    Get the idea of what you want to do with the power, then discuss with the GM. In something trivial like this, I would hope the GM doesn't make a fuss.
     
    "If the desolidifed is a ghost, etc.. feel ghostly"   Not necessarily. I can easily think of reasons why it wouldn't. One such example would be a heat elemental. It's invisible to normal sight, desolid and if it touched something, it'd feel hot.  But your point was not missed by me.

    How about "The Sinister Syndicate"? This name plays on the idea of a criminal organization and includes the word "sinister," which implies something evil or threatening. It also has a nice ring to it and is easy to remember. Alternatively, you could consider "The Villain's Vices" or "The Malevolent Mob" for a similar effect.

    I find making Agents just SPD 2 makes everyone else more super! And I too thought 10’s were the Average Joe Baseline.

    I couldn’t agree more! I think the guideline should be create character. Slim down where appropriate then use  some of Goodman’s tips where needed to make concept/playable character.

    The way the groups I play with handle that is for everyone to limit their stats especially DEX and SPD.  Our normal SPD is 4.  A few characters like martial artists may have a 5, speedsters usually have 6.   Some characters like bricks may even have a 3 SPD.   Most agents are 3 SPD.  We also reduce the SPD of any published characters.  We warn people when they join a campaign.  It actually works really well in keeping combat moving and character functioning.  The lower SPD also reduces the need for END.
     
    If too many people boost their SPD, it will trigger a SPD increase for all NPC’s.  When the players know that they cannot win the SPD war most of them don’t even bother trying to fight it.  We occasionally need to warn new players of this, but they usually come to understand it is in everyone’s best interest to keep the stats reasonable.

    True but at the end of the tackle for game purposes is the tackled person still grabbed? More I think about it, a grab is required.
    Been done already. Ninja Hero 4th ed. Now giving it to Sledge is fun! 😁

    I'd go with Resistant Defense with a Linked LS(A Limited Self-Contained Breathing).
     
    You might also consider making a Custom Adder for Resistant Protection similar to the Affects liquids for TK.

    Ever consider bringing forward some of the old rules that were dropped along the way?
     
    Sometimes old discarded rules are brought back in the official rules, of course. In 6e we regained the Trip maneuver that was last seen in Fantasy Hero 3e, for example.
     
    The "Kick" maneuver, however, hasn't made it out of Champions 1e-3e. And although "Hold" was used in every non-Champions game from Espionage to Star Hero in the 2e and 3e eras, it hasn't been seen since. "Killing Blow" and "Flying Tackle" were in Espionage, Justice Inc, Danger International, and Star Hero but disappeared with 4e.
     
    Kick: -2/-2, damage x1-1/2, lands at the end of the following segment. So effectively it was another OCV/DCV modifier choice for a Haymaker like effect.
    Hold: -2/-2, both stopped. OK, hard to understand why this one stuck around so long, with Grab being better from a modifier perspective AND granting the opportunity to harm the opponent (which Hold does not).
    Killing Blow: -2/-2, (STR/15)D6 Killing. Nice to have a killing attack available for hand-to-hand combat in some genres. Meant to simulate bone-breaking attacks and the like.
    Flying Tackle: -2/both are prone, x1 STR damage and knock down. This one seems particularly reasonable, given that it's something any untrained combatant could attempt. I believe it's somewhere in Martial Arts now, but I'm not sure it needs to be locked away?
     
    Wow, they sure did like their -2/-2 back in those days!
     
    Have you tried bringing any of these maneuvers back for non-MA characters in more recent editions?
     
    More broadly, have you brought forward any of the other rules that were dropped along the way?
     
    How did it go?

    And this is a game so saying handwavium isn’t really useful. Even if the GM says the Mutant Cure affects everyone the same and in 3 turns you turn normal if way more useful info than handwavium.

    That's why I think it's a trap:  what does one mean by "average"?  Versus what the system declares?  
     
    The overall discussion of both speed and SPD is interesting, tho.  It goes to setting tone, too, so there's no universal answer.

    Designing an introductory adventure for newbies right now. I did all the characters myself so END is taken into account (weapons bought to 0 END where appropriate, END and REC all set to reasonable levels), but I removed any mention of it from their simplified character sheets. It could very well become a long-term slugfest (I am gating a bunch of MCU characters into a volcano arena in the savage land and dropping ninjas and giant frogs on them until they weep) but if so I will make noises about fatigue when I feel like it.
     
    Also removed SPD -- everyone is at SPD 4.
     
    I did the same math as someone earlier -- standard characteristic maxima put running velocity right at real-world Olympic record levels.

    As someone who has nothing but fond memories of many dates and nights out with that song in the background, I have never been able to appreciate why being "Rick rolled" was anything but awesome.

    Sorry for the super late reply.
     
    Modiphious is the company and they have several games sporting the 2d20 system beside Conan and John Carter.  Achtung! Cthulhu, Dune, Fallout, Dishonored, Homeworld, Infinity and Star Trek Adventures. Cohors Cthulhu is in development. 
     
    I really enjoy the Star Trek game. 
     
    I am running short on time and have to get on the road or I'll be late.  I will give rundown on the mechanics tonight.
