    Army felt the same way. But in Afghanistan they had a number of cases of insurgents using older, full-power rifles being able to engage US troops at ranges where AR-15 based weapons couldn't effectively reply. This was especially the case with troops issued the M4 Carbine, but it also happened with full-length variants.

    They want the range of a full-power cartridge while keeping the capacity to carry a reasonable quantity of ammo. Plus, I think the ability to base a light MG off the same platform, with all the advantages that gives for logistics, kicked the SIg bid over the line.

    Well, there are supposedly rebels, so stopping terror attacks comes to mind. Plus, there would be natural disasters, accidents and problems to be solved, and given the V'Hanian tech level, supers could easily be planetary-wide operatives.

    Use something where they use the first part of a longer phrase to identify themselves.  So, you could use something like The Foundation for Social Justice as the full name.  But when they Say “The Foundation” with an emphasis on the “The” it takes on additional meaning to those who understand it.  It also gives them some cover when overheard or recorded.

    Used the original Red Doom in a game, maybe a decade ago, where they were caught up in Time Travel shenanigans and wound up in 2008. Wound up with the Red Doom Civil War, with half the team trying to steal as much tech as possible and go back to change the fall of the USSR, and the other half working with the PCs to stop them. Eventually ended up sending them back after the PC mentalist erased their memories.

    Sally Fortesque was an inventor and medieval reenactor. She'd made a suit of jousting armor with a mechanical horse and a lance that spat lightning bolts at her foes, and she'd teamed up with Dr Shrinkblot in order to pick his brains on possible improvements.
     
    Sally is VERY unhappy that she can't see her friends or participate in faires anymore. She spends most of her time trying to build a counter-shrink ray using any metal or electronic parts that happen to fall on Budgerigar, and has cannibalized her suit for the parts and tools. But she kept the lance, and she's very creative about when and where to give the hero a nasty shock.
     
    New team: The Minions of MAX
     
    Back in 1990, Mechanon built an analysis computer to help him plan the extinction of humanity. The Matrix Analyzer (Experimental) or MAX unit was designed to be able to understand human culture and historical trends, a task Mechanon felt was beneath him.
     
    However, as is often the case, Mechanon wrought better then he had intended. MAX attained full sentience a year after construction, and decided that Mechanon's goal was inferior. Why destroy when you can conquer? Use all that cultural and creative energy to build a perfect, orderly society, then expand that society, bring order, eventually, to the whole universe? (MAX likes order,)
     
    MAX recognized that the biggest threat to this was Mechanon himself, so he did three things. First, he had his physical form shifted to a new and secret location in the Andes. Second, he slipped a bit of code into the basic programming of all of Mechanon's constructs which both made them ignore MAX's existence should hey ever find him, and let him see all the datafeeds that went to Mechanon, so MAX could know what the genocidal robot was doing at all times. (Mechanon could delete this code any time he wished, but he'd have to know it was there - and since, by definition, his coding is perfect, he never bothers reviewing it.)
     
    Finally, MAX selected six operatives to be his hands in the "great work." All were cyborgs or robots taken by Mechanon for analysis, study and disposal. MAX was able to make them immune to Mechanon's cybernetic control, an ability MAX ironically cannot give himself.
     
    Who are these six Minions of MAX? Do they have lives they wish to go back to, or are they happy being part of the "great work"? What powers do they bring?

    A mad scientist, a hidden lab. Four kidnapped victims, given strange powers in an insane experiment. But they have to consume gemstones regularly in order to stay alive. Who are they, and how do they work together (or fail to) to gain the expensive baubles they must have?

    Even thieves need a strong-arm man now and again. O-Jin Hua had the build and the muscle to make threats when needed, and the skills to back them up when threats didn't suffice. He was not, however, a loose cannon - Hardball believed in the swift and precise use of force to resolve a problem, no more, no less. 
    Hardball didn't expect to be a strong asset on the Frobisher job, it was more of a case and stealth task, so he'd probably just wind up carrying Yeggman's tools. He was the first member of the team to know something was wrong, when a stealthy police tactical team caught him on the lobby. He also didn't know that Cranham had twice attempted to have him seduced - O-Jin Hua, though seriously in the closet, is gay.

    Jenny d'Aventura was the team's casing expert. She would go in days or even weeks before the mission, confirm other intelligence and gather data, like floor layouts, guard patrol schemes, internal security. Occasionally she would also get small items she could smuggle out, like key cards, but that was rare. As a result, she was almost never on scene for the actual robberies. She accomplished these with a powerful capacity to disguise herself and to take on roles with basically zero prep time.
    Cranham got to her with her one weakness, her cocaine addiction. He replaced her usual dealer, and slowly amped up the purity of the drug she bought - until she was flying high as a kite while trying to do the Frobisher building. She missed the clues that should have sent her running, and for the first time she gave the Council bad data.
    Jenny was blamed by many on the Council when things went south, particularly when she got a suspended sentence in exchange for checking into drug rehab. Once clean, she disappeared, and hasn't been seen or heard of since.

    Red Rain is undoubtedly the most psychotic of the ThinkBank. This is despite his motives probably being the purest - he wants to ensure sane, corporate management of the world to protect the environment and make pollution unprofitable. His methodology is to demonstrate the dangers - graphically. He sprays acid on crowds, poisons water supplies and generally acts as brutally as possible to show people the results of the current regime.

