    That is essentially the rules.
     
    Though I think in v6 operating a bow or crossbow also makes you 1/2 DCV.  I'm less a fan of that.  I feel it's a side effect of olympic style archery and not active, mobile archery like you'd see with Lars Anderson.

    1) When Trump won the first time, he so with noticeably less money than Clinton.
    2) This time, Trump has already amassed a bigger warchest  than all his Democratic opponents combined. Combined! He's raised 168 Million, They've got 86 million between them. Even if you only look at first quarter numbers, he has amassed as much (39 million) as his top three rivals combined (Sanders 18 Million, Harris 12, O'Rourke 9.4)
    3) Incumbents always have an advantage over opposition.
    4) Especially when the economy is doing well. The recession hasn't started yet, and I don't hate Trump enough to root for it to start.
     
    So yeah, looks like 4 more years, everybody.

    I just watched the end of the Special Report from ABC, which ended with shots of the interior of the cathedral while it was still standing. It was so beautiful and so serene, and now it is gone.

    In my D&D-became-Fantasy-HERO tables I've added saving throws as a -1 limitation that becomes a skill/stat contest between the caster and the person affected by the spell which approximates the saving throw mechanic of D&D.

    During our Fantasy HERO games on Saturday's the team has worked out some synergies based on their relative strengths.
     
    Whenever an opponent is difficult to hit due to DCV the team will use the following tactics:
    1-  Fire witch flashes the opponent so the rest of the team can actually hit the target.
    2-  The spirit-shaman-tank (Udyr) will run in and grab the opponent with turtle shell running.
    3-  If there are adds (Lts or minions) the group AoE's the tank and surrounding targets until the tank is in trouble.
    4-  If there aren't any adds they focus higher damage single target shots on the blinded and grabbed target.
     
    Recently using Mind Control to counter-control a mind-controlled ally.
     
    Last week this went hillariously wrong as the fire witch poorly worded her command.
    1-  Big Bad:  Witcher guy - kill your friends!
    2-  Fire Witch:  Don't kill my friends!
    3-  Witcher guy:  If I have to kill my friends and I'm also controlled to not kill any of the Fire Witch's friends then the only valid target is.... The Fire Witch.  DIE!!!!
     
    Against anything with high damage output the team will usually hold their phases until the big bad attacks.
    1-  The target dodges or blocks.
    2-  The rest of the party dog piles the big bad - often with haymakers.

    For barrier and other powers that are abusable when instantiated numerous times I limit the number of active instances to INT/5.
     
    I would certainly add this one to the list.

    This is one of the nastiest powers I ever saw, though it was very expensive.
     
    Desolidification, Area of Effect & Increased Area, Usable Against Others, Personal Immunity, Reduced Endurance
     
    Go ahead, shoot him with an attack.  It goes right through him.  "Aha," you think.  "I'll shoot him with my Affects Desolid attack!"  It goes right through him, with no effect.  You see, he's not desolid, you are.  To affect him with an attack, you need Affects Real World (+2) on your power.  But why would you buy that, since you don't normally go desolid?  You wouldn't!
     
    But for him to affect you, he only needs the regular Affects Desolid (+1/2) advantage.  Or none at all, since he has to choose a special effect that will pierce his Desolidification.  And he might as well choose a special effect that he uses himself...

    If you don't mind Fifth Edition stats, Digital Hero, Hero Games' electronic magazine, published quite a few Champions adventures. They're mostly intended as one- or two-session introductory adventures, like convention games. All have fully-statted villains, most have maps, and some even include pre-generated heroes.     My personal recommendation has long been Infectious Enthusiasm, from DH #9. It contains a good balance of combat and non-combat scenarios, and both complete villain and hero teams are provided. But most of these adventures could suit your purpose.

