  1. In the Hero System Rules construct, Magic is first a Special Effect (short: SFX). Same as fire, lightning, wind and "Fists for Faces". The usual rules for special effects apply: They do not alter the power in any regulary, meaningfull way (a 12d6 Blast does the same effect, wheter it be "magic" or "human torch flame blast" SFX). Do not let them imply anything about how the power is build, wich limitations to apply and the forth. There can be some fringe case where special effect does mater: Vulnerabilities, Limited Defenses, Mandatory Desolidifcation/Resurrection Weaknes, Drains targetting a special efect. Some special effects and natural circumstances interact (there is a whole section on special effects and water). But overall, special effect does not mater in Hero (the rule system). It does not mater in most superheroic games. The 12d6 "Magic Blast" and 12d6 "Fire blast" cost the same points. Heroic games are a trickier beast from a balancing point of view. Magic there is just any kind of "Inate power", as opposed to "Equipment based powers" wich normally dominate the game. Generally if you can stay on the superheroic side of managing powers, stay there.

It is also a part of something bigger than itself: for example, a vignette about a house belonging to a collection of vignettes or a whole story, such as The House On Mango Street, by Sandra Cisneros.[9]" Of course that asumes the Villains are actually up-front about them being villains in the first place. There is also the Webcomic "Henchmen for Hire", a perfect alitteration.
  3. This is a important part. He is not immune to the "Prone Status effect" (wich is something hero can not model). It is just harder go give him said status effect. I would go that route personally. Harder to hit = harder to be put prone prone in the first case. "+x DCV, only against being made prone". The Pathfinder fork of D&D actually adds something called "Combat Maneuver Defense", wich codifies the DCV/Armor class against maneuvers. There are fringe cases that ignore DCV - like AoE Telekinetic or AoE STR Trip maneuver - but those might just be the nesseary tradeoff for balance. You can propably explain them away.
  4. Do not think about "being Prone" as exactly "dropped to the ground". If you are tripped while flying you are not dropping down to the ground uncontrollably. Your flight power is still working, so you are still hovering in the air on both your phases and off-segments until you take the proper actions to "recover from being prone". You are however still off-balance so all the penalties for "being prone" (the game state) apply to your CV's. Even if the character is immune to be literally dropped on his behind, could he still be put off-balance?
  5. They operate very differently on land and on water: On land they are practically helpless. They can maybe move 1 m per Full Move. NCM penalties while doing so. Gliding through the snow thier speed and agility is a lot higher, because that is closer to thier real habitat. However in Water they are awesome swimmer. They are about as hard to catch as a fly. They are as speedy as a Leopard, with several orders more endurance. Thier "pelt" is designed for one purpose: No water resistance. They create a super-cavitation effect to aid themself in swimming. They are hyper-evolved to hunt thier prey underwater. Highly agile prey like fishes that they have to chase down with a spurt. Where hunters like sharks are the wolves and orcas are the bears that in turn hunt them. So think "small Elephant/cow/horse in water" while on land. Abilities that every superhero would want to copy while in water.
  6. That is exactly one of those examples for wich I said: "Gravity as special Effect has one big problem: It can logically do what no balanced Hero Power should be able to do. Mostly being a unbreakable, only NND level counterable disable." That combat is full of those examples. And possible reasons to use something like TK (wich explain why Hulk could overcome the gravity).

