    How about -X on all social skills, whether they're PRE skills or not?   (Most should be but I don't feel like looking.)   Quite a few are Everyman skills.
     
    Also, perhaps, some Poverty.  Getting a job, keeping a job?  Tough.  Finding a place to stay...pretty tough.
     
    I'd look hard at this as the GM, tho.  Assuming this isn't gonna be a solo char...why would the other PCs hang out with him/her?  "Ewww, we don't want to deal with those guys, they hang around that CREEP!"  How badly does this hose the char dealing with almost anyone else?  Something like -2 on all PRE skills could represent a relatively low level of near-subliminal influence.  No one wants to follow the guy because they always get that bad vibe.  Still, this is the kind of issue that can have more impact on the whole game than is desirable.

    You get two half phases during each of your phases. But when you use some combat action (punch, dodge, whatever), your phase becomes completely over. If you do a combat action during your first half phase, that combat action uses up your entire phase immediately and your phase ends. You can't do two different combat actions during your same phase. You cannot do a half phase combat action first then still have a half phase left over for future use. If you choose to do a half phase combat action first, your half phase combat action uses up two half phases...phase is completely over.
     
    If you don't use a combat action, you can hold actions over from your phase right up until your next phase begins and use those actions at any time. But as soon as you next phase begins, your held action disappears as if it never existed if you haven't used it.
     
    Now as for your example, the GSC can do the Marital Punch on phase 12. Doing that alone uses up his entire phase if he didn't do something else first.
     
    When the SPD 6 PC attacks the GSC later, the GSC can't use a held action to dodge because he has no held action. He can abort to a dodge by using up his entire next phase which would otherwise have happened later in the combat. But he can't reach back in time to before his Martial Punch and use either of the half phases which were used up by that punch.

    Well, if you look at how this story came to the attention of the public, people behind the scenes were shopping around the story of Ford's allegation to Democrat senators and various media outlets like the Washington Post.
     
    The Post and others couldn't publish the story because when they looked into it, there was no corroborating evidence for the accusation. Even the accuser herself doesn't remember the date it supposedly happened and none of the people who were supposedly in the room have stepped up to confirm the story. The media couldn't move forward to publish a story like it was at that point in time without evidence because they'd be sued for defamation of character.
     
    Senator Feinstein, according to what she said, was frustrated that the media hadn't published the story and made a public statement about the allegation. A Senator, while on the floor of the Senate, can say whatever she wants without fear of any legal repercussions like being sued for slander. And while she didn't make her statement on the floor of the Senate, it has become difficult to successfully sue a Senator regardless of where she makes a public statement even though she is only technically given a free pass while on the floor of the Senate.
     
    Since a Senator was making a statement about something, all the various media outlets were freed up to publish stories about the alleged incident based on the fact that they are covering what various public figures are talking about (rather than pushing forward the allegation themselves).
     
    Feinstein wanted the FBI to investigate and other Democrat Senators stepped forward immediately to echo that demand.
     
    Trump is the one person who could order the FBI to investigate. But he immediately responded to Feinstein (before any more details became public) and essentially stated she was full of crap and that there would be no investigation.
     
    Trump can't go back on those initial statements without flip-flopping, something which he has made clear he sees as a sign of weakness. Or else he would have to absorb lots of new information (about the allegations), when he is notorious for trying to avoid absorbing new detailed information (such as insisting that his daily foreign policy briefing be only bullet points and no longer than one page regardless of what's going on in the world).
     
    So Trump isn't backing down partially because he idoesn't want to "show weakness".
     
    But I personally thinks it goes deeper.
     
    Investigating sexual crimes, even for federal employees, isn't part of the FBI's normal job (rather that is a job for local law enforcement). But if Trump sets a precedent of his administration ordering the FBI to investigate alleged sexual crimes, it becomes much more difficult to justify keeping the FBI out of such future controversies.
     
    Trump has admitted on tape that he has sexually assaulted women (dictionary definition, even if not necessarily according to the parameters of that state's law). The guy is in his 70's and has probably been doing that kind of thing for at least 50 years.
     
    If Trump ordered an FBI investigation into Kavaugh, Trump is probably sure in his own mind that there'd be 20-40 accusers lined up against him within the month and the Democrats would be calling for an FBI investigation into all of that as well (either alone or as part of the impeachment proceedings).
     
    Whether Kavanaugh is guilty or innocent is immaterial to Trump's behavior: Trump would refuse to order an FBI investigation either way. Trump doesn't know whether Kavanaugh is guilty because Kavanaugh, if he is guilty, isn't stupid enough to tell that to a president who has extreme trouble keeping his mouth shut. Trump probably doesn't want to know whether Kavanaugh is guilty and Trump, given how little empathy he displays on a vast range of subjects, probably doesn't care if Kavaugh is guilty.
     