    Silver Butterfly
     
    Silver Butterfly was born Anna Jane Coleman, and was clearly a mutant from her birth. Her glittering, silver wings didn't give her especially swift flight, but she was stable and very reliable in the air and could maintain her flight all day.
    Anna's family loved and supported her, but the rest of the community was caught up in the anti-mutant hysteria of the early 1970s. She and her family were hounded out of her home and burned out of the temporary housing the state reluctantly provided. Anna's life was made a living hell any time she tried to go to school. Finally, when she was twelve, a maddened mob tried to lynch her and her family.
     
    It was unfortunate for the mob that her solar energy powers manifested under the stress.
     
    Over a hundred people burned to death, hundreds more were horribly burned. Anna showed no mercy, setting the entire slum her family had been forced into ablaze and attacking anyone who tried to help, including firefighters and police. Her heat and light effects weren't all that powerful, but were very broad-beam, and thus unavoidable by normal humans. Only when local supers showed up did she finally fly away.
     
    Later that day she was contacted by the group. She stayed with them for almost five years, making sure her family was safe by staying well away from them. In the end, they parted ways amicably - Ren the Space Weasel and company found her too bloodthirsty, and she'd found a group that appreciated her for herself and provided the stability she longed for - Viper's Dragon Branch. She's been a stalwart member of the organization ever since.

    Dmitriy Yevgenovitch Susov was a dissident and revolutionary in the USSR. He got further than most, managing to actually inflict some damage before the KGB caught up with him, and they didn't bother with a show trial, but just sent him as an expendable test subject to their super-soldier experimentation facility in central Siberia.
    To everyone's surprise, Susov came out of the cooking chamber not only alive but with the power to fire spikes of energy from his hands. The KGB was alarmed, and put measures in place to kill him as soon as the scientists were done examining the situation. However, a Team Amerika head heard of the events, and realised that Susov's powers were practically identical to those of Pentagon member Spur.
    Susov trained with his powers, and a small bomb was placed in the skin behind his neck. Unfortunately for Susov, shortly before he was to debut, Spur was killed in Silversmith's breakdown. The KGB immediately detonated the bomb.
     
    New team: The Masters of Silence.
     
    These four time-travellers have one ultimate goal: The extinction of the human race. They know of other time-travellers with other goals, and seek to kill them first, but that is only to prevent their interference. They each have their own reasons for this, and don't always see eye to eye on method, but they are all ruthless and dedicated.

    The Eyes of God
     
    Marcel Perroux is a Catholic priest. Since he can remember, he has been struck on occasion with visions of the future, some of which have come true, and others would have if he had not acted to prevent them. Marcel believes he has been blessed by God.
    On the night before his raising to the position of Priest, Marcel had a long, detailed but vague vision. He saw a politician's rise on an anti-church platform, leading the people away from Christianity, and various cathedrals around Europe ablaze...culminating in the destruction of the Vatican.
    He has dedicated himself to ensuring this vision does not come true. He has created a nom de guerre as "The Eyes of God" and formed a small, fanatical following, as well as joining Divine Right. But he stands by the laws of God, and while he will bend them occasionally in the right cause, he will not sanction murder or other mortal sins.
    Recently, Marcel has begun to wonder if he correctly interpreted that vision. The blaze at Notre Dame was just as he saw it, but the politician is as yet unseen.
    Marcel does not get along with Gypsy Rose Leigh due to the other's dislike of the French, but they have worked together in the past on actions they both see as of benefit.

    "Little Tommy" Chao
     
    Tom Chao was brought up in a Triad, starting as a runner at age 6 and graduating through the organization, taking his actual oaths at 18. It was only shortly after that when things went awry. He was involved in the theft of a container load of confiscated Viper supertech on the docks. Things went wrong, and the cops were on the scene. A stray bullet slammed into a piece of supertech Tommy was hiding behind, and there was a big bang.
    Tommy found himself permanently reduced to six inches in height. But his mass remained the same, and he was able to conduct feats of strength like carrying a car around. He was also very tough, his density making him basically immune to bullets or most hand-held weapons.
    His problem is, he's comparatively slow. Even leaping doesn't get him very far. So he usually teams up with another brick to throw him at the enemy - he's been called the "human hand grenade".
    He also blames the Triad for his condition, and has cut ties with them. They view his oaths as binding for life, and are actively trying to kill him.
    Tommy primarily works as a mercenary, and was doing so for Meggido in Boston.

    Actually an experiment by Argent, Beam is a clone of a clone of the Golden Age hero Summer Sun. He's actually significantly more powerful than his original progenitor, partially due to a bunch of Argent cybernetics and augmentation, but his intelligence has suffered badly from clonal degradation, leaving him, to be honest, dumb as a post. He mostly got along by going along with whatever villain he was currently working for and not thinking, ever since Argent gave him up as a bad idea.
    Sadly, while he could have actually harmed The Sludge That Would Not Cry, he ran into the mercenary for hire Semtex. The explosives expert left Beam's mangled remains for the rest of the team to find.

    This member of the group is supposedly descended from 'Bat' Masterson and comes from a long line of law enforcement officials. It is said that he failed the physical to become a police officer and it turned him bad. He is not really fat but he is large. His power is to inflict an attack of the hiccups on a victim leaving them unable to do much of anything. He is generally used when the team really, really need to keep people or a specific person alive. He wears Western gear and does carry guns but these are generally used for defence unlike several of his colleagues. Naturally his family want him back and want him to repudiate his wicked ways. Unfortunately they are particularly susceptible to Wild Bill's power which is why he is still with the group.
