    @Duke Bushido, i absolutely agree that points in and of themselves don’t make the game.  However the games does uses points as a help to the GM, no? If a GM uses a prebuilt setting as the Western Shores as is from the book the problem is there. All I’m doing is showing context as to why someone would want points for equipment. 
     
    FWIW, I would redo some of the magic spells in Western Shores to distinguish them from mundane equipment.
     
    Also FWIW Markdoc had a pretty nest system of using Multipower for martial arts that was able to incorporate weapons into it.

    The same logic is much more applicable to HTH combatants.  I see very few Supers with weapon elements for ranged martial arts.
     
     
    Again, this is just as applicable to HTH.  The Move Through has -v/10 OCV and -3 DCV, as well as the damage caused to the attacker.
     
    The move by halves STR, imposes a -2 OCV and -2 DCV and has more limited damage to the attacker.
     
     
    We had Martial Arts long before we had rules to customize maneuvers. I would suggest those rules were designed with an eye to the existing maneuvers. We had Haymaker and Offensive Strike from 1e and, as I recall, both moved from multipliers to +4d6 at the same time.
     
    Can't a Speedster be a flying Speedster?  A Brick with a Martial attack with fMove doesn't get as much benefit as the Speedster, but he can close twice as much distance and still attack.  The Flying Brick is a pretty classic archetype as well.
     
    A Caution sign means assess the impact on the game. The same caution should apply to pretty much any "full move" maneuver in any case.
     
    I come back to the desire for a toolkit.  If you prefer to leave that particular tool in the box, that's your choice. However, it does not mean that the tool should be unavailable to those who may find it useful.

    No he doesn’t. His concept of leap plus glide is already a limited Flight. Seriously what is Leap but Flight based on Strength and can only go in a straight-line and must land in time?

    No he doesn’t. If he’s buying Flight with a restriction that it can only behave as a Leap/Glide limitation then he’s fine. He just defined how he restricted Flight. Just like buying Flight only touches surface can be used for Super Running.

    @Black Rose, are you looking at avoiding the gaze attack? IOW, if eye contact isn’t made then no affect? If so, how about a type of Block Maneuver? It could be based on MOCV vs MOCV. If the player successfully makes the Block the SFX is that the player avoided his eyes in time.

    Check out Dyson Logos. The maps are beautiful and he has a lot for FREE! The maps also usually have a small paragraph explaining them. Naturally you can not use it.

    We mostly ran our old FH campaigns out of AD&D modules* and never even bothered to change the names.

    And if you (which it seems you are) set up a campaign like that then there is no problem.  However if you run a game out of Fantasy Hero 4th ed- Western Shores  then the problem is there. The campaign has in its guideline thar all spell colleges take a -1 total in common limitation. Going by memory a solid 90 percent of the colleges have OAF, gestures and incantations, Side Effects and most importantly Requires Skill Roll. So the Fire Bolt is (I think) 2D6 RKA. So the spellcaster to cast a Fire Bolt has roll to Activate the spell (and you really want to not miss the roll) then roll to hit. If someone takes his Focus, he’s done. Someone gags and or grabs a hand, he’s done.  So now the spellcaster is spending at least twice the amount of points to be just as comparable as the archer. Naturally the spellcaster can buy WF: Bows but when points start to get thin and those points can go to a better roll where would you spend them? I’m just pointing out that campaign design does affect character choices.

    I also got a "lost world" vibe. But I was thinking more along the lines of modern exploration, like the current Tomb Raider games or National Treasure films. Hidden ancient items and "true history."

    A few ideas:  
    Middle of a college campus (particularly if the new super is young-ish and could be one of the students, though it could also be a faculty member if older) A car dealership.  Hey, easy to draw the hexmap, with lots of cars (new or used, up to you) to toss around or go boom.  The new super could be shopping for a new car when the bad guys approach him. Museum (you can get plenty of general floorplans, at least of all the public areas, online).  Could be art, natural history, tech, whatever is local for you.  In addition to saving bystanders, the heroes also have to be mindful of priceless items on display. Subway station (if the campaign city has subways).  Particularly if express trains are roaring through at the time of the fight. Airport.  Don't forget those fuel tanker trucks and fragile jets all around. I've got to take off for a bit, but will try to post more ideas when I get back.

    You could also flip the OP’s question around and ask “What if UNTIL was never formed?”
     
    In such a world, I suppose VIPER and other transnational criminal groups would likely overwhelm the defenses of many smaller, weaker countries as time passed. EUROSTAR might become the dominant force in Europe. The US would likely still have PRIMUS, and they might have become the model setup for other countries. In the end, there might be a few large power blocs similar to the Cold War era eyeing each other, each with their own super-agents.

    Isn’t the real value of Instant Change s that it helps your character get into the action quicker. If you have a Secret ID then you either have to doink around a phase or two changing clothes as to maintain Secret ID or risk revealing your ID. I remember an episode of Spiderman and his Amazing Friends with he lost his suit and almost got caught by Aunt May.