    In the most extreme case, Trump rather than being cornered into ordering an FBI investigation, would be much more likely to force Kavanaugh into withdrawing and remove the reason for there being a call for an FBI investigation.
     
    As for the "Republicans", Trump has made it clear that he expects their backing on major issues or he'll cut off their party funding, marginalize and belittle them, and recruit people to primary them and force them out of office. I expect enough of them would vote against Kavanaugh if there's some tangible evidence he's guilty of something (evidence not accusation) that he wouldn't be confirmed. But "Republican" officeholders publicly pushing the president to order an FBI investigation when it isn't clear that an investigation would come up with anything which would disqualify Kavanaugh? That's a big enough political risk that I doubt many of them would do it. In their political calculation, they'd be ticking off a president who wouldn't forget it in order to appease a public which would forget it very quickly.

    Well, I have to admit from what little I have heard of the 3rd (?) accuser's,  well, it mostly reminded made me "nostalgic" of the Satanic Panic and its crazy allegations.  Make of it what you will.  Gang rape parties?  I guess not impossible, but definitely highly improbable to my instincts on this.

    I'm not sure why you think you'd need both.
     
    With Personal Immunity, you're immune. The Power cannot effect you even if Reflected, etc. Only you are protected.
     
    With Selective Targeting you can elect not to target some people who would otherwise be in the Area, including yourself. You can thus avoid targeting allies. But you are subject to the power if it is for example Reflected.

    Seems like a possibility. I think rather than an INT drain, you could just go with a temporary Physical Complication: momentary memory loss 
     
    Another wild option is a compound power of  Multiform (new regen) and a Heal (Ressurection of self only). To get back that 10 to 15 body shouldnt be too hard.

    Let's see if we can better understand the power goals and the various routes to achieve those ends. 
     
    Goal: Character increases their BODY in a single action upto their starting BODY value.  
     
    To achieve this basic goal there are 5 generally available power options:
     
    Healing, Aid, Regen, Absorb, BODY. 
     
    We can rule out Absorb because it isn't really under direct individual control when it goes off and there is no reasonable RAW way to make it so. 
     
    The remaining four all have their advantages and limitations. 
     
    Healing can obviously achieve the goal but we need to take note that it requires a variety of advantages and limitations:
     
    High dice pool to recover the potential damage desired over and over again, decreased reuse times, Self Only, and a few more Special Effect specific lims. 
     
    Aid to BODY, like Healing has the same benefits but needs a lot of work.  Self Only, only to starting value, decreased fade rate, high dice pools, etc. 
     
    Regen is a good default as it is automatically self only healing. It would need either non-persistent or Costs END to achieve the 'not always on' effect. You could even make it an Instant power identical to Healing. 
     
    BODY pools with Cost END only to Activate and a cap set on it would achieve great parity with Healing. 
     
    You could do combos of the above and in particular with Aid&Regen (my example above), and even Regen&BODY. The latter being a backup pool of body the character could draw from as an action to restore and a limited Regen on that spare body. In this way, we are essentially constructing an END Reserve for BODY.  
     
    You seem set on only allowing 1 option which I think confuses many of us. If you have already decided how this power must be built, it generates confusion for the community to be asked how one should build it. Thus perhaps the root of yours and our frustrations. 
     
    If you feel you know the way you want it built, please do so. Please do not criticize or otherwise scold the fine folks trying to offer up ideas here.

    I am not sure if they were close friends or not at that time. I am also not sure merely being familiar with someone would prevent one from being confused. Decades have past and our brains are marvellous things that are quite capable of weaving together fragments into a narrative. 
     
    Think about all the old stories you have heard someone tell time after time. Most likely no two times are exactly the same. The large bass your uncle caught becomes very large. Then he did it without bait. Then it was 18inches long and he struggled for a minute. Then for several minutes. Your Uncle probably never notices and never feels asthough he isn't telling the accurate truth. Memories are not unchanging photographs but stories weaved together through reality, or perception of it, and the constant retellings of it. This is why we had rash of Satanic Panic issues in the 80s as therapists tried to help folks recover 'suppressed' memories of horrific scenes; none of which were true.
     
     
    Again, I am not saying Prof. Ford is mistaken. I do not know. I wish she would provide more investigatable details into this matter so it wouldn't merely be 'he said, she said'. But given what we know of this case and countless others, we should take care to not hang and innocent person.

    That would work - for a character that has a medical kit with limited supplies.
     
    That is NOT this character. Focus would not be appropriate.
     
     
     
     
    Then can you please explain the difference to me? You seem to be seeing something that none of the rest of us are.
     
    edit: TO be specific, can you explain the exact difference that makes Regeneration unsuitable, even when it has Limitations that make it act the way you seem to want this power to act?

