I remember the streets flooding in the Philippines whenever there was a typhoon or even a heavy rain. You could wade up to knee-deep in water. It's probably still like that when it rains.

 

But that's not unknown in the USA. Several years ago I had to walk to work in the rain, and while the water level wasn't knee-deep, it was above ankle deep. Burlingame spent a lot of time and money fixing the sewers, and the streets still flooded.