    What edition are you using? (If you're wiling to adapt it to fit it may not matter)
    My own group loved To Serve and Protect but that was an established hero group with players more familiar with the material.
    They also enjoyed the "Spectrum" Storyline in Champions Presents #1 which has some pretty big political consequences for all supers.
    Heck, anything by Scott Bennie is gold, but Day of the Destroyer was memorable for my group and might fit 'Epic'
     
     
    And it's probably blasphemy to say, but the basic set up from the V&V book Crisis at Crusader Citadel translates pretty well to Champions for an intro, the PCs are young rookie heroes trying to join the Crusaders, only to find the elder team is under siege.
     
    Others swear by Voice of Doom, which does similar but said elder team isn't just under siege, they're hunted and out matched... It's a bit grimmer imo
     
    Oh, and my group liked Shades of Black
    Champions Battlegrounds is a world wind tour of the Champions Universe in its way, touching on everything from Foxbat bonkers at the mall to Soap Opera danger and a final showdown with the power behind it all

    I've got a table or two at my local comic store that is wanting to give Champions a try (they've enjoyed Fantasy Hero so far).
     
    What are the best adventures in the Champions library?
     
    I want to cut their teeth on something epic.

    As the GM.  I like the occasional desperately difficult battle, but players rarely enjoy getting stomped into the mud.
     
    Last week they had an encounter where nobody got significantly injured, but they basically fought the big bad to a stalemate for a couple of turns before he vanished.  He's supposed to get away via plot device, but the encounter itself was perfect.
     
    They thought they were meeting a spy contact.  Only to find out they had been getting grilled by the spy's assassin (spy is long dead).  Then they got to 5v1 murder this guy - and I had just let them have a couple of feel-your-wheaties encounters against trash-level street thugs.  One player described it as the hapless street tough trying to mug the Punisher.
     
    So they get this lone spy trapped and expect to pancake him on phase 12.  He's DCV 11 + has spells + high defenses and a murderous damage output.
     
    They had a couple of phases of wtf-is-happening-here and then went into full X-Men danger room training mode.  The Udyr (spirit shaman tank) is finally able to grab the guy after the fire witch flashes him and the explosives expert has forgone explosives to land damage-less hits with his marking crossbow (lowers enemy DCV).  It was glorious.  When the smoke cleared they were thrilled to get the draw against such an unexpectedly dangerous opponent.

    I use them in my Fantasy Hero campaigns and they are reasonably deadly. 
     
    They also make plain that highly offensive maneuvers that reduce DCV (haymaker, multiple attack, bracing for archers/mages) make you vulnerable in ways that can be dire.
     
    I also like that a standard issue goon with a 2d6k can stay dangerous even in higher level campaigns.
     
    My Wednesday night table is in the section of the book designed for 14th level D&D characters.  They are handling it pretty well, but they had less trouble with the Behir (lightning dragon basically) than they did with the 20 hobgoblins in plate and chain.  The sheer number of arrows flying at them resulted in a couple crits and one guy took an arrow to the helmet that moderately wounded him and KO'd him on the spot.

    But using a budget deficit constructively is severely hampered when a big and growing portion of the budget goes to paying interest on the national debt. The US isn't in a position to keep increasing the deficit. And almost every economist I read points out that it's not necessary. The economy was already strong and growing, it didn't need further stimulus. Certainly not at the cost of adding to the debt burden, which the (unneeded) Trump tax cuts have exacerbated.

    Both parties are addicted to spending.  Raising taxes won't help because that money (and more) will immediately be spent.
     
    I can tell because I've been paying into social security for over 3 decades and all of that money is already gone.  Not a cent of what I was promised has been saved.  It's entirely dependent on current year tax revenue.
     
    I honestly feel like we could raise IRS revenues to 5 trillion a year and we would still run a deficit after a year or two.  It's quite easy to spend money that you haven't earned and our government has been proving that for decades on end.
     
    It's always the same old drum beat.  Sorry we did such a crappy job with this program.  What we need to do it right is MORE of your money and MORE control over your life.  Then we'll do it right...

    I've given some stats indirectly - not the actual values - but in a way that the players knew they had to come up with alternate approaches to "whack with sword until dead".
     
