    Of course he can be attacked with Mind Control. Takes No Stun only affects his ability to take Stun. Also, if an Ego Attack (Mental Blast in 6ed) with the advantage Does BODY affects him he will take BODY damage. 
     
    A mentalist feels like his blast hits a 'mental wall's. Unlike Invisible to Mental Senses he still senses a mind where he is standing, it is just that he can't penetrate it with his Ego Attack (Mental Blast).
     
    Only attacks which would affect STUN would be affected by Takes No STUN.

    Bravo! A trifle longwinded but pretty close to perfect.
     
    While you can use other mechanics, using Invisibility, the specific mechanic being desired makes things much simpler.
     
    Why? Because it is an absolute. If you buy off the fringe, you will be invisible to everyone who doesn't have an Enhanced Sense you didn't cover or to those you chose to allow a loophole to. You choose to have a limitation that fits your SFX and that makes the power work as you want it to.
     
    Using Mind Control or Mental Illusion, can work but introduce so many points of failure. 
    -The value of the command depends on the circumstances and the target. It shouldn't be harder to fool a guard at secure sight than the kid taking tickets at the cineplex but it is.
    -Expense. You're gonna need a 6 DC's minimum with AOE to walk through a crowded room of people who aren't alert for intruders. Hope there's no one with a 13 EGO there like a noisy reporter or off duty cop.
    - Failure. Those targets of Mental Powers get Breakout rolls. They also see you until you before they enter and after they leave your AOE(good for dramatic scenes, terrible for being undiscovered) Also you could just roll bad(fixable with standard effect but that add more to the expense)
     
    Invisibility avoids all of those.

    The idea of a mental command of "you don't see me" can work as Mental Illusions, Set Effect. In fact, it is in ok cause powerful mentalist will not be fooled by it but mundane people will be.
     
    Another form of "Mental Invisibility" is being invisible only to mental senses. Sure you can see him, target him with a gun, etc. But trying a mental power on him will be close to impossible unless it has an area of effect. "His mind is cloaked" usually is the explanation. Of course using mental powers on the villain is not 'impossible', but the character will be firing blind at the character.

    Lady Heart: Rob would be cautious, but wouldn't exactly be eager to fight (s/he thinks if s/he resorts to violence outside of self defense or the defense of others is wrong). Rob would probably think it might be one of his magical enimies (maybe Incubus or the Dark Kingdom from Sailor Moon or Dark Agency from Salor V). Which is more likely Zoicite in disguise. 
     
    Sunburn: He is in semi-retirement and a public identity, so of course a shape changing mutant would assume his identity. But can the ganger be able to mimic John's powers of light absorption and emition? He'll find out soon.
     
    Sailor Titan: Not a Champions character but created for a Amino roleplay. It would be likely be either one of two things.
     1) Her younger self using Sailor Pluto's Time Door to pay her Crystal Tokyo self a visit.
     2) A youma created to discredit Sailor Titan. 
     In 1 there will be no fight at all. In 2 there has to be a fight.

[fires different gun.     Reminds me of Toy Boy, a idea villain of my creation who is supposed to be a kinda homage to the Superman villain Toyman. He has his face and neck scared by acid (ruining his vocal cords), and has a permanent creepy smile on his face. His mask includes a pull string which allows him to talk while wearing the mask and pulling the string.

    First buy the limitation Physical Limitation: Mute. Then buy off the limitation with the limitation OIF (radio necklace). As for other radio speaking, you have to buy the Radio Transmit power separately.

    Doctor Samuel Griff is the Plauge Doctor, a biologist specializing in diseases and viral pathogens. Once a doctor general to a small dictatorship, he was marked for death by that dictator for warning his people about a serious plague striking his people (who the vain dictator had no real attachment twords). He injected himself with a general anti-plauge serum he developed before being injected by the same plauge the dictator hoped would devastate his country's poor, he became immune to all diseases but a carrier to various diseases. After killing the dictator and his corrupt cabinet, he developed a containment suit to protect others from himself, unless he wants to infect them.

