Too many hurricanes have been visiting the Bahamas lately. Also, Rarotonga has a mountain or two so the island is less likely to become a sandbank under the rising ocean level. I grant the validity of social questions and punt those out of my course scope, but I refer them (usually) to social science or ethics courses. About the most I would have said to this case is that I think robot ants would work better than robot bees for this particular application, because the flyers would be easier to notice and cause clear countermeasures from the human population. Have the department admin aide make sure that notification letter goes to the home (usually parents') address, not the local address. First time I had to do the formal process thing, we had a new admin aide, and not realizing she had a choice, without asking me she sent the notification to the home address, which happened to be in Montana.