As this will sureley increase the unity in the Roman Stellar Empire we have aquired this building and gave the order to build it on Bax Prime in Bax System. 2274.05.03: The Aldar Way just declared war on the Box'Pachtux. As both navies are about equal to ours, we can not say if that was a action of desperation or bravery. 2274.09.12: In Hadriccus between Impal Tov and the Galactic border, a new minor civilisation has reached the space age. Contant has yet to be established. 2275.01.03: The newcommer has been identified as the Estwani Imperium, a "Harmonious Collective". Having them in our backyard will definitely not do. The fleet has been send to prepare for the Invasion of their Planet and it's addition to the Navarill Sector. 2275.04.02: Now that our fleets are in position, a change of tactic was decided and a NAP has been offered. The goal is to make them our protectorate and later integrate them. 2276.03.02: Today we made contact with the "Vorta Star Dominion", a medium power in the south/west quadrant.* 2276.05.10: Ucrichi and Nomotar are two outlying systems along the east/west border in the south half. They will also become the demarcations of our Empire towards the Vorta Star Dominion. Urichi will have to be Terraformed first, wich requires claiming it with a Frontier post first. Meanwhile Xeno's have been allowed for leadership. While this will cause lasting tensions with the original Roman population, the imrpoove and additional leadership resources will be well worth it. It the same simply tactic already used by the Old Republic: Take the heirs of their current leaders as hostage. Bring them to Rome. Educate them as fellow Romans. Put them into the Military so they aquire Citizen status. Then after they are roman, let them return to thier people and let them do the Conversion for Roman culture. It may take half a dozen generations, but in the End they will all be romans. 2276.12.04: We found a Ancient, Fully Automated Dreadnought. According to the Curators, it is millions of years old and has been partoling that system automatically for most of that time. Many a new empire tried to put the last of it's kind to it's rest. None succeeded. 2277.11.02: The Ucrichi System contains a Tropical Dwelling pre-FTL species in the Industrial Age, and that on the largest planet. That means a infiltration operation could allow us to lay claim to the system with little effort. 2278.09.17: The "Glorious Axis", a minor Federation from the North/west quandrant seeks association status with us. We accepted for the time being. 2279.03.20: The infiltration of the Yeethkri in Ucrichi System has begun. Without incidents it is expected to take 50 months. 2279.10.12: Gemma has lost it's war agaisnt the Pachtux. One planet was overrun, the other requested protectorate status from the Zum. Even the Aldar are faring poorly. 2280.01.10: The Aldar seek a renewal of the age old NAP with the Romans. However, how poorly they fare in the war against the Pachtux that they started clearly shows their weakness. Even if their Sol is not our Sol, their City of Rome is not the one of our Ancestors and if their people are not our direct brothers - both shall belong to the Roman Stellar Empire! It is the only way to protect this species from extermination by the Pachtux. *Another one of "my" Empires. They were my take on the Dominion from Star Trek.

The Impal Tov Colonia has been put under command of Governor Tiberius Salinator (36) 2242.02.11: Zum and Norillga entered a mutual Defense pact. 2242.07.28: The Athalid fleet reached the Lando System, but thier course puts them on a way to a mostly unprotected mining System. Meanwhile the Classis Atlantica has reached the Shariat System. 2243.06.19: While the fleet in Shariat had to wait for reinforcements before attacking the spaceport, it did not have to wait for action. They Athalid fleet rushed back to their home system, only come under fire and be oblitereated moments after emerging from FTL. 2243.06.24: The Norillga renewed their Guarantee of independance. However due to the running Armistrice they are not able to intervene right now. 2243.09.13: After heavy battle our weary fleet maanged to destroy the Shariat Spaceport. The 1st Legion has been mobilised towards the system, while the Classis Atlantica starts the blockade and bombardment. 2244.09.09: After a quick ground invasion the Athalid government relented. Now begins the pacification of the planet. 2247.01.04: As our Roman Ancestors once made Aquducts to raise cities where no normal water flows, we too now can shape the landscape on a unprecedented Scale. Terraforming has been developed. 2248.05.30: Admiral Gaius Licinius died at age 58, while doing preparations for the next war. 2248.09.05: Two Norillga border expansions have cut us of from the Shariat Colonia. 2251.05.26: The Emperor has died at age 59. 2251.06.20: Constantinus Severus Flavius(23) has been namend Heir 2251.11.09: North/east, just from beyond the Zum we got Contacted from a new Species, the Bos'Pachtux Coalitio (Pachtux for short). They are Fanatical Purifiers (plain and simple). While they do claim a large section of space, the Jusstkan Remanent has them somewhat boxed in. 2251.12.02: The Zum joined the Fedeartion "Propitous Pact". The federation parter is for now unknown. 2252.02.01: A new war has been declared on the Norillga and their unkown defensive Ally. The goal is the ceeding of the Nevidrall and Nithascal Systems. 2252.06.11: The 'ally' of the Norillga has been identified as the "Mandate of Gemma". It is a single planet newcommer Empire. They will likely become mere footnotes of history. 2254.05.22: While conventional military Wisdom holds that Corvettes are unsuited to fight a Spaceport, this is mostly a question of scale. When a full L (50) Corvettes descent on a Spaceport using Mk2 drivers and afterburners to close the distance, even the best spacepot will be in for a tough fight. 