  2. I like Derek's -1/4 limitation on the low power systems such that they only work when there's END in the reserve, if the situation willcome up enough to be worth that much. Another possibility is a Dependence on a charged battery, using the option to have powers top working instead of taking damage. I'd probably only give it five points, but if it happens a lot, and there are a lot of powers, maybe ten.
  3. My solution, as a GM, is to extend the spreading rules to HtH attacks. If you've got a punch that can do meaningful damage to the big bad, it should be able to do a pretty good job on three of their minions at -2DC. Balance-wise, I don't see a good justification for only allowing ranged attacks to be spread.

  5. 6Ev1 p127 AREA-AFFECTING CONSTANT POWERS If a Constant Power affects an Area (either inherently or because the character purchases the Area Of Effect Advantage for it), the Power remains in effect in the Segments between the attacker’s Phases. Any target who enters the area takes damage or is affected in the Segment he enters and every time the attacker’s Phase occurs while the target remains within the area.
  6. As far as I can tell, it works the same. An area-affecting constant power affects anyone who enters it when the enter it, and every one of the power owner's phases thereafter while they remain in it. A Damage shield using area of affect-surface affects anyone who touches it when they touch it, and every one of the power owner's phases thereafter while they remain in contact with it.
  7. How about a barrier that prevents teleportation, with an auto-resetting trigger (whenever someone tries to teleport him)?

  9. If you change all the character names and place names, as well as the names of any events then you have a decent chance of getting away with that. See Fifty Shades of Grey (or don't, if you value your sanity). But it's not really relevant because game mechanics are excluded from copyright by long-established case law. On the other hand, any part of the game beyond pure mechanics may well be subject to copyright, and I don't know of any cases involving RPGS that firmly establish where the line is between mechanics and theme/setting/etc. Further, as mentioned above, just because you might win in the end, all other things being equal, that doesn't mean that you couldn't be bankrupted by a law suit before you could prevail.
  10. The side effects on the vaccines seem so random. I'm 55 and reasonably fit (I run 5k a few times a week), and just got a mildly sore area and exhaustion for one day. My friend who is 35 and working on hitting Olympic qualifying times for running got shivering, sweating, and severe body aches (plus exhaustion).

  15. Red October is how I found my first Champions campaign. I posted there that I was looking for a game to join and Bob invited me to play in his Sentinels campaign. I have a lot of fond memories from that campaign. I joined right around the time they were switching over to 4th edition to help playtest it before publication.
