo whip NND EB among a long list of other powers. All at around 60 points of effect. And he has an Invisibility stealth mode. Hard to run that and everything else for very long, even on 200 END, 5 REC reserve. But he rarely has to. 23 DEX gives him good CV's for a guy with his power level.

 

Fighting Strategy: Basically, he can take a beating like few bricks can, so he tends to fight defensively at first, trying out different weapons to see which one will work best on you then getting more aggressive as the situation warrants it.

 

Why he's one of the best: While he has few stats that are very high level, he's above average to well above average with everything, can take a heck of a beating, as much or more as most bricks(he's got 60 STR, 35 CON and bought the figured CHAR to go with it), and one of the widest assortments of weapons out there. Simply put, there is very little he CAN'T do so he just has to hang around long enough to figure out which weapon will take you down fastest.

 

Proteus

 

Concept: Shapeshifter who acquired powers when* government doctors decided to splice some alien DNA into him to help save his life.

 

Personality: Edgy, action junkie with is passively suicidal. He hates what he's become and struggles to maintain his human-ness.

 

Powers: Big VPP for Shapeshifting(60 points, +2 on CC for Cosmic control), natural armor, claws, enhanced senses. Martial Arts(JKD). Lots of skills and overall levels. Enhanced baseline physical stats(30 STR, 23 DEX, 30 CON, 20 BODY). Some LS. Several levels of Regen.

 

Fighting Style: Very aggressive. He likes to stack more HKA on his claws, armor up, and wade in. Can do amazing amounts of BODY with claw attacks and when facing a single damage type opponent(anyone who only attacks ED or only attacks PD) he can load up his DEF on one side and be virtually unstoppable. Will not back down and will try suicidal attacks(tackling an opponent off a skyscraper, for example) because he doesn't care if he dies.

 

Why He's On the List: Huge attacks. Potential huge DEF. And a reckless attitude. The guy wades in and engages in some of the shortest, bloodiest fights. Has the restraint not to kill but won't hesitate to do so.* One of the few people capable of ripping through Omni's armor.

 

Typhon

 

Concept: Villain named after the figure from Greek mythology. Some think he IS the monster capable of taking on the Greek gods from ancient myth.

 

Powers/fighting Style: Growth. Lots of it(Typhon is 100 feet tall). STR is 90. Has 75% Resistant Damage Reduction vs. Physical and Energy. 60 CON. 40 BODY. 50/50 Resistant DEF.

 

Why He's On the List: Typhon is kind of like Juggernaut from Marvel comics. Only a handful of beings can even hope to hurt him. And he's the second strongest being on the planet.

Although I'm still building out the setting here are some of the powerhouses of Metahumans Rising:

 

RRX-001 The Red Juggernaut: The first survivor of the Russian RRX program the Red Juggernaut was nearly invulnerable able to shrug of artillery fire. This resistance was matched only by his strength, although never pushed to the limit instances have been cited of the Red Juggernaut overturning and using a German super tank as a shield for Russian troops. After the Second World War the Red Juggernaut was placed in an experimental hyperbolic chamber to preserve his body. Reawakened during the Cuban Missile Crisis it is unknown what transpired between this time and the Rampage at Red Square. Although presumed dead after a confrontation the founding Xeno Consortium the Russian government has refused to release details on the body.

 

Grey Matter: An intellect hosted within Nanite Assemblers Grey Matter can breakdown and and rebuild almost any substance. Gone unchecked Grey Matter destroyed a city and rebuilt it in a matter of days. Currently Grey Matter is held in cryogenic stasis in the Black Mountain Prison Facility.

My campaign is four color standard comic book with some empasis on supernatural/mythological plots. We have seen the return of many legendary characters, gods, demons and the like. But still most of them have not appeared in the game sessions. Here are my Top 5 (as known by the players)

 

1. Tyrannon : The bad-ass dimensional conqueror with 888 manifestations.

 

2. Dr Destroyer : The megalomaniac, most evil person on Earth.

 

3. The Revered Elder : Earth's arch-mage. His powers are diminishing due to his age. But still very powerful.

 

4. Dagon : God of the Philistines. Commands a whole bunch of supernatural henchmen. His fortress lies in another dimension. Bend on world conquering. Diabolic Entity!