2554.10.30: The Nithascal spaceport has been shattered. While the Fleet was damaged, not a single ship was actually lost. 2255.02.06: 2nd Generation FTL drives have been introduced. 2255.04.13: Nithascal has fallen to our 1st Legion. The fleet is send back to be retrofitted with new FTL drives and being repaired. 2255.09.20: Enemy Fleet transports tried to explore our space, but where intercepted by the Teuteburg Snare Platform in Lando. 2257.03.04: New Destroyer size hulls have been developed. 2257.03.30: 70 Corvettes have gathered in Nevidrall System, but the enemy Spaceport is also the most well built up of all thus far. Victory is a certainty, but how big will be the casualties? 2257.06.30: There have been no ship casualties and only medium damage to a few ships. 2258.03.17: Norillga Capitol Captured. General Marius aquired stubborness (No more XP gain). 2258.03.22: The Navarill Sector has been formed, including all currently aquired Norillga Planets. Due to their racial Specialistion the focus will be energy production. Only one planet in Unatra remains unclaimed. 2258.08.04: The Pachtux request our assitance in a war onto the Zum. However, we rejected it. We will not partake in wholesale slaughter of species. Especially ones that can be integrated easily. 2259.03.01: Bax III is a interesting World. The system is close enough to the enigmatic Fortress that we can reliably stake our claim on it. It is also very large and would be a good Colonial fit for the Immutharan from the Lando System. And furthermore it contains "Titanic Life". Basically on that planet, Godzilla walks. The Colonisation has been ordered.* 2260.05.25: With Bax Prime we now have "officially" created the first Roman Colony World. And not even the first human colony world... 2261.10.01: The Aldar Way wanted to declare joint war on the Zum. We rejected as the conditions were unfavorable for us. 2262.10.22: General Marius Arius has died of old age. 2262.11.12: In preparation for a future conquest, we broke our NAP with the Aldar Way. This "Sol System" will belong to the Roman Empire. 2265.11.10: Zum and Aldar have been approaching one another and ended their Rivalry. That happened most likely due to the Pachtux threat. 2267.07.02: While we already had contact with the Curator Alpha Enclave, we now also have contact with the Curator Sigma Enclave. Thier station is near the Zi Pok Vortex Blackhole, North of the Aldar. 2268.04.03: We declared war on the Final Norillga Colonia in Unatra. It is time to bring them fully into our fold. 2268.12.17: Unatra has been secured, but the Gemma ally is not yet willing to surrender the planet. 2269.07.13: The Pachtux saw an opporutinity and also decalred war on the Gemma/Norillga alliance. 2270.04.16: The Norrilga Surrendered. Gemma are likely to be conquered by the Pachtux. 2270.05.02: We became a Patron of the Arts for the next 5 years. 2272.07.26: The Aldar just took Athuna from us, just as we had gathered the nessesary influence to claim the system with border outpost. 2274.01.01: Work to integrate new Romans into our Leadership has been started. No longer will we be limited to our own, short lived people. *Using the new Expansion Planer for once. Really helps with those larger empires.

Not for a invasion this time, but to be reinforced with fresh Cohorts recruited from the local Zelvan. Meanwhile a enemey fleet passing by rome was identified as carrying Kinetic Weaponry. Our ship designes are adapted to counter that weaponry. While the fleet is preparing an ambush in Impal Tov. 2232.03.10: Battle of Impal Tov was a disaster. 16/35 ships managed to escape with their life. The main fault is given to the superior Kinetic weaponry of the enemy. Admiral Ocvatia learned a few tricks in the area of Evasive combat. 2232.09.02: With the Fleet repaired, assaults on the enemy mining infrastructure have been ordered. 2233.10.11: On the retreat to Rome after the Incursion, the Classis Balticus was cased by the enemy fleet. Even after the the fleet had reached the port, the enemy did not stop it's chase. In the ensuing exchange over Palce Hill the Classis and the Medicae station named after our Empress were utterly annhilated and the spaceport extremely heavily damaged, but the enemy fleet - countering a total of 36 Corvettes - was annihilated. This war will be decided by who can rebuild his fleet faster and stronger. 2234.02.20: Admiral Gaius Licinius has been put in charge of the Classis Atlantica. He is tasked with further disruption assaults, while we rebuild our fleet. 2236.04.16: Gaius Licinius operations deep in enemy territory allowed him to experiment with a few new tactics. He became something of a Trickers (+ Combat Speed, less emergency FTL damage). 2236.08.03: The enemy Coilgun technology has been reverse Engineered and is being deployed on all new ships. Existing ships will have to be retrofitted with the better weapon as soon as possible. 2237.01.29: By now the Fleet has been regrown to 31/39. All reachable miningstations in the nothern half of the Norillga territory have been destroyed. The fleet returns for a refit and repair. 2237.12.20: The Fleet has been fully repaired and retrofitted for the new Mk 2 Kinetic Drivers. Now we can begin the long overdue attacks on the enemy territory. 2238.06.14: The fleet has reached Impal Tov. The siege of the local Starport has begun. 2238.09.03: Despite loosing most of our Fleet in the assault, the Impal Tov Starport was defeated. The fleet is now going into bombardment position. 2239.09.27: The first Legion of 12 Cohors has been formed in Srudma. General Manius Arius (37; Eager) is given command. They embark towards Impal Tov, to capture the Norillga Colonia there. 