    On the walls of the Light Finger Lady are posters for various movie, television shows, and plays related with the thieving world. Also cover replicas of various books where the main character is a thief (Lupin, Fafure And The Grey Mouser, etc...).
     
    There is also some mementos from GRAB members (and possibly from Carmen Santiago also).

    I believe the suplilment Horror Hero for 4ed had Sanity rules. It also was the first place to see Spirit rules.

    Can't wait for Gaslight. I just wish Lupin (the 1st) was among the writ ups, but I'm sure there is a Gentleman Theth template which can be jerryrigged into a decent Lupin.

    Other things it can use, but put on the back burner.
     
    1) A copy of Hero In Two Pages.
     
    2) "Foxbat Mode", where Foxbat makes random comments at a press of the button. It is all part of the Master Plan TM, after all.
     
    3) HERO-pedia. List of characters, where to find them, and what edition they come from.

    Fictional cities and non-fictional cities have their own merits. You know, or can easily find out, things about a real city and if it is your home town you don't have to explain much things (like for example if you and your players are from Milwaukee Wisconsin you don't have to explain Summerfest). Using fictional cities allows you to change things which are much harder to do with a real city.
     
    Champions have Millennium City (Detroit, but changed enough to actually be a whole new city) and Vibora Bay, while Dark Champions has Hudson Bay (which also exists in the Champions Universe).
     
    There are also various third party fictional cities (San Angelo comes to mind easily, we a long time ago did a whole city based on rock and roll music with the doomed superhero Radiostar [who of course was killed by the Video Villain]).
     
    The ultimate choice is up to you. We can't make the choice for you.

    Michelle Anne Adams, M.D., is the town physician.  She’s a normal-looking dark-haired woman who accidentally touched an odd globe in her father’s medical office.  It downloaded quite a bit of medical information into her brain.  She has even studied with the local tribe’s medicine man, has been on vision quests, and has her own medicine bundle.  Through the medicine man, she has become bonded with Tabitha, a female mountain lion.  For transportation, she uses a horse-drawn trap, but can ride her horse, too.

    Only if you pay points for it. The special effect of powers can be just as easily be, "I was taught how to...".
    Agreed. If a player can justify it and it fits the character concept, then yes they can buy a 20 point VVP (actually a 30 point VVP before Power Advantages and Power Limitations affect it). Try not to abuse it too much folks.

    I believe I mentioned Lady Buckskin. She technically doesn't have any powers beyond being taught to "injun wrestle" and has some skill with the gun. Also being a school teacher in her civilian identity gives her various knowledge she can use to, well, do things (you'll be surprised how often knowing that if you add a little bit of Chemical 7 in water creates a temporary fog cloud, or a certain resin from a tree down yonder car create a sticky substance which can come in mighty handy).

    I made two NPCs as an experiment for Steam Punk Supers:
     
    Princess Alladina- From New York, she was going to be sacrificed by (insert cult) when a mystical being bonded with her, basically her Genie.  She is basically a normal with two abilities.  The first is she can summon a Genie (a 200 pt flying brick with resistant defenses and some regeneration).  The second is she can go invisible, but only after summoning her Genie (it is a SFX of people forgetting about her because they concentrate on the Genie).  Change the origin a bit, make it a spirit animal....
     
    Voyantte- A precog with no conscious control.  BUT she can see short term into the future to make her a great gambler (she can see the roll before it is done, she is barred from many casinos) and investigator.  She also knows Savate and carries a re-enforced umbrella at all times (it acts as a club).  Also he precog makes her extremely hard to hit in combat as she can see what is about to happen (+5 to DCV).  Change the background a bit.....

    I would probably allow the purchase of normal equipment without paying points for. So heroes don't have to worry about buying their guns and knives with character points. But if you want to do special things with them ("unlimited ammo" for example) you have to pay for it.

    Seeker is just screaming to be recreated as a Western Champions character. Instead of being a white Australian raised by a ninja, he is a white American raised by an old shaman/warrior of a lost first nation tribe (and last surviving member of it).

    I would think that the best way to handle it would be to let them have like one power, or a small group of minor, related powers.  Like: Lash Larue has a whip he can use telekinesis on with 5 STR and fine control.  Or Mongo is really, really strong (30 STR).  Or Sun Eagle can fly.  Or El Corazon can make people like him.  Then the rest would be unusually high stats and skills.  A character with 17- fast draw and +6 OCV with pistols would be superpowered: he never misses and is almost always first to the draw.

    Being ready and familiar with a whole lot of gun, knife, bow, tomahawk, etc. tricks would give a lot of avenues for individuality and growth. A martial arts style with a Native American flavor, perhaps an excellent flying tackle and weapon elements could add flavor. What's in the medicine bag?  Is it herbalism or magic is a possibility. Sorry if I am all over the map here, this is a really exciting idea. What about a mount or a companion, are they just well trained or perhaps something even more potent that works in tandem with a player to do extraordinary feats. Some Steampunk style crazy haired, goggle covered eye inventor with a VPP of small effects. A character from the Orient who is walking the Earth, like "Kung-Fu" style would be a direction for a player as would a Zorro type mysterious individual with power both in and out of costume.