    One I used recently as a players usual moderate-to-high damage was ineffective due to high defenses.  Rather than just pointing out it did no damage I described it as, "You feel like you've slapped a tree wrapped in iron.  He doesn't even react to the blow.".
     
    Sometimes comparing to players on the team will give them a good enough of an idea.
     
    Ex:  The paladin is stronger than anyone you've ever met by twice over and yet the creature bats him aside like a child's plaything.
     
    They know they can't out-muscle something like that.
     
    blah, blah, short version - No, I never give them creature write-ups.  I have given some stats if a player on the team has the right knowledge skill or faces the creature in combat long enough to get an idea of what it's strength, speed, dex, pd, etc. might be.

    The problem is that you are assuming that other countries will be willing to continue to loan us trillions of dollars indefinitely at affordable interest rates no matter what happens.

    Again, it isn't "Democratic" or "Republican", it is only "Tribal Politician". Clinton and Obama did well because they faced opposition congresses more than Bush or Trump.  If Trump gets 8 years and six of those have an opposed congress, his deficit numbers will be very nice.

    Seen that graph before and so many things wrong with it, I don't know where to start.  Primarily, putting it in percentages is a ridiculous manipulation of the numbers in a desperate attempt to make Obama look frugal (quite laughable).
     
    To say that Obama was so much better than Bush is to say a man who originally weigh 200 pounds, who gained 50 pounds in the next year, then 60 the second year, did a better job of weight manage than year to.  (because he reduced his percentage of weight gain from 25 to 24 percent.  Truly a man who learned restraint.)  But, this is the essentially the argument you are making to say Obama was better than Bush. 
     
    Clinton is the only outlier here (cant gauge Carter at all because we don't have Ford on this list).  During the Clinton administration, we did a great job of reducing the deficit, and to at least approach fiscal sanity in our reckless spending ways.  But it set an abnormally high bar for the successor.  Bush wasn't going to be fiscally responsible.  He wanted his 2 front war for good or ill, and he didn't want to due raise money with taxes.  As a result spending rose percentage dramatically in comparison to the previous administration.  Now Obama comes in, as a result of the ensuing years, he has a pretty low bar to not raise it, still he barely slightly manages to reduce the deficit by 1 cent per 10 dollars (where would be without a "Party of No" Congress allegedly kicking him every step of the way?  Maybe Obama should send them a thank you card for all their hard work to "spite" him, because now he can say he is better than Bush, at least by percentage)
     
    Conclusion: We did a pretty good job with Bill Clinton as President, didn't we?  We also had a GOP Congress for most of that.  One that on a rare note practiced a modicum of restraint with money.  Unfortunately "He Who Fights Monsters" came into play in 2001, when they got their own in as President.   Clinton for his part didn't put a fight on that level at least.  So, I give him half-credit with the Congress, sorry Republicans.  In the administration of Obama, either Obama was more insistent on pushing his spending through. Or the Party of No wasn't as obstructive as we were led to believe.  Because if the Democrats were so "fiscally responsible"  how come Obama didn't do as well as Clinton?  You don't get to double the debt and claim fiscal responsibility (to Obama and Bush both).
     
    I am convinced...….to vote REpublican for Congress, no matter what.  Because their obstruction slows down spending.  Slightly.   
     
    Note: This also looks very bad for Trump that he is raising the deficit despite the ridiculousness of the last 16 years.

    It's been a minute since I've crunched the the numbers on this, but it leads to modest increase in average stun and body damage compared to 3d6.
     
    It certainly does feel more right than punching someone in the ankle, though.

    Really depends on your group and what the players like.
     
    They're going to need help getting through it the first few times.  I did find replacing OCV and DCV with Offense and Defense made a BIG difference in how easily they remembered it.

    Especially for heroic level games I think hit locations are great.  I've found my players like a visceral, cinematic description of what their attack to a specific body part does in game.
     
    In last night's game a guy landed a critical normal damage attack (gauntleted fist, growth spell active) to a hobgoblin's arm which was enough to stun it and injure the arm severely.  Whole table laughed at the idea of the hobgoblin succumbing to a big-brother punch to the shoulder.