2239.12.13: East of us lies the Norillga area. East of that, the Athuna System with it's Curator Enclave and shattered Ringworld. East of that lies Shariat, where a Tundra dwelling species appears to have just reached the space age. 2240.03.03: We contacted the Athallid Assembly to the far east. They are Federation builders like the Zum, but total newcomemrs among the Stars, but are under protection of the Norillga and accordingly closed thier borders to us. Their position near Athuana and thier relation with the Norillga makes them interesting targets for Conquest. We already informed them of our intention to Conquer them. 2240.06.04: Our 1st Legion has landed in Impal Tov. 2240.07.09: After only a month of ground warfare, Impal Tov has been secured by our forces. We have about enough pressure on the Norillga to push half of our war demands through. The fleet will return for repairs before we decide on any further steps. 2240.08.20: Empress Julia Aurelia Flavius died today. Crown Prince Anastasius Aurelius Flavius (48) takes control of the Empire. However due to his progressing age, the fear is high that he will not be Emperor for long. 2240.09.13: Crown Princess Irene Flavia Flavius(18) has been named Heiress. 2240.10.07: Aldar and Zum finally made peace. The Eldar aquired the Colonia of Evexus in the middle of Zum Territory. 2241.03.17: The Medicae Station "Anastasius Aurelius I" has been build over Palace Hill. 2241.09.29: The Fleet is back to 25 units and at the Front. It has already driven off a enemy recapture attempt in Impal Tov and managed to cause heavy damage to the enemy invasion transports during their flight. 2242.01.12: A enemy Destroyer class ship has appeared in Impal Tov. While we managed to defeat it, this shows signs that our enemy still has too much technological Advantage. Assaults deeper into enemy Territory seem unlikely. While we did not manage to Capture Nithascal, this is still a solid victory for the "Stellar Roman Empire". We decided to make peace while on a high note.
  10. I nominate: All the "Horror Clowns" in Germany. Thus far they have been: Biten by a Dachshund. And biten and beaten by the owner of said Dachshund. Knived in self Defense. Beaten by a Bicycle Driver in self defense, who then left the scene. I guess the Police informing people over the media and social media on what constitutes "acceptable self defense" if you meet a Horrorclown let that trend realy backfiring.

Apparently it is very old and has been disabled and explored repeatedly - only to re-awaken a short time afterwards. Even the Fallen empires apparently failed at fully exploring or permanently disabling it thus far. It's purpose other then continuing to "be", is unclear. A Imperial Edict has been issued to "analyse, disable and scrap the giant fortress". Even if it will take several generations, we will do so. The Curators did offer us detailed information for a suiteable "Donation". However right now we can not afford that much money. 2223.10.10: In a feat only possible to the Heirs of Rome, we ahve already restored 8/25 of our fleet. 2225.04.07: In cooperation with the Aldar we reverse-engineered the Fusion reactors aquired during the Illuminaty Crisis. We will now be able to field more powerfull shields and weapons on all our Ships. 2225.07.22: The fleet production had been halted at 13 Units, to upgrade the Assembly Yard over Palace hill. Now have a 50% Shorter and 10% cheaper building time for Corvettes. 2225.08.02: When we tried to invite the Aldar to a joined Stike on the Norillga, we were informed that they were already fighting another foe - the "Zum Star Union". Our fleet is send to localise this new enemy. 2226.06.02: We contacted the Zum Star Union. They appear to be Federation Builders that expanded father then even the Romans. However, they seem to have neglected thier Military while doing so and are now on the loosing end of the conflict with the Aldar Way. 2227.09.12: Our fleet has regrown to 18/34 Corvettes. 2228.12.09: Our fleet has once again reached the capacity it had before it ran afoul of the fortress. It appears the Aldar are Still running on against the Zum's Orbital Defenses. The War has been dragging out for some time now. 2230.03.11: Our fleet has reached it's full strenght of 35 units for the time being. However our Energy production is not quite keeping up with the demand. 2230.06.12: The Progenitors contacted us today. They asume the Roman Stellar Empire will not be long for this Universe and demanded Pops for thier "Endangered Species Preservation Programm". We accepted thier demands for two simple reasons: 1. To show them how Romans truly live. 2. As a promise to those put into the Progentor Preserve: We will get you back! Unbeknowst to many it lived forth in form of a Secret Soceity. In the early 22nd Century they released a Virus that shortened the human livespan considerably, but also made the more conformist. Later they infiltrated the Ulyssis Initiative and took over or sabotaged the Wormhole drives of most other ships. It took them 100 years to re-establish themself on Unity, under the asumption that humanity had abandoned it's dreams of FTL. They have learned from previous mistakes, and will hold thier empire together this time will be ferverous but inclusive nationalism. Rome shall Rule the Galaxy at last! Alea iacta est!" Human Species: Changed Traits from Quick Learners and Nomads to: Conformist, Quick Learners, Fleeting (lesser life expectancy). These changes will affect the UNS, if it spawns. Superheroic: Bought with points (maybe with a Limitation like Focus, OIAID, Restrainable or Material Maniestation), as any other power. Ability to use power already part of having paid for it. Heroic: Bought with money, looted or crafted. In turn may need skills the GM deems nessesary (Navigtaion: Hyperspace or Weapon Familiarity) to use effectively. That "Heroic Equipment Rule" also causes no shortage of issues for Heroic Balance. D&D and Hero Systems Heroic Genre are no exception.

