    When running a Fantasy Hero game I always state that all spells must have at least -2 in limitations. I also require that they have the following limitations at all times:
     
    Requires a Magic Roll
    Side Effects
    Incantations and/or Gestures
    Unified Power (though I do allow this to maybe only effect the type of magic that is being suppressed or expelled if the character has multiple types of magic that require different Magic Rolls)
     
    Other common limitations:
    Focus (many times expendable)
    Cost MANA (should the power type be one that does not cost END and 0 END Advantage is not allowed)
     
    I also do not have Magi use their END for their spells. I give them two additional characteristics: MANA and MANA Recovery. These cost the same as END and REC. In addition, should the Magi be using more MANA than they have, when rolling for STUN Damage, they take BODY as well (like BODY damage for a normal attack).

    We had a simple rule: How long does it take to beat your evil twin?
     
    1 turn, you may be too damage heavy or defense light.
     
    2 turns, just about right.
     
    3 or more turns, you may be too defense heavy or attack light.

    Much of the time with stuff like this it is just "Don't Worry About It & Have Fun". Heck, a lot of times when it is just lower enemies that are just cannon fodder, I don't even write them up and just make a simple list what they can do.

    It just comes down to 
    a)  what you think the undead can be affected by
    b)  are the immunities you'll give, worth points?
     
    Can an undead be affected by radiation, say?  If you want, sure.  Broadly, perhaps the animating force gets disrupted by radiation.  (Hello, susceptibility.)  Perhaps the skeleton becomes exceptionally stiff in the cold...the END loss still occurs, or perhaps instead of END, it's an accumulating SPD loss, or OCV and DCV loss.  You just don't see these in most fantasy because it's rare for stories to explore these corner nuances.
     
    And if the zombie's immune to aging, as you note..."who cares?" is sensible.  Is it ever going to come into play?  I doubt it.  So why should it cost points?  Doesn't need to sleep?  Useful.  Doesn't need to eat?  Ehhhh...maybe, but I'd lean to "never really comes into play."  
     
    I'll also note that in most cases, the average skeleton's minion-level.  It's there to be turned into fertilizer.

    Hit locations affect more than just stun.  They also affect the amount of Body the target takes.  The body multiplier is after defenses, so the dynamics are a little different than stun.  A vital hit on a creature that takes no stun does 2x the amount of body after defenses.  
     
    The creature with Takes No Stun has a higher chance of taking maximum effect from the hit location than a normal creature.   To the creature with Takes No Stun a head shot and a vital shot have the same effect.   The chance of a head shot is .46%; the chance of a vital shot is 9.72%.  The creature with Takes No Stun has a 10.18% chance of taking the maximum effect. Given the lower defenses of the creature that Takes No Stun it is more likely that Body will get through.  That means a vital shot to a skeleton is a lot more likely to take them completely out of the combat.

    Most people look at the hit location rules and all they see is the stun multiple.   The Body multiple is what makes it really dangerous.  A vital shot in FH from a decent weapon has a good chance of killing anything.  It is somewhat offset by the locations that halve the Body, but even those can be dangerous. If you are using the disabling rules a hit to the arm or hand can often put your character at a severe disadvantage, even if the Body is cut in half.  Losing the functionality of an arm or hand can be worse than taking damage.   That is one of the reason combat in FH can be a lot deadlier than in Champions.

    It doesn't hurt at all. But the skeleton can probably function a lot better with a shattered foot than a shattered spine.

    I agree, I was just giving the option for GMs that wish to have absolutely everything written up (i.e. make everything as complicated as possible). I have seen some GMs, even rather GOOD ONES, that have a like for number crunching.

    If you have bought "takes no stun" but loses powers, to me that covers the hit locations.  You can use the hit locations to figure out what part is affected and starts to lose powers when they lose body, but the purpose of the "no hit locations" power is to  specifically avoid the damage variants that hit locations result in; "a hit for, say, 5 BODY and 20 STUN does that much damage whether the Automaton is hit in the head or the hand" as the rules put it.  And, of course, they don't bleed.

    Skill levels only apply to the individual roll of one of the skills during a phase. Should you have a bonus to INT Skills, you would only use it during the phase for one of your skills. So if you are using for both say Shadowing and Lipreading and you have 2 skill levels with all INT Skills, you would either have to give both to one individual skill or split them between the two. 
     
    So just because you have INT Skill Levels and are using an INT Skill does not mean that you are utilizing the skill levels for that individual skill.

    This came up when I was writing up a Necromancer that summons skeletons. The skeleton does not have much beyond STR and Running that uses END so buying 0 END and selling back the END made sense.  Buying back the REC also made sense because they don’t heal.  When I did that, I saw no reason that the skeleton needed CON.   
     
    I just wanted to make sure I was not overlooking anything.  Thanks all.

    Of course if you really want to base it trying to keep everything in mind (and the need to make everything as complicated as possible) you could figure out how many points you get back by having it always on and then put a 1/4 advantage on it stating "Not when wearing clothing" take those points and add a limitation to it of OIF (clothing and makeup) and pay those points. Below would be the way you would do this:
     
    Invisibility to Sight Group , No Fringe, Persistent (+1/4), Reduced Endurance (0 END; +1/2) (52 Active Points); Always On (-1/2)
     
    With the Always On Limitation it would cost 35 Points and without the Limitation it would cost 52 Points giving a reduction due to the Limitation of 17 points
     
    You would then add a 17 point custom power with the limitation OIF.
     
    Wearing Clothing:  Buying off Always On Limitation for Invisibility (17 Active Points); OIF (-1/2)
     
    With the Limitation, to buy off the Always On Limitation with an Obvious Inaccessible Focus, it would cost 11 Points.

    Always on means it cannot be turned off, by any means.  If the character is permanently invisible, but can at times be seen he does not qualify for the limitation. If he could become visible by some means it would be persistent, but not always on.  A good example of that was the old TV show the Invisible Man.  In the show the character was permanently invisible, but had a mask and gloves that along with clothes allowed him to seen normally.  I think the character had to strip down naked to be invisible.  
     
    The complication Secret ID is because you have to maintain a separate identity.  That identity interacts with other people.  It is incredibly difficult to interact with people without them noticing you are invisible. A secret ID of a dead or missing person does not limit the character so would not be a valid complication.  The world does not need to know your true identity, but you should not be able to take the complication secret ID.
