  2. Re: U.N. Armament Entirely by design. The UN wasn't formed as an organisation that would have an army. Member states are considered responsible for their own defence and for interventions. The UN simply provides an umbrella under which that can happen. It's meant to promote cooperation and provide legitimacy, not actually provide the forces and C&C. I feel that if it had its own full-scale army that it could use under its own banner... well, for one, who would pay for it? For another... it would fundamentally change the role of the UN. Not that it seems to have been too successful in that role. However, the US can't really blame it for that. That'd be kinda like shivving a guy and then complaining that he's bleeding on you.

  4. Re: U.N. Armament AK47 isn't just cheaper, it's also more reliable. Not that the M16 is unreliable, they just made different design decisions. It's a weapon that basically can't be maintained for too long without training in how to strip and clean it. The AK47 can be used by illiterate, uneducated peasants, with minimal training. The price is also reflective of how many there are, and that the manufacture is much, much cheaper. Fewer tiny parts, much greater tolerances in design, standardised manufacturing process that hasn't changed much in 60 years. One area it does get let down a lot is the ammunition. While the weapon itself is hard to make badly, the ammunition is a crapshoot. Rounds might be too smoky, not powerful enough, even more inaccurate at range than the gun is anyway (not that most people using it are exactly marksmen). Not the only gun that gets that, of course (one of the reasons the M16 was a letdown in Vietnam was because top-quality ammo was used in the trials, but not in the field), but being the third-world weapon of choice, ammo quality control tends to suffer pretty badly.

  15. Re: WWCYD: Lethal Force is Authorized Haze is an ex-assassin, and as such, tries not to kill, even to the point where he'll put himself into more danger by not killing. One rule he has, though, is if the other guy is trying to kill, he stops pulling his punches. Like Snow Leopard, as soon as the aliens started killing, Haze would be into lethal mode. Jacob al-Duri is a PRIMUS operative, and has something of the superhero code (he also has mutant powers). He doesn't kill... unless lives are in danger and killing is the only way to stop it. After seeing that, indeed, killing is the only way to prevent more casualties, he'd kill. Time to break out the heavy armaments. Kid Dynamo is a child, idealistic, and Will Not Kill, Ever. There's always the Jennifer Government option: that the government provides only a nominal fee for prosecution, not nearly enough to actual nail anyone with decent defence. In order to actually prosecute offenders, they prosecution relies on donations, usually from the victim, or their family. Thus, poor victims get ignored, while rich victims can buy justice. This is more analogous to the medieval situation, where peasants couldn't hope to get justice against nobles, but nobles could extract it from other nobles. A simple fine is... well, wergild was never that simple, really. And not really compatible with today's notions of individual rights.

I'll bet if the bad guy gets wind of this, though, he'll lift his spell. Haze: not a government type, would leave it to them, while stocking up on canned food and shotguns. And chainsaws. Protect those he cares about, screw the rest. He has something of a conscience but is not a hero; he's not out to save the world. Jacob al-Duri: has very similar methods to Haze, but is more heroic. Is also a government type. He'll volunteer to deliver the $50 million. No ability not to. The plan, though, is to delay the guy long enough to destroy the bodies, then take him out. The money's just a delaying tactic to give everyone else the time to render the dude harmless. Jacob has the ability to put people in a brainlock (he has electrical powers with fine control more than destructive ability), so that's a last resort -- no telling if the guy can resist it. But it's a reason for him to be the one to deliver the money.
  21. Re: WWYCD: So Long, And Thanks For All The Fish... Well, obviously the dolphins haven't left under their own steam. The team wouldn't have left, if that were the case. Either aliens have scooped up anything called 'dolphin', or some trickery is involved. Foxbat is suspected. Kid Dynamo (Legacy hero, powers similar to Jolt from Thunderbolts) isn't appropriate here. She'd try to help, but just doesn't have the investigatory ability. Haze (ex-hitman, now hero for hire), if hired, would look into what else dolphin-related has vanished (heroes, businesses, etc), and try to find out who has the resources to extract and store that many dolphins. If it's magic gone awry, he can't really help, but he has contacts who might be able to. Jacob Al-Duri (a senior PRIMUS agent) would be concerned if it had national security implications. He's not based in Florida, but would at least look into it. Would advocate much the same procedure as Haze, but wouldn't be primarily involved unless there was a local connection.