    I think Lucius's basic idea of Regen might be the best option. If this character has such great control over his body, we could probably reasonably say he is constantly doing truly minor repairs on it at most waking hours - even if it is just a matter of repairing things as he stretches and contracts to walk or grab something. To this extent perhaps a 4 pt 1/day Regen would be appropriate. You could tack on the limitations regarding type of damaged healed and that it is non-persistent in the instances that the character is incapacitated for a whole day. 

    Next, to better achieve your "concentrated effort to heal" goal, I would build an AID to REGEN that has the fixed effect of bumping down the time-table to 1/turn. That would be a difference of 12 active points or a reliable 4d6 roll. All aid points above the 1/turn rate could go into boosting the value per turn to 2 or 3. I am not sure what the point values your game will be using or mechanical builds (MPs, etc) allowed, but it wouldn't be the hardest thing to get an 8d6 aid in an MP with various limitations (concentration, self-only, etc). This would allow the character to have a general ability to heal that he could also actively concentrate on to make semi-combat effective (1 or 2 BODY per turn of Regen). If you don't expect this to be Combat ready, then limiting it to only AIDing up to the 20 minute or 1 hour scale would be cheaper and produce high quality results.

    I just caught a clip on CNN. Jake Tapper says that there were four people named by Prof. Ford as being present t the party. The Judge, Mr. Judge, Smyth (spelling?), and a female friend of Prof. Ford. All four people have denied any such actions having taken place where they were. Prof Fords own friend said that she can't recall ever being at a party with both Prof. Ford and the Judge. 
     
    Immediately following this, one commentator said that this denial of events actually fits what the Prof. claimed. If that isn't a catch 22, I am not sure what is. 
     
    Given the information we have now on the alleged event, what kind of progression could any investigation take? There are 4 relevant witness plus Prof Ford. All four say the claim is incorrect. 1 even says she didn't attend any joint party with the two. Unless Prof Ford can offer up more investigatable information, what can be done that wouldn't be a very long and expensive fishing expedition?

    How to build it depends on exactly what you mean by "actively focus on it." The Nonpersistant Limitation keeps it from happening when unconscious, and "active focus" might be interpreted in a number of ways; as for example Costs END. You would also use Concentration or maybe Extra TIme. Or this,
     
    Something he has to actively focus on doing:  (Total: 53 Active Cost, 30 Real Cost) Regeneration (3 BODY per Turn), Can Heal Limbs (53 Active Points); Does Not Work On Some Damage ([Rare attack]; -1/4), Nonpersistent (-1/4), 64 clips of 1 Charge (-1/4) (Real Cost: 30)
     
    Charges with "clips" means that for each use, it's necessary to spend a full phase (or half phase with a Fastdraw roll) to "change clips" i.e. in this case to "actively focus" on the ability.

    I think people are confusing allegations with statements of facts at the moment. And I am not sure characterizing folks as wanting 'to get this serial rapist on the bench' are accurate or helpful. 
     
    At the moment we have an alligation of attempted sexual assault which lacks any particular investigatable facts and another allegations of indecent exposure by a woman who by her own admission was too drunk to clearly recall who it was and like the former is very hazy on the investigatable facts. 
     
    These are currently claims no stronger than many of the allegations against the Clinton Family that we normally snear disapprovingly at. So on that basis, I think it is best practices for us to not rush to destroy someone until more evidence can come forward to clear things.

    I can understand that. I wonder, though, how possible is this and would it not appear to be more a fishing expedition by the FBI based on little investigatable facts, especially now that everything has gone public? They could go back and interview everyone in her and his school for their years and the years prior and post about any possible impropriety, but given they don't know details on the event, would this not make such investigations neigh impossible? How many "I don't know anything about this alleged event" responses should they be collecting before calling it quits? If, on the other hand, Prof Ford offered up any investigatable claims, every news agency and private eye in the nation would be snooping around trying to uncover the story and the FBI would hardly be needed - take note that it took essentially no time for a classmate of Prof Ford's FB post affirming the incident to go viral - a claim that was recanted almost as fast. I wonder if it was this precise lack of investigatable claims that prevented WaPo from investigating the claims weeks ago when they got them?

    In the Anita Hill case, I believe the FBI merely took testimony and did not investigate. The investigation were done by non-FBI authorities. 

    The FBI doesn't have investigatable information at this time, I believe. They do not know when the alleged event was to have happened, where it was to have happened, and who else was present at the time. We only know generally that it was the summer of 82 and the three named people so far have given their statements. What exactly would we be expecting the FBI to go off of now? Beyond that, I do not believe the WhiteHouse has restrained the FBI in this regard - the allegation isn't a Federal crime and the lack of investigatable facts leaves them unable to do the equivalent of a deep background check.

