    I have to say these things.
     
    1) Non-sentiant and semi-sentiant animals are not exactly on the good/evil axis. They do things for the survival of the self and their species. A lion who attacks the character is not doing it out of evil, but out of hunger, fear, or that it is in their territory and do not know their intentions. 
     
    2) Sentiant beings also can attack not out of good or evil, but out of fear or misunderstanding. Just because the sword will not harm the opponent does not mean the opponent will stop fighting. Also, people who are mind control are not at that moment on the good/evil axis. The controller is evil and they must obey, but that doesn't mean they can be harmed by the weapon.
     
    3) Created things like golems and non-intelagent undead can't choose to be good or evil and can be exempted from the sword. Objects like bombs can't be affected. You can't chop a door to escape a shrinking room cause the door cares not your morale outlook, nor does it have one of it's own. An evil villain tries pore sweet Polly to the train tracks. Forget slashing Polly free with that sword. The rope is not evil, just doing it's job as a rope.

    As Rules As Written only eyes and Mind Scan can be used to establish Line of Sight on Mental Powers. Also, Rules As Written forbids using mechanical devices to extend Line of Sight. 
     
    The book basically uses the mentalist using a television showing a live broadcast. The mentalist cannot use his mental powers to affect someone on live television even if he can see the person. This is a balance issue. This can not be overcome by any advantage by Rules as Written.

    Mental Powers are usually Line of Sight and normally can't be used remotely (anyone listing to his voice via a recording or mechanical distortion, or watching him over television). Constant and Presistant should help. Too bad there is no advantage "Useable Through Mechanical Devices" for mental powers.

    I just remember: Mental Powers Based On PRE (-1/4), from The Hero System Advance Player's Guide page 69 could be helpful. Basically the limitation substitutes PRE instead of EGO to defend against mental powers. They are still mental powers (unlike Mental Powers Based On CON and Mental Powers Based On STR [same book, page 69]).
     
    It could be used to simulate strong fear feelings in a target. (Mind Control: Run Away, Mind Control: Do What I Say Because You Fear Me)

    +PRE, only for fear based Presence Attacks comes to my mind easily. It can be in a Multipower along with Mind Control (Fear based fleeing from me) against one victim is one power. Another is an Area of Effect Mind Control.
     
    If you want to find out what scars people, Telepathy (only to find what scares a target) is yet another power to think about.

    Unbenounced to most everyone, she is an android created by ARGENT to be a test subject for various products (including herself, as there are a warehouse full of inactive Troubleshooters to take her place).

    A plain old Hand-Killing-Attack with the special effect of having a razor sharp mohawk hairstyle. This one you can add your strength to it.
     
    A Hand-To-Hand Attack defined as using the flat of the mohawk or harry palms.
     
    Resistant Protection as you have to hack through the hair to get to the meat.

    The reality bubble power is extremely complicated for even well seasoned players and game masters. It would be a better idea to encourage him to play a more standard character, like a Brick.
     
    The Brick is a good starting character. At the most basic, you only have high strength and defences.
     
    But that is up to the player and game master.

    Many of us can remember playing 1st edition. Me? I still fondly remember the BBB. One book which can stop a bullet, AND was always an enjoyable read. I miss the Advantages and Limitations charts. You know, where you can find how much real points stuff is by finding the based cost and maximum advantages/limitations on something.

    Black Lion's Mane is a brick, with enhanced strength, toughness, and the ability to leap great distances.  He claims that his powers come from his "enchanted" lion head necklace, but it's no more enchanted than his cape or belt.  Black Lion's Mane is actually a mutant, though he doesn't advertise this for fear of reprisals.

    When I'm being paid to do something, I deliver what the customer wants. Otherwise I do what I want, for my own reasons and enjoyment...if other people like what I've done and find value in it, that's a happy coincidence. 
     
    So, my advice to you is to do what you enjoy doing. 
     
     
    As it happens, I hosted a FantasyHero wiki for a handful of years and ultimately shuttered it despite the platform having accumulated a fair amount of content. The main reason was, while a few people did put up some content, the majority of the material came from me and at a certain point it stopped making sense to me to continue to host a platform for collaboration when almost no one was actually using it to collaborate. Hopefully you'll have a better experience.

    Let the people write in whatever edition they feel comfortably in. Then encourage them to upgrade or downgrade the character as they see fit, when they see fit. They still play with the BBB? Then there you go.

    I don't have a solid answer, but there is a sharp divide between 1st through 5th edition and 6th edition. 
    I don't think the polls as written here are really a reliable indicator because you get a lot of "I picked X because Y but I really would have preferred Z".  I play more D&D 5th than anything right now, but it is my least favorite RPG. 
     
    I didn't see any navigation tabs, drop-downs or well anything navigation so I don't really know what you are trying to do.  But if it is intended to be something like the Forgotten Realms wiki, once you add something like their "Portals" to organize it a bit you may see some more participation.  Maybe add some templates for things like NPC's, Vehicles, Equipment and so on so things are standardized.  
     
    But as for edition, my question is why are you worrying about whether it is in 6th or another version?  The flavor text/descriptive section doesn't care about edition.  Just provide a template for each version and require the files to contain their version in the file name.  Instead of "Mister Wicked" name they file "Mister Wicked [6ed]". 
    Then encourage people to just submit stuff.  If I am a 5thR player and I see that the Villain I want is written for 6th, it will encourage me to make a 5thR conversion and post that one. 
    Just a thought.

    He is Captain Asland. Given a magical amulet of the Lion Rampant, he can tap into the spirit of the
    British Empire (as much as it is now), he protects the British Islands from beings who would see it crumble even further.

    I can easily go.back and remove certain references and exchange them with new references. 
     
    As for new organizations?
     
    Blackhund: A criminal enterprise NOT out to take over the world, but instead to get the leaders rich.
     
    Techwind: They make hi-tech stuff for whoever pays them. They don't care about ethics, just cash.
     
    The Coven: A mystical coven lusting for total control over the mystical world and to enforce the outdated mystical rulership.
