Saban isn't wrong here but he's using deceptive language. TAMU did partner with a collective to facilitate NIL deals. Saban is just angry because Alabama state law prevented Alabama from doing the same for this year(The law was changed last month.). So Texas schools had a one year advantage over him, thus TAMU ended up #1 despite an 8- 4 record and Texas got to #5 with a losing 5-7 record. Next year will be a truer test of the system. Note that Saban says that he has no problem with players making NIL money( Kinda hard to object when by your own admission your QB earned more than $1 million in NIL money last year.). He "objects" to money being offered before the players are on campus(But not actually performing, Bryce Young got that money by playing mop up time for Mac Jones, he had 22 career passes coming into this year.). What Saban is more worried about is how rich these NIL deals could become. As currently structured, money for UIL cannot come from the school itself but must come from donations. Alabama got $1.96 billion last year, A&M however got 9x that at $18.0 billion. Texas at $42.1 Billion and Stanford at $37.8 billion lead the traditional football schools. If NIL donations remain proportional to general donations then Bama's days at the top are numbered. It's impossible to compete when there are more in just Houston Metro than the entire state of Alabama.   3. Same basic way that Phoenix lost. They couldn't make shots they normally make and Boston started making shots and it snowballed. The difference is Phoenix couldn't make from the start and Dallas got way in front in the 2nd quarter. Milwaukee was doing ok till halfway through the 3rd and the whells fell off after Giannis missed 3 layups in 2 trips.
  4. The only world I've seen similar to that is Academy City in the anime universe of A Certain Scientific Railgun/Magical Index/Accelerator. It's an artificial city set up by the world's clandestine magical community to monitor and develop the world's psychics and a few special mage children. The world of The Irregular/Honor Student at Magic High School is focused on the latest generation of mages in 2095 Earth. While there are a few adult powers around, the latest generation has seen the birth of Strategic Mages who are one person WMD's and the arms race developed countries are in to train and recruit them. Crunchyroll has both series on for free(with commercials) if you're interested.

  8. Though I hate the Power in general, this seems like a textbook use of Chang Environment. Get the extra END from a UBO END reserve tied to the location.
  9. No, Invisibility and Duplication are Powers. There have a set effect in the rules. SFX are the non-rule descriptions of said Powers. So you can say that one Invisibility is "moving too fast too see(maybe with a blur streak fringe) and another is being transparent to light and another is being slightly out of time-synch with the rest of the world. All are valid SFX but in game terms all are Invisibility. You don't have to have super-speed, or light or time Powers other than that Invisibility though it would be strange not to share that SFX. Determine your Powers and unless they're really really out there, your SFX are just wrapping on the candy.(Subject to GM approval of course)
  10. If there was no Champions but other publishers had filled the void? Probably either Gurps:Supers or SuperWorld. SuperWorld had the most flexibility but no support beyond the first product. ( I loved that you could make Firestorm or Voltron with the ruleset with no modification. Duplication:Reverse) Gurps had the support and would most likely been the market replacement for Champions. I nevr got into V&V but I never actually saw a copy of the ruleset until I'd had 5 years with Hero.
  11. You answered your own question there. If it's an SFX for + PRE, then the Power you need to buy is PRE.
  12. If it's not required, then I doubt these examples will ever come up outside of a power armor/mana well type character. Give me the SFX of the End Reserve and I'm halfway there on the SFX of the Drain. Will that apply to your GM Villains and NPC"s equally?
  13. Bauer is a disturbing case. While I hate to do anything that borders on victim blaming, he avoided the latest criminal case not because he didn't do many of the "rough sex" acts alleged but because he had evidence that his partner had requested those acts via text and she came to his house for them. Faced with those facts the judge had to find the acts consensual. But that raises doubt about the other accusations. There is a chance that those accusers also requested "rough sex" and regretted the extent after the fact but in this case he has no texts to support his claims. What evidence will the women have that the interactions were nonconsensual other than their word against his? The fact that he has been shown to be honest in a similar case would seem to boost his credibility somewhat but Baseball is in a tough place here. Apparently they feel that they have enough to support their guilty judgement from a legal challenge.
  14. Will this END Reserve be required as a campaign setting? If it is, then it'll become a points tax, if not I doubt it will be widely adopted. If everyone has battery powered power armor then Drain END Reserve will quickly replace Drain END.
  15. Yes. I'd be concerned. I'd hate to see the value of my home and the quality of my neighborhood go down. If you want to beef up the penalties on property maintenance..., well you can try. But you risk the government becoming an HOA for the entire city. I can't see that working well. But as a Black American, I've been on the targeted side of this debate all my life. The main cause of the wealth disparity in this country is laws like this, which have denied the generational wealth of inherited property through housing laws and property devaluation. Repeating the cycle of oppression is not the answer. But the economics of "white flight" aren't nearly as forgiving as they were in the 50's and 60's. To put it plainly, fewer people can afford to move, so they'll have to live with the changing neighborhood dynamics. . I think if we're going to continue this conversation, it should be in the Political Thread. We've been civil but we're probably over that boundry.
  16. So, my old neighbors move out and new tenants move in. Sounds like a normal neighborhood progression over time. Whether or not I get along with the new folks is a personal issue and any unruly behavior should already be covered by criminal and property laws. I can't think of a single example where this new ordinance is anything but an attempt to maintain status quo in property valuations.

  18. If it's a really wealthy area, I can see how it got started. Some entitled person ran into one of "those people" (doesn't have to be racial, just someone who looks too poor to live there), there was an incident and when police were called, there was nothing they could do because "that person" was a legal resident. I can even sympathize somewhat if this is a rampant issue and property values are being destroyed by the new inhabitants. But like I stated before, this keeps 2 couples from sharing a deceased parent's home, 2 parents can't take in their live at home child's SO until they can get on their feet, that Ukranian refugee that you went to school with and his wife are SOL even though you have plenty of room and many other cases. The unanimous vote means that all the people who "matter " in the city are behind this or there are some strong financial incentives somewhere. The issues of upkeep and remodeling are irrelevant here though. A person can live by themselves and let the property go to hell, or a family with 5 kids and grandparents may need to make 4 bedrooms into 7. Those are individual landlord/tenant issues not matters of city ordinance.
  19. It's far more effective than any Power short of actual XDM. Even those targets that can free themselves will be hampered for 2-3 Phases in many cases(X meters of even dirt or sand is still pretty tough BODY-wise) and as you say is a potential death trap for many. And isn't that the point for the OP's original organization. Plus, it's far more likely to be relevant. There may not be any truly threating hazards to fly/swim/run/teleport into, but there probably will be ground.
  20. There's so much wrong with this. This forbids groups of 4 or more students, 2 couples or even a family of 3 and a boarder from living together. That unanimous vote tells me that some kind of housing deal is going on with big kickbacks to the city council.

  22. Stealth costs Points, being Mute is a Limitation. You can call out to people when you sneak up to them quietly, just like that invisible to sight person can start twirling a flag to attract notice. This is one of those cases where we can use RL examples.
