    White Racer
    An enigmatic villain that wears a sleek, light but surprisingly durable body suit the provides a number of powers including not only impressive physical protection but the ability to create and shape localized endothermic (cold) fields. Basically creating super cold, super hard ice around the skates that he uses for rapid movement, barriers and blockades ('skidding' to create walls of ice in his wake, create slick ice fields and other stunts). He is very creative  in the use of his abilities and hard to catch being bent more on theft and escape than mayhem.
     
    But its where he gets his unsual gear that is the more interesting part of the story. Its sport equipment, specifically a Exo Speed skiing suit from the 3018 Solar Olympics. Meant for racing events on icy outer moons and even across the frozen surface of comets which explains its heavy duty life support and protective systems, strength boost and computerized systems. 
     
    As for how a two bit teen hood and former professional snowboarder got his hands on technology from 1000 years in the  future that answer is surprisingly simple: Jumper.
     

     
    A young woman that uses her unusual psychic powers and her own stolen technology to make a tidy profit by providing incredibly high tech gear to criminals will to pay her fee and split some of their profits with her. Jumper is a mutant, gifted with the power of psychometry. She can read the psychic impressions of on objects, learning not just events tied to them but their connection to individual. Oddly enough her power allows to teleport herself to the general location of an object that's connected to person she's read, a genetic relative or sensed from another object connected to them. She can with effort determine the web of ownership around an object or a person's possessions. Both currently in the AND in the future. 
     
    Experimentally using her power of herself lead her to the isolated laboratory of a cousin, an eccentric scientist working temporal theory. That would be built several years from now. Jumper waited, watching her descendant from afar then at the right moment, sneaked into her facility and used her device to send a copy of her plans back to the moment she's discovered their connection. So from Jumper's perspective, they appeared the moment the idea struck her. 
     
    Time Travel is odd. 
     
    Even better, a successive line of more refined devices appeared almost immediately after the first culminating in her current glove. She's not sure why they stopped, nor does she really care. Jumper is bright but intellectually lazy and surprisingly short sighted for someone that view the future.. Jumper uses her power and temporal glove to steal items that resonate with her clients, usually from their future descendants, that provide them with power; power that they almost inevitably use for criminal ventures. She either charges a large lump sum payment or a split of their take from a set amount of time (usually depending on clues she's garnered from their future). Its been very profitable so far. She bills herself as a genius inventor which apparently her decedents will be so and they must have inherited it from her. After all, she got good grades when she bothered to show up, so fair enough.
     
    Truthfully sometimes the sudden cessation of "gifts" from her future self does bother Jumper but that's borrowing tomorrow's problems for today, isn't it?

    No. Instead, he snucked into the base with Foxbat, messed with some if the displays, and left some tech/geek graffiti in the base.
     
    Some more robots.
    1) A scaled down copy of Giant Robo, also known as the Flying Robot of Johnny Socko And His Flying Robot.
     
    2) A scaled down copy of Gigantor, aka Iron Man 28.
     
    3) A scaled down copy of The Big O.
     
    4) Astro Boy.
     
    5) Rockman, also known as Mega Man.
     
    6) The robot gunslinger from Westworld. Normally, when anyone draws there gun, it draws and if it doesn't recognize a VIPER agent, shoots them. Now, it sings songs from The King And I when drawned upon. Thanks Foxbat.

    Technically Dalicks are not robots, but tanks to slug-like Dalick aliens. If this Professor was a real sci-fi nerd, he would know this fact. But chances are, he dies know they are not robots, but don't care.
     
    Any Whovian worth his salt is going to include a Cyberman in the display, even if it is a cyborg alien and not a true robot.

    This is Aquarium , othoe that is the name which humans have given her. She can survive forever in water, and can shapeshifter into any aquatic animal, fully or in part. She thinks most of the planet's life is in the water, and cares not for the animals of dry land. She is not exactly a hero. But she is not exactly a villain either.

    (I can not tell if that Symbol is a B or a R. I will go with B).
     
    It was the 1980's and two large Empires were at war. Both professionals and normal citizens were taking a side. It was the Videotape format war!
     
    Betram Muscul was a ardent supporter of the Betamax side. And then he found a magical bottle. Unfortunately his knowledge of Genies was from the show "I Dream of Jeanie" and he had missed the Episode where she was asked to act "exactly like the Genies in the stories 1001 Nights" due to the short recording time of the Betamax tapes. Otherwise he might have known better then to utter a wish.
    When he asked jokingly to become "the Hero of Betamax", he was not speaking clearly to the genie. Wich gave the genie more then enough room for a ... creative interpretation.
     
    And thus Beta Mouse was born. His powers include:
    The size of a Betamax Videocasette. Wich is pretty small.
    Photographic recall of events, but only as far back as a Betamax Recoring can go. As different tapes with different Speeds and lenghts could last different times, he can memorize things father back with with decreasingly poor image/memory quality.
    The ability to stretch as far as a Betamax tape could (half of 254 meters or 127 meters)
    Immuntiy to damage from being streched forcefully or being teared in any way.
     
    His greatest weakness are of course the dread of every magnetic tape owner:
    Strong Magnetic fields.
    And being pulled to a long and knotted into a tangle.
     
    Despite this less then stellar Origin, he was still a decent hero of his time. And of our time. Because in a element of cruelty, Beta Mouse was given immuntiy to the ravages of time and most forms of death. So he is sitll active, 40 years after the Videotape Format War was a thing. And most people do not even know what a Betamax or VHS Videotape is.

    The Atoms are called to find what appears to be a strange old man with a huge book. This "man" is the Tomb Keeper, undead storyteller and avatar of cosmic justice. He is enjoying an enforced retirement by the mysterious organization called CCA.

