    I say the GM build an average 6-shooter generic handgun as the base. Then build it again without the Charges limitation but with the Reduced Endurance (0 END) advantage. The difference is what everybody pays for not tracking bullets for up to 2d6 RKA. Any firepower above 2d6 and you need to track them bullets.
     
    Note: this can also be used for Endless Arrows and Endless Throwing Knives. Except of course, both cost endurance as well as charges.

    I just bought off the charges limitation, because that effectively negates ever worrying about running out.  Lucy Lucia loads her guns, but its just a special effect; she doesn't actually need the bullets

    It looks to me like just a low end Life Support vs poisons (minor food poisoning) as you say, maybe 1-2 points.  Not enough to save your life from strychnine, but able to survive eating that half-chewed coyote you ran across in the plains after starving a week.
     
     
    Well to me that's more of a setting rule than an individual thing.  Either characters run out of bullets in this campaign, or they don't; everyone.  Because no matter what you price it at (more on that in a moment), every player but the big boxer character who uses his fists or the slick knife fighter is going to buy it; if its available why they hell would you not??  Six shots is a pretty severe limitation on firepower in a gun battle, its why cops bailed on their wheel guns in the 80s no matter how reliable and trusty they were.
     
    This is the biggest gun anyone is likely to wield in the game:
    Enfield Pattern 1853   3d6+1 RKA (50 active points) 6 charges, recoverable: -¼ limitation (10 points) "it shoots through schools"
     
    The Maxim is even worse, but it has so many rounds that it doesn't even get a limitation from charges, so it wouldn't cost anything.  Plus, good luck running into one.
     
    The M1857 12-pounder is a cannon, not even a crew served gun so it doesn't count.  Unless you're that giant from the Harold Lloyd film carrying a gun around on your back, I guess.
     
    So if you really wanted it, 10 points is probably a decent price.
     
    So decent, like I said, everyone would just buy it.

    Character has an uncanny knack of buying and carrying enough ammo for whatever lies ahead, and habitually has more than enough on his person at all times.  He has casual-- almost  nervous--l habit of loading his weapon, even when going to bed.  Any time he thinks his gun might come in handy, he will, by unconscious habituation, load the gun.  Is one hand shooting?  The other is fishing for bullets.
     
    Price to taste.

    Sounds very dark.  Two different evils, both justifying themselves.  If I ran a campaign like that, I'd make the player part of a third group that was trying to create Steam without expendable workers and Agriculture without slavery.  A 'new beacon' or 'shining light on a hill'...
     
    Perhaps Lincoln would be a founding member.

    Basically the Unlimited Closet is a special effect.  There is no set in stone "Unlimited Closet" power. This is a special effect.  Ask yourself what you want it to DO. Once you figure that out, then build what you are planning to do with it.
     
    Note: if this is a character your building, note that you won't be able to do everything with it from day one. Save up those points, add slots to your Multipower over time, keep on finding new uses for your powers. This is something eventually all superheroes in comics do...find new ways of doing things either using their powers or abilities because a new writer thinks up something. In the game, you and the GM are the writer/editor of the comic.

Extradimensinal Space (Advance Player's Guide 2 pages 27-28) is useful for stowing away stuff. Object Creation (APG2 pages 32-34) is perfect to pull out harmless objects out of nowhere. Anything else can be either a Multipower with OIAID or a Variable Power Pool of some kind.
     
    This is a complicated special effect. It has to be put in stone before the player abuses it. Still, someone with a bottomless hole of extradimenitnal space can be an extremely powerful being.

    This is a lesson in censorship and specifically not allowing your children to become addicted to comic books about mutants. After suffering cancer and becoming bald through chemotherapy, Alice Judd was given comics to read and became obsessed with one about mutants. Their leader was also bald and disabled which gave Alice a real boost. What went wrong was that she had the comics in order and mot immediately up to date so she followed the story from the beginning. What then happens later on when said leader of the mutants dies at the hands of his pupils ? Alice suffers a breakdown. She became convinced she was the leader reborn, after all did he not have a sister ? And as the message was always one of redemption of even the most vile of their enemies did this not also fit ? Alice has renamed herself Savant Y in honour of her fallen hero. Her mental powers are a little bit limited at present but as the leader's spirit gets used to the new body they will grow, you'll see.
    Alice does have mental power through her genetics or the chemotherapy, who knows ? She is wanted by the police and her parents who just believe she has had a breakdown

    Envy Salvail was a fashion model renowned for her beauty and also for fits of jealous rage with her fellow models. Her outbursts were infamous and added to her notoriety, but also lost her some jobs. Her life changed when she was introduced to Sebastion St Laurent at a party. Unknown to most was that St Laurent was also known as Le Don a mutant with the power to unlock superhuman abilities in others. He eventually revealed this to Salvail and offered to try to gift her an ability. She agreed and she gained the power to channel her jealous anger into others forcing them into irrational behavior and even violence. At first she just used this to sabotage her competition and rivals in the modeling world, but under Le Don's influence would eventually turn to a life of crime. She would then join up with his other "creations" in the villain team called Eurotrash.