    Theam: The Hallows are a cable of spooky villains and anti-villains who get together to keep the status quo in the current superbeing universe.  They can do big good or big evil as they wish. All they care for is that the level of supernatural and non-supernatural remains the same in the world as they started. They are opposed to the Devil's Advocates, who want to increase the flow of mana in the universe.  But they also oppose other cables who want to totally eliminate the mana level of the world also. And they are free to use any means necessary to fulfill their goals.

    The first member of the Hallows is Doctor Abracore, the founder. He was originally a stage magican who was secretly a powerful mage in his own right and a superhero. Till one day getting wind of a plot of the teams leader Omega to seal away all magic in the world. He rebelled against the team, arguing that not every mystic and mage and monster were evil and deserved to exist. But Omega wouldn't listen. So he opened a portal into Farie and sent him through and locked the door. Then he gathered the other members of The Hallows to enlist their help in keeping the status quo.

    Shortly after Doctor Abracore recruited Hundun, the pair found a reference to a being of "great power and darkness" in some old manuscripts, supposedly locked away under a Buddhist temple in Cambodia. Travelling there, they found the temple had been abandoned years before, in the Khmer Rouge period, and they cautiously sought out the prison beneath.
    The mystic wards were all but collapsed, and it took little to no effort to release the being they sought. What they found was a ball of pure darkness, but as they released it it coalesced into the shape of a woman with raven black skin and eyes. She explained that she was the Darkwalker, the guardian of the darknesses in the world, the blighted places and corrupted creatures that stood in the shadows of the earth, eternal enemy of the Lightwalker, locked - until her imprisonment - in eternal battle to maintain the balance between light and darkness.
    Darkwalker found the purposes of the Hallows to her liking, and has joined them. She possesses a number of useful abilities, to go into an amorphous, intangible "shadow form", to create constructs of shadow essence, and to teleport from one spot of darkness to another in the blink of an eye. (Doctor Abracore suspects she has greater powers still, but is deliberately holding them back for her own reasons.) One thing disturbs her greatly - while she was locked away for 300 years, Lightwalker appears to have done little, and is conspicuous by it's absence in the world of superheroes and mages alike. She is unsure what to do about this.

    i had a character several year ago who has a magical deck of playing cards that could be used as weapons. Mechanically, it was built as two linked Mutipowers. I (the player) drew a card whenever I wanted to attack, and the value and suit of the card told me what powers would be active.

    There are various arrowheads in real life, including blunt heads which are designed not to penetrate but instead do kinetic damage. In fact, enjoy this small chart of them.
     
    Note: while technically for arrowheads, one could imagine them for dart tips and other types of non-gunpowder ranged weapons which are not arrows or daggers (who ever herd of a blunted tipped throwing dagger without a tapered end?).

    1 comment I agreed with was that that was the job of the DNPC to stumble,investigate, piss off the wrong people,etc....

    I think I know what he means.
     
    Limitations affect powers, and should be priced based on how they affect the power they're applied to, generally without regard to other things the character can do.  For example, if Superman purchases a hang-glider (10" of Gliding, OAF bulky, big turn mode, lots of other restrictions), then he still gets the full value of the limitations on the Gliding power, even though he's got 50" of Flight x250 noncombat.  His Gliding isn't more expensive just because he's got a backup power that's just as good if not better.  He's paying points for both powers.  His limitations don't become less limiting overall just because he spent more points elsewhere.
     
    If Captain Swordsman has 5 different magic swords, each with its own weird limitations (only affects evil creatures, only vs vampires, does not affect those blessed by a priest, only vs dragons, etc), it doesn't matter that he's got backup weapons.  Those limitations are still real.  He bought each of those weapons individually, and they all cost points.  He shouldn't be paying full price for 5 different swords.  That's way worse than just paying for one sword that does everything.
     
    Now... there are certain circumstances where a character is obviously designed with powers that negate his limitations.  The Mind Mole has 10" of Tunneling through 10 Def material (with the ability to close the hole behind him), N-Ray Vision, and an Ego Attack.  His tactic is that he tunnels down into the ground, looks up at you through the Earth with N-Ray, and then brain-zaps you over and over again.  He has an OAF magic wand that lets him do this, and an OAF magic hat that gives him 30 points of Mental Defense.  Unless he runs into a very specific enemy build, his limitations will probably never come into play.  This is a situation in which the GM is justified in saying "I can't think of any way this limitation will ever come up, so for you it isn't worth any points".  Doctor Destroyer's powers all come through his armor, but because it can't be damaged and he never takes it off, he doesn't get any points back.