 

5. Baal : God of the Sumerians. Commands lots of supernatural beings. He resides on Earth. Arch-enemy of Dagon. Has defeated more than one team of superheroes. Still undecided what to do on modern Earth. Evil!

 

Note: Due to houserules, villains need not have bases, vehicles, favors or followers in their write-ups. That would limit GMing, because everything had to be fleshed out in advance. Still Dagon and Baal range above 1000 points. Most powerful hero on Earth at this moment is 750 point Captain Alpha.

Five most powerful characters in my world? Let me expand on this a little bit ...

 

 

The Seven Who Fled

The Seven are the ones who were known to have escaped the Purge of Mexico City, in which the vast majority of the world's superpowers were slain. This Event is one that killed every single super-hyper-omega-powered everything that was stupid enough to walk into that fight and stay. Superman. Magneto. Phoenix. Dr. Destroyer Everyone. The only ones that lived are the ones who got sent home early (like Phaeton, a PC), and there were very few of those, or people who are so in touch with the world they could feel the missiles launching. That number totals to less than a dozen. There are, note, more than Seven, but they are known as such because analysis of the Network Broadcast showed seven individuals fleeing Mexico City at approximately the time the first missiles were launched. Unless you live in a cave with no news and technology and have never heard of Powers before, you will know these names. The actual Seven include:

  • Freedom. Magnetic Manipulator, Innate Power. Omega. (Dark Heroine.)
  • Nimbus. Energy Manipulator, 'Transformed' Power. Psi. (Villian.)
  • Uriel. 'Angel of Death'; flight, dread sword, high presence. Mystic Power. Phi. (Hero.)
  • Crystalline. Mentalist, primarily telepathic. Innate Power. Tau. (Heroine).
  • EK-623. Mechanical Intelligence. Pi. (Villian.)
  • The Architect. Hypertechnologist, geneticist, Power dealer. Innate Power. Xi. (Dark Hero.)
  • Void. 'Cosmic Wanderer'. Alien. Mu. (Mercenary.)

 

Less than a handful of other Powers who were involved in the Slaughter have appeared since, and are considered part of 'the Seven':

 

  • The Walker. High-end teleporter, Innate Power. Iota. (Hero.)
  • Pele'. Previously involved in volcanic 'actions'. Upsilon. (Dark Heroine.)
  • Rift. Dimensional technologist. Eta. (Villian).
  • Tachyon. Light-manipulator. Alien. Xi. (Mercenary.)

 

Technically, there are a few others who are 'as powerful' as these -- a rho/sigma level supergenius technologist who did the whole 'build an earthquake machine' sort of thing, an omicron-level electronic broadcaster and manipulator 'rainmaker' whose powers are almost exclusively non-combat. Other than these, it's the PCs, at kappa/lambda levels.

 

The Powers are categorized by the greek alphabet and (loosely, in non-game terms) the number of points they're built on.

In my Teen Champions game, the 5 most powerful characters (in no particular order) are:

 

1.) Gloriana (straight out of the Teen Champions book; for those without it, an insane teenager with control of cosmic energy)

2.) Telios/Teen Dream (Teen Dream out of Teen Champions; Telios out of the regular Champions universe)

3.) Dr. Meteor (a supervillian of my own creation, a scientist with an armored suit made out of meteoric iron, which he has learned to harness the power of. He also can drag meteors down to impact Earth)

4.) Professor William Lewis/The Ultimate Time Master (the Professor is the father, the Time Master is the young son, both are mutants with control over time itself; however, since their goals contradict, they use their powers to nullify each other. Until one of them is incapacitated...)

5.) Number 5 is... I can't tell you, because he/she/it hasn't shown up in the campaign yet, and at least one of my players is on these boards. But PM me and maybe I'll favor you with a description...
