You're always getting 3d6, so I would only put a limitation on the 4th die of effect: 3d6 Killing Attack, plus 1d6 KA, Only adds damage if roll is higher than lowest face of other dice, Damage added is only equal to difference between this die and lowest face.

Someone could probably work out the probabilities, but -2 or more seems reasonable.

dougmacd reacted to SCUBA Hero in Multipower Build - Normal or a Little Fishy?
IIRC, that was true in 5e, removed in 6e.

Edit:  Found it!  5erp311, "However, a character may not combine two or more slots from a single Power Framework as part of a multiple-power attack, even if he has sufficient reserve or base points to use both slots at once."

6e1p399, "A character can make a Multiple Attack (6E2 73) with two or more slots in a single Power Framework, provided he has enough reserve/Pool points to allocate to the two or more slots used in the attack simultaneously. A character can use slots from two or more different Power Frame - works to perform a Multiple Attack, assuming he obeys all the rules for such attacks."  So it looks like that's already a Multipe Attack, not a Combined Attack, by RAW.

I'd personally do it with a Susceptibility (or Physical Complication).

Putting a Limitation on the power gives me bad vibes, as it's really only limiting the last few points. If a 10d6 Blast is used at 9d6, there's no downside.  It's only the last 1d6 that's truly limited.

That having been said, if you know the player will be pushing the power regularly, then a limitation is fine; at that point the effect clearly is putting a downside on the use of the power as a whole.

6th edition plays exactly the same as 1st edition, just has more power options to build with.  The combat works the same, the movement works the same, the role playing works the same.  At some point you have to ask what you're having fun with if more options in character building ruins the fun of the game for you.

I had to dig around a bit, but APG2 p29 states: Activating Invisiblity (Mental Group) does not “sever” or deactivate a Mind Link or voluntary mental contact via Telepathy, any more than being Invisible to the Hearing Group prevents a character from talking.

Another perspective on this idea is to shift the senses its affecting.

Invisibility vs sound: now i'm completely inaudible!  Except I can talk and be heard whenever I want.

Now, is that an advantage to be heard when you wish, or a limitation to not be able to be heard when you wish without entirely shutting off Invisibility?