    Yes. Alien gainsters trying to mussel in on the action on Earth. (or, at least, an Alien group helping gainsters and using them to support a secret invasion, ala the serial Radar Men on the Moon).

    Punch Drunk
     
    The martial artist of the group has a rather unusual power. If he hits someone then they will feel inebriated. It is an odd effect but Viper got Dr Nymax! to give one of their agents the power. Punch Drunk is stronger than a lot of other practitioners of the martial arts. He is also loyal to the organisation as he is shall we say concerned at what the good Doctor might to him if he left the group.

    Aldo Blaney is Chromatic. He has seven powers that correspond to seven colors. Additionally his skin is metallic so he is tough in a fight without any additional power.

    Rykka North has the ability to make people loyal to her temporarily.  The bad news is that they otherwise retain their own free will and personalities, so tend to do what they think is best for Allegiant, rather than what she wants them to do.  She's working on Disguise and Acting skills so that she can appear to be an authority figure as needed for the situation.

    This member of the team looks like a normal Viper trooper or officer. He wears the uniform of the Viper troopers and this leads people to believe that he is just a normal person. The rest of the team believes that he is just an agent that got the chance to be one of the big hitters. The truth is that he was created in a laboratory and is a mimic. It is still learning and is loyal to its creators. It can withstand damage although it has regeneration. 'John' comes across as stoic as it does not talk much. So far it can face change and is working on body manipulation in much the same way as Mystique of the X-Men. Currently it does the security and computer work that the team needs.

    An interesting idea would be if one of the new members of CLOWN would be the son or daughter of Popgun. If this person is male, his villain name could even be Son Of The Gun.

    Baron Chuda: A VIPER aquatic solder slash pirate, turned into a cyborg pirate with water breathing abilities, quasi-brick qualities, a laser cutlass, and an electrical discharge attack which is stronger in the water than out. His name is a pun on the fish "barracuda".
     
    Black Racer: Named after the snake of the same name, he is a speedster/martialartist.
     
    Charmer: A mentalist who specializes in mind control via charming the victim into doing things they wouldn't normally do. Like Mock, Charmer is not suppose to be a front line fighter. Thanks Ninja-Bear, for the idea.
     
    Crimson: The original Crimson Viper agent. He is an extremely well trained agent ("super normal"), with as many skill packages as possible, and a huge vvp based on whatever equipment and weapions he can be given.
     
    The Glowing Claw: A man caught in an energy accident, his right hand is always glowing with energy and can disintegrate mater with a touch. He wears a special bracelet which suround his right hand with a force field which allows him to use it as normal.
     
    Hebi: VIPER's pet ninja. He uses an unique snake style variant of Taijustu, and a few snake based chi powers. His name is Japanese for snake.
     
    Master Serpent: A stage magician specializing in serpent and snake based magic.
     
    Mock: A shapeshifter designed for impersnation and inflitation, not a pure combat shapeshifter. One of the more mysterious dragons.
     
    Q: Sometimes also called El Q, and Senor Q. A serpentman with rainbow wings from Mexico. An ex-luchador who is a minor rival to Boa Constructor.
     
    Rattler: Serpent battle armor, based around sonic weapons and a mechanical tail.
     
    Razerhead: A brick with a sub-power of strong hair with the strength of steel. His head of hair is shaped like a mohawk which can cut objects like an ax 
     
    Shrapnel: A viper dragon who is able to explode himself harmlessly (to him).
     
    Tower: A person who can generate force fields, and can suround his body with a force field which makes him 'grow'.

    Lionel Schwartz, Dinosaur Man ! 
     
    Lionel will enter battle proclaiming his name and supervillain ID and then will 'transform into a dinosaur' and attack. Except he does not change at all. He is still human and has a cape that flaps in the breeze. However he is bulletproof and can take an ungodly amount of punishment. This makes him believe that has changed shape and that is why he can take the beating he does. He also has super strength and flight but he only uses the latter if he thinks he has changed into a Pteradon or Pterradactyl.

    Hear is a simple rundown for the Sailor Ranko Fanfiction I have read/am reading.
     
    The series takes place after the Sailor Moon SuperS series, and appears that events of Sailor Moon Sailor Stars does not happen. On the Ranma end, it is after the event of Herb and the Musk Dynasty, but before Ranma reveals himself to his mother.
     
    Sailor Ranko: Ranma and Akane are sent to Jubon destrict of Tokyo in order to improve his grades by being tutored by Ami. Also, Ranma must learn how to teach his art to others, and does so thanks to Myagi of Karate Kid game ("Fix wall"). Meanwhile, Jadite awakens and starts sending youma out to collect energy.
    Jadeite almost wins till his youma kidnap Akane.
     
    As for why Ranma is a Senshi, he may be a reincarnation or something.
     
    Twice In A Lifetime: Ranma/Sailor Sun gets married to Akane Tendo, and as a wedding present
    . The wedding itself follows the wedding at the and of Ranma, with some few differences.
     
    Sailor Ranko: Black Moon: Eclipse of the Sun: It's a long title. Wiseman from the Black Moon Family gets resurrected
    . Eventually he gets re-dead
    .
     
    (forgotten name of fic): Ryoga gets married to Akari, Genma gets a job, and

    Since this is a new universe, I am sure Citadel and Piledriver can be refreshed into VIPER with no problem (not that there are a lack of offical dragons. Just check the list above, othoe only a few may of been stated officialy.)

    As for Citadel, what can I say. He is basically a light brick with flying and invisibility (if my rememberance of his 4th edition stats are correct). While not as strong or as duriable as a standard Brick, he can fly and become invisible, so he is extremely dangerous. A perfect Dragon.
