  1. Actually, I was on the Grand Jury. We did see the vic's Book of Shadows, detailed notes on his occult experiments. Both he and the perp believed that he could cast the spell, we decided the victim was guilty of attempted homocide, and was shot during the attempt by his intended victim. (Classic law school example, Alex breaks into Bryan's house and empties a gun into Bryan, autopsy shows Bryan died of a heart attack half an hour earlier. Alex is still guilty of attempted homocide even though it was impossible for him to kill Bryan.) Evidence suggest it was also with the victim's gun, the gun disappeared between him being shot and the paramedics showing up. Yes, the magic phrase if you shoot someone in Arizona is "I was in fear for my life." Say it often, say it both before and after you are Mirandaed, say it to reporters as well as police.

  3. Maybe it's just the legacy of the Wild West but here in Tucson "reasonable" has a very elastic definition. One case a few years back one man shot another, who died several hours later, and pled self defense. Victim was trying to cast a spell on the perp. Grand Jury didn't indite.
  4. Basic principle: anyone can use deadly force in defense of self or others. If they have witnesses that will testify the villian shot first, or threatened to shoot first, they escape the worse consequences. However, woe be unto them if a bystander gets wounded/killed in the crossfire. Area effects or bounced attacks may be seen as wrecklessly endangering bystanders. In my world, Citizen's Arrest has been slightly expanded. Anyone may detain anyone a person other than a Law Enforcement Officer who demonstrates a power, device or weapon that could reasonably be interpeted as capible of Deadly Force. (In RL, you need to witness a felony to make a citizens arrest.)
  5. Disads would be difficult. No DNPC's, no rep, no hunteds, no rival unless it was a PC; would have to lean toward Psych crocks and Physical crocks. Also makes a difference if they were stranded accidently, shanghied by the FPB, or voluntiered.

  8. I have run Foxbat as a Hero. Invoking Venerabel Comic Book Cliche #16 ("any suffucently popular villian will reform and get their own title") in one campagine he actually organized and sponsored the PC hero team. (They went along with most of his suggestions, but balked at being called "Foxbat and his Fabulous Friends." This gave me an NPC who is just plain fun to run, could go into combat along side the PC's but have no danger of over shadowing them. Foxbat as an ally is far more frightening than Foxbat as a foe.

  11. Slug, trying to get additional servants of the Elder Worm to assist him in his quest to return his Masters to their former glory, steals an experimental time machine. Attempts to bring half a dozen, um targets forward from Worm Time. But did I mention this was an experemental time machine? Machine incorrectly calibrated, brought them forward from Lizard Time instead of Worm Time. Slug then either turns them loose as no use to him, or uses them as a diversion to cover museum robbery of the Artifact he needs to properly callibrate time machine.

  16. Sounds interesting. Everyone who gets powers has a passion about using them? Sounds like there may be a psychic component, or that the power "chooses" proactive hosts. Are we talking the pre-War Superman, more powerful than a locomotive, leaps tall buildings in a single bound; or the Silver Age Superman, moves planets with his ring finger?

    Just about any city over a hundred years old still has areas where the streets were laid out for horses, not autos. Consequently, many of those cities have mounted patrols because in certain traffic conditions they can provide a more rapid response than a car or motorcycle. Cities with regular large events, New York and New Orleans for example, also have mounted patrols that specalize in crowd control. When a horse moves you back, you move back.
  18. Broken arrow... DON'T DO THAT! Um, I mean, please refrain from using "Broken Arrow" as a subject line. The phrase has a significance for some of us, and I almost had a friggin heart attack before I realized you were talking about Fantasy Hero.
  19. In fantasy, sometimes characters take wounds that never fully heal (Froto had three). While less common in superheroics, I have a villian constructing a magic knife that will make a wound the Wolverine clone will not be able to shrug off overnight. I'm thinking of penetraiting HKA, linked to a very long continuing charge of supress aid. Any ideas? Thanking everyone in advance for their input.

    Re: Tag! Sometimes you just need an excuse for an extended fight. A mutant, telepath/telekinetic with side effect (think Marvel's Chamber) seeks out the PC's. Has a precognative vision of being kidnapped and forced to use his/her power until he/she was killed by self inflicted side effects. Before plan can be formulated, Telepath/Telekinetic/Pyrokenetic character with firebird motiff breaches HQ security, grabs NPC, and teleports away, saying he/she has to collect others. PC's computers or contacts yield a list of NPC's that fit profile. PC's will be able to contact all of them, reach them before firebird does. Firebird will show up with kidnapped NPC's, now apparently mind controled, enraged, and attacking the PC's. NPC's will attack until they are one good push away from a fatal side effect, and will take defensive actions after that. (Not really enraged.) Firebird will try to con-stun anyone who can follow a teleporter, grab next NPC players are protecting, teleport away with all kidnapped NPC. After all NPC's have been collected, firebird taunts that they will await PC's at their HQ. Back at HQ, battle royal, all NPC's attack, pushing powers and side effects. Anyone with mental awareness will realize that the NPC's are oing neg BODY, but, strangely, not dying. When last NPC has gone neg BODY, firebird will stop, appologize to PC's and explain that the NPC's were new, transhuman life forms. Like a butterfly from a coocoon, or a Phoenix reborn, their physical bodies had to be burned away by their own powers to release the Pure Energy Beings wihin. The PC's have assisted in the metamorphasis of a new life form. Challenge: Gary Seven, Roberta Lincoln, and Isis, or He's a suicidal soccer-playing inventor with a secret, or She's a ditzy gypsy widow who don't take no sh*t from nobody.

  23. No info on Standard Deviation on STR, but the modern Olympic records could be accomplished with a STR 20 with a 5-7 point push.
  24. This is over and above the Code v Killing? I would say it is at least a 20 point disad. Remember, if he must always attempt a non-violent solution, he cannot attack from suprise, ambush, set a trap, strike first, use an insurance shot, OR allow any teammates to do any of the above. What's a Code of Chivalry worth in our campagine? Restrictions would be simular, just different source.
