  1. I think we need to know more details about the special effect of this ability. Is it a 'spell' the character can only use themselves? Can it be handed to someone else? If the latter the 'rules legal' method to build such an effect would likely be the 'Differing Modifiers method' which can handle the duration issues via UBO. HM
  2. I think the cost structure for PSL's is part of the 'hidden' differences of Heroic vs. SuperHeroic especially when the Powers system is not being used (or not front and center at least). There is basically a much more expensive XP progression curve for Heroic characters if you want detailed abilities for non 'powered' characters. An example of this is my version of John Wick (Keanu Reeves) that is a 600 point character. HM

  5. Impressive. Do you plan on letting Blur upgrade their Martial Dodge to a Flying Dodge? Is limiting her normal Running to no-noncombat really worth -6 points? It doesn't look like all of Blast's Multipower Slots reflect the Unified Power Limitation in their costs (many still show as 6 real points). And is a 5d6 RKA really something you want a character to start with (even with a total CvK)? Belt still shows Offensive Strike instead of Martial Strike his CSL choices. Several characters need further updates in the Characteristic Block displays of *Lightning Reflexes. It looks like you are trying to keep from going too detailed on some things like Self Contained Breathing for Belt and Brick. In the case of Belt it sure seems like he could have some 'filters'. If it's an opportunity for the player to improve with XP it makes sense. HM

    Based on a build by Killershrike I built Red Tornado as an AI that pilots an Android body built as a vehicle.   7. That supports the argument that Drains should always be tied to a SFX. However, what exactly is Inherent being applied to? Flight or Extra Limbs. I didn't think it was legal to be put on a movement power. edit per HD, applying Inherent to a movement power would also require 0 END and Persistent first. HM
  8. I think the consistency of implementation of Inherent has some parallels with the implementation of Background Skills that almost never get used in game. HM

  11. Evidently archived posts can't be directly linked to. I was attempting point to Simon's 2 big posts. The 2nd one made some very good points. Simon is an IT guy who is blunt and some people let that upset them. Oh well. What I am in agreement with is that the 'Complete' books are only with respect to their respective genres but do NOT represent the full HERO rules. Dan Simon hosts this website and is probably in contact with Jason Walters (the company owner) more often than Jason actually communicates with the fan base either through this site or social media. I believe that Jason is way more concerned with moving product. His decision to make the original 6e stuff available in POD form at least suggests a change on to his original decision to declare the "Complete" book the 'Official" rules. It's worth noting that the name of this forum has never been changed to Champion Complete and the sub-forum we are on is the HERO System Discussion rather than the Champions one. HM

  13. UAA can be applied to Powers like Change Environment and Darkness to make them 'stick' to a target. HM
  14. I think a name based on a unifying story 'vehicle' might be what's needed. The anime Outlaw Star comes to mind as one actually named after the team's vehicle. It just depends on how important you want to make a particular magufin among different worlds and such. The names submitted so far are all good as the ": a universe of ..." to follow the MAIN story/campaign/setting name. HM

  16. Nice! The CSL and Martial Maneuver choices seem a little tight on Belt but I understand the reasoning. The way Leaping was displayed in the Powers section on Brick was initially confusing but I see what you did (purchasing the extra meters directly in the Characteristic Block and buy only the Increased Non Combat Multiple in the Power). i would suggest putting both the +8m and x32 in Powers to make it less confusing.   20. Hi Steve, Would a Darkness Field only affecting the Mental Sense Group be detectable by a character using Mind Scan? In other words, would the user of the Mind Scan Power automatically perceive the 'dead zone' if it were between/surrounding them and the 'target' of their scan? Thanks! HM
  21. I rank being Stunned as just a little worse than being Prone. Any decent Martial Artist character can force an opponent to become Prone using a Martial Throw or Legsweep. Now the target has just been "denied" the use of their next 1/2 Phase action that could normally be used for something like a Half Move for just getting up from being Prone. Being Entangled is worse than being Prone but not as bad as being Stunned. Both can be used to increase the odds of Stunning an opponent which itself is just a means to Knocking Out an opponent faster due to their reduced DCV and possibly defenses. It's ALL related. Without the option to Stun, some adversaries can present otherwise insurmountable problems. Example: a character with high DEFenses and a high REC. Stunning via coordinated fire is sometimes the only way to reduce their DCV so bigger attacks can actually get effective amounts of STUN damage past their defenses & recovery in a timely manner. Example analogy on a different scale: The Ion Cannon on Hoth essentially fired STUNNING shots at the Star Destroyer above. The Rebels weren't trying to WIN the battle, they were fighting a delaying action to support the escape of the bulk of their forces in their transport ships. HM