    It sounds like we are getting into specifics.  So for what it's worth:

    Samurai Jack's magic Katana had this exact limit, The sword worked fine on inanimate objects and animals, just not against the truly good.  It comes up like half a dozen times across multiple seasons of the show (Once when an evil clone tried to use it on *him*).  As such I think *he* maybe got a -1/4 for the limit.

    I had a player that ran an Angelic PC for years in a Champions game that had a "smite" type power which only affected "the Guilty".  As the character was pretty christian it worked on those who were guilty in a non-denominational religious sense and it didn't work on robots or inanimate objects (Or, to her frustration a couple of zealous fanatic villains she kept running into).  She got a -1/2 on it as it affected *most* of the enemies she ran into but there were enough robots and such running around that it limited the power a fair amount.

    To take another tack: In the Film Excalibur, the titular weapon shatters when King Arthur strikes Lancelot with it.  It refuses to harm a good and holy man (which Lancelot still is at this point of the story) and can only be repaired when Arthur repents for misusing the holy weapon to win a fight out of pride.  The fact that mis-using the sword can break it probably does raise this to a -1/2 or even a -1.

    It is a limitation, NOT AN ADVANTAGE. Just because there are 'advantages' doesn't make it an advantage rules wise. I say the way you explain it, -1/4 limitation. But I personally would value it at -1 because it will only cut the extremely evil. As in physical embodiments of Demons and those who sell their souls to them.
     
    I know what your saying, but there is the thing that it can't be used at will. Sure, you can swing the sword any time, but it only damages evil.
     
    If you want to be disarmed but your opponent can't use the power, then it is an Obvious Assesable Focus which is Personal. If the only way to remove the sword is to knock the character out, then it is an Obvious Inasessable Focus which is Personal. 
     
    But why can't it be an advantage, you ask. Because limiting the target of an attack power is Always A Limitation. Now I know "a limitation which doesn't limit is not a limitation". That doesn't mean it becomes an advantage. If you don't want the sword to be taken away or disarmed, you simply do not buy it with the Focus limitation. It doesn't become an advantage all the sudden. That is by the Rules As Written.

    A whispered warning is another power (Enhanced Senses: Detect Evil) and not an advantage on the sword.
     
    As for the knowing what the OP wants, that is based upon the original post. Like I said, it doesn't affect the value because that has to be discussed between the player and game master. If it was just me, as the game master, I would value it as -1.
     
    By the way, I like the sword whispering the fact on what is evil to the user. If it does so at command it is a power.
     
    Have you ever thought of creating the sword as a computer, and buying that power on the computer's sheat with "Usable By Others"?

    I'm certain of what the OP asked. It is not my fault that he didn't ask it correctly.
     
    It is a limitation because it limits the targets which can be affected by the power. It doesn't matter if the player of that character only uses it when he is sure it will work or not. Bullshit like "it's an advantage cause it can't be used against the heros or the user" is not nessisary a given.
     
    Now how much that limitation is worth depends on certain things. Does supernatural evil exist? Does it affect the insane? Does the character have the ability to tell who is good and who is evil? Note: stabbing people with the sword to tell who is what is not the way. In fact, the sword might just turn on the character, cause stabbing people, even if the good can't be harmed, is an evil act.
     
    I would say in a normal campaign, without a way to tell who is good or evil, and that supernatural evil exists but your more likely to face VIPER agents than the Four Horsemen of the Apocalypse, then I'll have to give it a -1. But as a game master I make sure to work into the campaign DEMON, Black Palidan, Tailsman, etc, to the game world and campaign.