    I would probably name him El Concqestdor del Rojo ("The Red Conqueror"). He is primarily a tech theith guy, as he needs "primitive" technology to adapt to his own knowledge and needs.

    Enemies
     
    M&M Atlas Of Earth Prime had an idea that might fit.  In it there was a city from another dimension called Dominion, fleeing from a war torn world.  When the city showed up above a rural area in Canada, it attracted the attention of Canadian Heroes.  Which was good as the city was VERY high tech, and one person on the council and guard though they should as a result take over this planet.
     
    Lets adapt this to NA.  The tech in NA is anywhere 100-200 years ahead of modern times, and as a result there are some who feel that this allows them the right to rule others (for their own good).  One member of the Council went even further and stole many items of tech and engineering and went into the outside world with the idea of taking it over for its own good.  Since then he has been banished (and the nanites in his body have been tuned so he can not return).  
     
    Now he tries to capture Librarians so he may take their learning as well as stealing tech from the outside world.  Right now he is building his power base, but one day he will return to take over NA and then bring the world into the paradise it can be under his guidance!
     
    Bonus marks if you can tie this to Prof Muerte!

    OK, I'll have a go:
     
    Mary Blake
     
    Mary's been it all: Prostitute, Madame, Fence, Hack Sawbones, and on occasion, Killer. She made a pretty fair chunk of cash over the years, too, and when she moved to Champion City a few years back she bought a nice saloon and figured to go straight for the rest of her days, living off the proceeds. As Mary Worthing she kept the liquor straight, the gambling honest and the girls clean - after all, she knew all the tricks. 
    But her past caught up with her. There was a warrant for her arrest in Virginia, and while that didn't matter here in the Territories it got a bounty hunter on her trail. He botched the capture and Mary shot him dead, but her previous existence was revealed to the folk of the city. The "good folk" of Champion City (many of them regulars at her saloon) turned on her, and burned her out. Mary got on a horse and left with a rifle, her working gear and the clothes in her back - and the lives of both the town sheriff and mayor.
    Mary joined up with the group outside Deadwood, when they had a bit of a dustup with the local hard men. She set a few bones, pulled a slug out of the boss and generally made herself useful. She's now their background specialist - logistics, selling stolen goods, medical help, she's the go to. And a dead shot with a Winchester.
    New Group: Vegan Rising
     
    Greenpeace? Bunch of pansies. PETA? Nowhere near radical enough! Vegan Rising demands change - right now! No more killing of animals! No more pollution! No more clearing of wild lands! And if you do any of those things, we'll kill you on the spot!
     
    Vegan Rising may have had good intentions to start out, but they sure as heck don't now. Five members.

    At first the citizens of New Alexandria were fine with all their advanced knowledge and their continues progress over the decades.  Then came the Spanish and the leaders of NA realized that the world had progressed over the last 1000 years.  They were still more advanced but they needed to get caught up with all the new knowledge.  So a set of Special Operatives were set up to go out and gather any new knowledge and bring it back to NA to be incorporated into the Library.  At first progress was slow as they had to go through Spanish and Portuguese Colonies which limited their movements.  But soon there was a steady stream of information coming back into NA and they were making regular advances in Science, Math, Philosophy and Engineering beyond that found outside in the world.  Now the Library at NA has copies of EVERY BOOK EVER PUBLISHED regardless of country.  And the Librarians still go out and gather today.
     
    This was inspired by The Invisible Library series by Genevieve Cogman.  It is a good series and the Librarians come across as a mix of savant mixed with a large dose of James Bond and Sherlock Holmes .
     
    These librarians should be similar to a HIGHLY trained Until Agent (200 pts +) with similar equipment.  Some would even be close to Super Hero levels!

    My real life base is a combo bedroom/kitchen/living room, two closets and a bathroom. It costs me $550 per month + electricity. It is situated on the second floor on top of a garage space/storage space (which I don't use). I doubt it would cost me more than a single character point. It is within walking distance to my work, and to Downtown West Alise, Milwaukee, Wisconsin. I'm also in walking distance to Miller Park Way, West Milwaukee, Milwaukee, Wisconsin. 
     
    I mention this because, well, have you looked on your character sheet? Have you payed character points for your base? Mine cost money, and is not listed on my sheet.

