    There's not a clean division between the end of the pulp era and the beginning of the Golden Age.  Doc Savage didn't make his appearance until 1933, and Superman debuted in 1938.  But there were masked men with extraordinary abilities introduced during the Pulp Era.  So it could be fun to run a campaign in the late Pulp Era/Early Golden Age, where you play with that overlap.

    There was that 1 endurance cost for every 5 active points factor. 
    My first (somewhat tongue in cheek) character passed out from endurance costs before managing to land a hit on anyone.

    Barrier is probably overkill here. Change Environment (Precipitating to Non-Precipitating, AoE: 1m radius) for 1 point seems about right.

    The problems all really come down to what people want to do with powers.
     
    If people would just play games about foraging enough nuts and berries to stay alive,  and finding a way not to freeze when it's cold then every thing would make perfect sense,  as Gaia intended.
     
    We should just be trying to make better pointed sticks, not glow like fires in the sky.
    And the rules are cluttered up because we have added all this nonsense to nouns and verbs.

    I've had problems with players goofing around with landlines.
    We were playing in the battalion Comm Shop at Camp Fuji and some of the guys kept shocking each other with TA1 handsets. 
     
    The generators in the handsets spin so I guess they were rotating.

    Brood is a dark, dystopic figure with a black-caped costume, a grimacing cowl, and an affinity for nighttime and rooftops. He is known for his edgy patter, his barely-restrained mental health issues, and his fighting skills, gadgets and theatricality. Also, his penchant for teen or child sidekicks dressed in flashy colorful costumes. Though the rumors of the underworld would make him out as a demon or powerhouse, among the super-powered set he is known to be basically unpowered, though certainly a very exceptional unpowered human.
     
    He likes them to think that.
     
    Under Stately Dayne Manor is a cave, a Brood-cave, where the hero does his work. All of it. All of him. Hundreds of Broods that design new costumes, assemble new smoke grenades, tune up the grappling swingline, work on the Broodmobile, and wait their turn to fight and die for justice. An exceptional athlete, a gifted inventor, and a superb detective, he is also a duplicator of the highest order, unbeknownst even to his own teammates. Whenever he fights for the USAT, and is struck by a lightning bolt or hovertank or carbide chainsaw, his teammates see him fly backwards and disappear in a cloud of smoke, only to reappear later from the shadows and attack the unwitting enemy. His fellows believe he is just that damn tricky, stealthy, and skilled. Rather, the Brood just lost another brother, and another reason to mourn and another reason to enact revenge on criminals everywhere.
     
    His very most well-kept secret is the teen sidekicks: they are the results of his failed attempts to clone himself younger and sustain his career further. There have been rather a lot of them.

    Spotlight - Whenever the character make a soliloquy or dramatic speech, the area they are standing in gets just a little brighter than everyone else's.  If no one is listening to the speech or they  failed to even get the target's attention in a presence attack, the sound of crickets can be heard as well.

    Accidental change, with the trigger being the defined passage of time.
    I designed a lot of multiform characters in Fourth and used a lot of accidental change variations. 
     
    My many iterations of Wildfire inspired characters generally accidentally changed to the energy form if the suit was damaged and had to put on the suit piece by piece activating each one in turn to regain the ability to affect the material world.
     
    Accidental change should do what you want. 
    If you are going to be playing the character yourself you might add in some additional accidental change triggers because I find that being gimped like that makes the character more fun to play. I admit it's just frustrating in a character for a new gamer though.

    I read a lot of articles about archaeological digs.
    Historically,  enabling headshots produces incredible Massacres.
     
    This is why so many battle plans have for thousands of years included maneuvers to catch the other forces in a River where they will drown if they duck.
