A young woman is seeing her boyfriend for the last time before leaving for a six month internship in Venice. She asks him, "Would you like me to bring home something for you?"
"Yeah," he replies. "Can you bring me home an Italian girl?"
"Excuse me?"
"I've always thought that Italian girls were super hot," he continues. "So if you could bring one home with you, I think the three of us could have a lot of fun together."
"Okay," she says, "if that's what you really want."
So she leaves for Venice the next morning, and the months fly by. The internship is a rousing success. She returns home, and her boyfriend picks her up from the airport. As they're driving home, has asks her, "So, before you left, you asked if there was anything I wanted you to bring back with you...."
"I remember," she says, nodding her head.
"And...?"
"Well, I tried my hardest to do exactly what you asked me to do," she said. "But it's going to be at least another month before I find out whether it's a girl."

It’s not exactly a business (Let’s not hear the dissenting opinions.) but a Temple or Church of some sort is generally a part of small town life.
You’re also missing some sort of Healer or Doctor’s office.

It’s a nice setup but you may end up finding the “every 90 days” part too constricting for long term “chase around the world” adventures. Possibly renewing twice a year on the Solstice and Equinox or once a year on the anniversary may be easier to work around. Just an idea.

I just steal ‘em. Do you need an editor for a big city newspaper? There’s the history’s for Perry White and J.J.J. on their comic company’s websites. Not realistic enough? Look up Ben Bradley on Wikipedia, he was the editor of the Washington Post during Watergate.
Do you need a soldier or a cop? Comics, movies, TV and history are full of them. I like to use obscure stuff and go whole hog. I saw a bad movie that starred Tommy Lee Jones as the Commander of a squadron of Apache helicopters. (Fire Birds) Soon after my Star Wars campaign had a new Commander for its B-wing squadron.
Check out the episode of Big Bang Theory where Wolowitz is the DM for their D&D game. The actor is a very good mimic and breaks out celebrity voices for all the NPC’s. You don’t have to go that far, but I find that casting a real person in the role gives me an immediate grasp of what they sound, look and behave like.

Let me look in the Hero System Book of Templates. Ah...page 15, "Immovable Man", the template version of The Blob. He has got this power: "Clinging (80 STR), Limted Power (Only to resist being moved, -1/2)" 24 Active Points, 16 Real Points. He also has this power: "Knockback Resistance -20m, Unified Power (Reflection, -1/4)" 20 Active Points, 16 Real Points.

“Writers fiat” it’s also sometimes called “Holding the stupid ball”. That’s the trope where a giant ball of stupidity seems to pass from one character to another like in the game Wonder Ball. From character to character because without them acting in a clueless or out of character manner the whole plot falls apart.