    The typical 2020 personal computer with internet connection only will cost real world money. It gives a simple roll to find information (and misinformation, but it is up to you to figure out which is which), and no roll to play off line games (and an ordinary System Operations roll to install online games). There is nothing prebuilt inside the computer itself which can tell misinformation from information. A hacker could use it to hack various systems, but it is not designed for hacking (-10 or smaller penalty depending on the gm).

    Reminds me, in one game I was in, one of the PCs was Deliverance, a brick with an inbred mystical bent which came from a hidden village called Mystic Mountain  somewhere in the Aplucation mountain range. It is deep in the mountains and guards gateways to other realms. Men are mostly bricks, women are mostly mystical energy blasters, othoe variations are not unheard of.
     
    Also, othoe they seem like sterotypical hillbillies, they predate the founding of the United States and may even predate the Native Americans/First Nation people. My favorite member was Granny Whamie, Deliverance's great grandmother who is an extremely powerful spell caster and made Deliverance's Granny Whamie's Whamie Bag (an excuse for Deliverance to have a 15 or 30 point Variable Power Pool, used mostly to augment his existing powers or give him some new protection when he needed it).

    30 Ghosts
     
    Fang Lui is the sole survivor of the Hell's Canyon Massacre which saw thirty Chinese miners gunned down by a gang of outlaws. The gang escaped justice purely because of racism. This caused the vengeful spirits of the thirty slain miners to possess Lui and he proceeded to hunt down and brutally murder the outlaws. Now a wanted man he fell in with the Nine purely to survuve. When not dominated by the ghosts Lui is himself a peaceful man who does not wish to live a life of violence and crime, but the spirits overwhelm him and the Nine is able to channel thier collective hate towards the Champions. Lui has supernatural strength and is virtually indestructible when controlled by the ghosts, but he does have a weakness to gold which was the very substance that led to the deaths of the miners in the past.

    The character with this power advantage will automatically hit unless the victim can make a roll of DCV + 3d6 - Attacker's OCV - 11. The victim only gets to roll if he is somehow aware of the attack or is taking basic defense stances. This is a +1 Advantage, with an additional +1 Advantage if the power also has an area of effect, Indirect, and/or Invisible Power Effects advantage, or is a mental power.

    This renegade member of the cavalry is capable of duplication so that he can appear as a number of cavalrymen who all appear as different people. He also has the extraordinary ability to duplicate horses as well but he must be mounted as well when he does this. He prefers to use a rifle but can mix it up close and personal as well. He is a fair master of military strategy. It is thought that he can also create illusions of more people but this is wholly dependent on the number f duplicates he creates. The more duplicates, the more people in the illusion.
    He is not keen on The Grey Man, Bloody Star or Indian Mike but he has seen worse.

    He's polite even when he is killing you. Dressed in buckskin, a headband to keep his hair out of his eyes and what can be best described as moccasin boots he also has a bright smile as if advertising a toothpaste product. Although he can use a spear or bow and arrow, he tends to use guns, tomahawks and what amounts to a Bowie knife. He is an excellent tracker and understands English, French and Spanish but will not explain how he knows them. He can scalp people but he only does it to aggravate people rather than to take a trophy. He is also a lady-killer in all meanings of the phrase.

    U.S. Marshall Dale Booth doggedly pursued outlaw Jesse Cutter into the desert wastes, but when he rode back into civilization he was changed. His first horrible act was to slaughter the entire population of the small town of Snake Hill. Tales were told that he now only travels at night, can draw his gun faster than any human, dodges bullets and drinks the blood of his victims after slitting their throat with a straight razor. He still wears his Marshall star now permanently stained with blood. The other members of the Nine give him a wide bearth but can't deny his deadly skills.

    I second this suggestion. If this were pulp, of course they would still be lily-white (even though as Greco-Egyptians, they wouldn't be.) But I assume you're not doing a period piece. So go all in on the cultural fusion. Native American-looking people who speak Greek and worship Sarapis and Hermes-Thoth!
     
    Speaking of Hermes... just tech, or does NA have magic, too? Or a fusion? Clockpunk magitech might be fun. Clockwork or steam-powered automatons carrying lightning arcoballistae? Though you might intend to keep a more traditional Kirbytech, if you intend this to be a source for PCs. That's probably more accessible to most players.
     
    (Though if you go magitech, I recommend stealing liberally from White Wolf's Exalted game. Books of Sorcery, Vol. 1, whose name I unfortunately forget and is currently in the basement.)
     
    Or maybe there are rival factions, tech and magic. If in opposition, Kirbytech versus Ebyptian-themed super-sorcery, automatons versus mummies!