    Inspired 100% by Ninja-Bear a few posts up, A pair of "villains" showed up in my last few Teen Champions sessions: "Mista Finsta" and "The GOAT" (Greatest Of All Time).
    They are a pair of 15 year old mutants that are using their powers to become internet stars.  They are social media influencer wannabes that are committing very splashy crimes and posting them online for the attention.  They haven't taken anything expensive and no one has gotten hurt (yet) so they are low on the authorities priority lists, but their antics have spilled over into the personal lives of my PCs.
    Mista Finsta is a teen-hero level speedster with some social media skills, and is honestly the brains of the operation, but is totally over-awed by his partner
    The GOAT (not Goat, The GOAT!) believes he is the best at everything he does, and his powers have even fooled him into thinking that's true.

    Mista Finsta is a pretty generic speedster and I'm basically re-using El Salto's stats from the 5th edition Ultimate Speedster with all powers being "Speed" themed, dropping the Skill Levels (a no-no for most Teens), a couple DCs and with a few other numbers tweaked.

    Background: Izan like to maintain an image as a hardcore, street smart, man of action.  In actuality, he grew up in a posh suburb of Horizen city with his middle class parents and 2 younger sisters.  Already obsessed with the personas and lifestyles of Online Influencers, he now feels like it's his obvious route to the money and fame that will inevitably follow his physical and mental "perfection".  He quickly made friends with another aspiring Teen internet personality in the person of Mista Finsta and the two of them are sure that the next stunt will be the one that makes them go Viral!

    Personality: Ivan feels like the development of his powers was the day his ship came in.  He truly believes that he is in fact the best at everything.  Compared to most people his age, he is and he has never really thought through the implications of his abilities.  When encountering Teen Heroes he will present himself as totally out-classing them.  Initially, it will look like he does.  He is in deep denial that this powers only allow himself to be good at some things part of the time and that even at his best he can't compete with top tier superhumans.  So far he has only tangled with normals and other teens like himself and tends to spout off whenever he runs into someone known for prodigious physical ability.  If attacked in multiple ways (like someone testing his ED while he is focusing on Speed and Power) he will complain bitterly of cheating and retreat rather than deal with "whiners"
    It isn't so much that he is greedy for wealth or fame, he just assumes they are the next thing on the plate for him now that he is the the most perfect specimen of Man there is.  The world won't deny him for long.  Ivan isn't a murderer, and isn't even particularly cruel, but his raging egomania tends to make him hard to be around.

    Powers: Izan has the ability to boost his physical attributes to superhuman level. He can be strong and bulletproof, or fast and smart, or strong and smart, but cannot keep more than a couple of his attributes raised at any given time.  Mechanically, he can keep three slots in his multipower running at a time and shifts them frequently to give him the ability to make whatever flashy display he wants.  In a Teen Hero setting, his boosted abilities should match or exceed most Teen Heroes who emphasize them.  (Teen Hero Bricks tend to top out at around 40 STR, and he goes to 50 for example).  Initially, it really should seem like he can out-perform everyone.
    His stat-boosting is an instinctive action on Ivan's part and he isn't fully aware he is doing it.  He just knows when he wants to be strong, he is, and when he wants to outrun someone, he can.  If he knows himself to be in danger he even instinctively aborts to turning on his resistant defenses.
    So far, Izan has rationalized away the times he has been caught with Multipower set incorrectly to deal with a situation.  He truly believes others were cheating or that he didn't care enough about something to try.   When the day comes that he challenges someone that just plain outclasses him in an obvious way his world view will shatter (assuming he survives)

    I'm certain of what the OP asked. It is not my fault that he didn't ask it correctly.
     
    It is a limitation because it limits the targets which can be affected by the power. It doesn't matter if the player of that character only uses it when he is sure it will work or not. Bullshit like "it's an advantage cause it can't be used against the heros or the user" is not nessisary a given.
     
    Now how much that limitation is worth depends on certain things. Does supernatural evil exist? Does it affect the insane? Does the character have the ability to tell who is good and who is evil? Note: stabbing people with the sword to tell who is what is not the way. In fact, the sword might just turn on the character, cause stabbing people, even if the good can't be harmed, is an evil act.
     
    I would say in a normal campaign, without a way to tell who is good or evil, and that supernatural evil exists but your more likely to face VIPER agents than the Four Horsemen of the Apocalypse, then I'll have to give it a -1. But as a game master I make sure to work into the campaign DEMON, Black Palidan, Tailsman, etc, to the game world and campaign.