  20. D&D has a few of those constructs. They only work because of the big fault in D&D's design: Armor does not reduce damage. While it does speed up combat, it makes the cleric a absolute nesessity. Hero is on the exact opposite of that spectrum here: "no absolutes", "every attack must have a defense", "defenses reduce damage taken". Asuming a superheroic powerlevel, the first problem is actually getting damage through if the damage drops to 6D6 per target. Only NND comes to mind here. Without that, the attack is nearly useless with 2 though targets. And really useless with 3-4 (4D6 does an average damage of 4 Body, 14 Stun; Viper Mooks have 12 PD). After that we can look how we split it up. Secondly, is the splitt up an advantage or disadvantage? At first glance only a disadvantage (due to damage), but what is with hitting those secondary targets? Does that need a OCV vs DCV roll for every target? Another point of inquiry is: Where does this power come from? What purpose does it fullfill in it's source? If this is a power from a MMO or similar game, I would guess it is a position game and a single target power from the intent/balance. The goal is to not have adds in the Area that could soak up the damage. Or that the power is simply not useable in fights with a lot of adds (that can not be pulled effectively). If so the purpose is simply to "be different" from other single target powers. It might be a bit above the power curve. Or it might be an ability of a class that does not primarily deals singletarget damage (like SWTOR's Droid Hack ability, wich non-Combat-CC classes do get).
  21. First off, lending your allies your weapon is not a normal occurence in the Heroes Superheroic Genre. Giving Hulk a weapon like Thors hammer or Captain Americas shield would allow him to exceed any normal caps/expected damage values.* It can still happen rarely. But if it happens regulary you have to buy "Usable by others" Advantage. And the GM will have to look if that power is not breaking the balance. Secondly, you can just define a Focus as being "personal". That means neither your enemies nor your allies can use it. As this is a double Edged Blade (like indestructible Focus) this is neither an advantage nor a Limitation. Other options include using Restrainable and Material Manifestation Limitations instead of Focus. Both apply part of what makes a focus a focus to the Power (Restraibability and Destructability respectively). As another optin, Iron Man could be build with his armor being "Only in Alternate Identity" rather the focus, to make stealing it harder and destruction (effectively) impossible. *Hulk Fastballing Captain as part of a Combined Attack is in turn rather common

  23. Galactc Situation 2310: The Ix'Idar Collective is currently called "Collective of Dontaur" (automatic renaming after switching to advanced government form). To the north we first have in Dark Blue the Varelviv and Qwe'Pulci (not related or treatied). Beyond that in Light Blue the Zik-Mok and Yondarim (also not related). The Yondarim are in the "Condign Compact" with a minor North/Western power. The North/west is a chaos of minor empires. Chimm and Neborite appear to be the most powerfull right now, but that might change. In the east we have the Ikarzuri (Dark Blue), Ox'braxi and the "Auspicious Concord" of Gulk-Furki and Sildor League in the south/east: The Concord started conquering the Ikazuri after they had been weaked by thier war with the Braxi/Mect-Puc alliance and us. In the North/east we go a biggie, Mect Pux Confederated Territories. While not part of a proper Federation, they do have a Defense with and do attack wars with the Ox'Braxi. In particular they have declared war on the Concord, now that they are tied up in that war against the Ikazuri: The Tezekian Shard is a Xenophobic Isonaltionist Fallen Empire.