    One downside to a Grab build is that it only restricts two limbs.  As La Rose pointed out, it also doesn't cover (pardon the pun) the encompassing aspect of the power, perhaps requiring something clunky like the Barrier build LR mentions. 
     
    That said, if going the Grab route rather than an Entangle, I'd suggest a high-STR (only to Grab / Hold), plus a handful of martial arts maneuvers, talking the GM into allowing a custom one for the encompassing maneuver
     
    Glop Fu
    3  Glop-Pow:  Basic Strike (+1 / +0 / STR + 2d6 Strike)
    3  Glop Your Feet:  Legsweep ( +2 / -1 / STR + 1d6 Strike, Target Falls)
    4  Mouth Fulla Glop:  Choke Hold (-2 / +0 / Grab head, 2d6 NND)
    5  I've Got You Covered:  Custom maneuver (-1 / -2 / Grab head + 4 Limbs, 1d6 NND)
     
    Edit to add:  I think the number of limbs covered would mean that the shapeshifter is effectively between the target and any attackers.

    Agree that Stretching makes the most sense.  I think on occasion Spidey has been pulled off his feet by a strong and/or heavy target.  It's rare, but with a mid-high STR plus his Clinging, it would be.
     
    Stretching also covers more direct web attacks like smacking the target with a WebBall (easily limited away if not desired by the player).

    Out of curiosity I took at look at both GRAB and STRETCHING, as I seemed to recall rules about moving a grabbed character in there somewhere.  Here is the gem I was looking for.
     
    Per 6e1 p286:
    A character with Stretching can reach out, Grab a character or object that’s within the range of his Stretching, and pull it to him (assuming he has the STR to move it). (He cannot pull himself to the Grabbed character or object, he drags it to himself.) If the target is an object, this typically takes a Full Phase Action. It only requires a Half Phase Action if the total of (meters Stretched + meters the character has to pull the object) is less than or equal to half his Stretching and the object is non-resisting. If the target is a person or the like, the GM may rule that making the Grab ends the Stretching character’s Phase. However, since characters can Grab and Squeeze, Slam, or Throw, most GMs allow characters with Stretching to Grab and Drag To Myself as part of one Attack Action. The GM may allow a Grabbed character to have an Action that takes no time to brace himself or use STR to resist being dragged.
     
    The takeaway, here, should be that triggered UAA movement should not be needed so long as the attacker has enough STR to move the target to him/her (or enough STR to move him/herself to the target if allowed by the GM).  IMHO, this bit of RAW also strongly suggests Stretching was likely intended to be able to model what Spidey does...
     
    As an aside, if the GM requires the Grab & Pull to take more than the Full (or potentially Half) Phase, then you're back to triggered UAA to build what you desire, but I can't imagine a GM requiring that given how cinematic and appropriate the single Grab & Pull activity tends to be.

    What interesting is that in Super Agents, a grapple gun is bought as Stretching so as to allow you to pull yourself up buildings and potentially grab items outta peoples hands. Yes I know that that book is several editions old and it’s Aaron Allstons take on the rules however I like it. I can’t see it being that overly powerful.

    It's possible this rule was a not-thought-out-far-enough result of an inspiration along the lines of "No; you can't use this in place of a Movement Power.  If you want Movement, you have to _buy_ Movement."  (Again, just a hypothesis)
     
    But then, if you want to force someone else to move, shouldn't you have to buy a Movement Power Useable as Attack?   Furthermore, we need a "headcscratching" smilie.
     
    I feel Stretching is the most thematically appropriate and the simplest, most direct method of modeling the desired effect.  I also feel the idea that you can't pull yourself toward something you've grabbed-- provided it is massive or well-enough anchored, is, to borrow a term, bollocks.  (It's not swearing if I'm not British, right?).  In light of the fact that Stretch (as reported above), is now the "official" model for web-swinging, I'd have to classify that rule as both bollocks.
     
     
    But your opinion may well vary, of course.

    I believe the SFX of webbing a target and pulling it to the character can be readily boiled down to a focus-based grab maneuver with a triggered UAA movement power (that's triggered by a successful grab using the focus).  Thus, I think your stretching option makes the most sense, here.

    How I have used or seen used in other games:
     
    Roll Luck at the start of a in-game day or session (which ever is shorter). The body represents the number of rerolls available to that character. These are rolls for attack, skills, and even attacks directed at the PC. Always take the player favorable result. 
     
    In addition, if there is ever a question of if something is possible wherein the GM is questioning it or a moment wherein things could go in one of two directions, the player may expend a luck point for their more favorable outcome. This is usually in addition to the reroll mechanic but could be a common pool to use for both.
     
    Luck has never been a common mechanic in the games I ran or played in, though.
