That would be weird, no doubt about it, but with work I can see the core Traveler concepts working for fantasy. But it would take a lot of work to put magic in the mix. Of course, it's more than possible to use it in fantasy campaigns with little or no magic-use among PCs, such as LOTR (where magic is the sole domain of not-quite-humans like Gandalf and Galadreial) or Conan (where magic is almost an inherently evil calling). OF course, a fantasy-style campaign with no magic at all becomes a medieval alternate-history campaign.
