    Menton would almost certainly attempt to mentally control some or all of his "colleagues," and few of the villains listed above have enough mental resources to resist him. No other master villain would join him out of fear of being taken over. However, in the past I did propose such an alliance being formed by Menton, which you can read about here: Birth of RAVEN. But that would require Menton, and most other Champions master villains, to be played as more sane and balanced than they're usually described.
     
    Out of official Champions Universe canon, the likeliest person to form such a group would be Holocaust. Per his history in Champions Villains Volume One he often hires mercenary supervillains to help him with various schemes, since he lacks a steady support organization. In fact, "In 2006 Holocaust briefly put together a team of villains he called “the Alliance” to fight the Champions. Members included Ankylosaur, the Basilisk, Esper, Fenris, Frag, Freakshow, Leviathan, Lodestone, Ogre, Riptide, Tesseract, and Thunderbolt II. Their scheme didn’t work out, but he remains on good terms with all of them." (CV 1 p. 49) Other villains he's described as working with in the past, and continues to cooperate with, include Cybermind, Gargantua, Gravitar, Kinematik, Mechassassin, the Steel Commando, and Stormfront, as well as the villain teams, the Crimelords and the Ultimates.
     
    (Although honestly, with his Personality description emphasizing his arrogance, thin skin, quick temper, lack of restraint, and penchant for killing people who so much as annoy him, I'm amazed so many villains are willing to work for him again. Maybe he particularly respects other powerful people.)

    The Legion of Doom from the Challenge of the Superfriends TV show had villains of wildly varying power levels(and many of them were nerfed to make them less powerful). That said...you could use almost any villain from the CU as long as they can work with others on a semi regular basis:
     
    If you're looking for close analogs...
     
    Luther: Holocaust, Doctor Destroyer or Professor Muerte(I think the latter is the best choice).
    Brainiac: Interface
    Bizarro:  Viperia 
    Captain Cold: Frost or Icicle
    Solomon Grundy: Ogre (or perhaps Deadman Walkin' if you want to keep the undead theme)
    Cheetah: Pantera
    Riddler: Any of the bad guys from Dark Champions: The Animated Series would do. I'd probably pick Penny Dreadful.
    Scarecrow: Freakshow
    Gorilla Grodd: Ape X(or an evil Dr. Silverback if you want a more scientifically oriented bad guy)
    Giganta: Gargantua
    Sinestro: Galaxia
    Toyman: Black Harlequin
    Black Manta: Mantara is a close fit, but you could also use just about any aquatic themed villain that suits your fancy.

    I can't see Menton joining up.  He seems to be insufferably arrogant to a degree that none those "egos" would put up with him.  I have a hard time seeing Menton being convinced that he would need to be among "equals."  He would insist on treating them more like the "help"; kinda like he was when he was dealing with PSI before his incarceration.  Dude is a control freak!
     
    Ah, isn't Baron Nihil a Nazi and Joseph Otanga an African.  Unless I have seriously misunderstood what it means to be a Nazi, there might be issues.
     
    Doctor Yin Wu is a luddite in the extreme.  Dude has a Psychological Complication (Common, Strong) for his hatred of technology.  He would probably have a hard time working with Warlord and Interface.  There's also that despising Westerner's thing.
     
    It would be fun to watch the fireworks in that group.  I think instead of fighting them, the good guys should grab some popcorn and coke and watch the show.

    A CU Legion of Doom?
     
    I think a pretty scary one could be put together pretty quickly by using some of the Master Villains like the following:
     
    Baron Nihil
    Gravitar
    Interface
    Invictus
    Joseph Otanga
    Menton
    The Shadow Queen
    The Warlord
    Doctor Yin Wu
     
    I think they could be willing to set aside their egos long enough to work together, if they saw the benefits of being a team. I could even see some of them having a more cordial relationship with each other, such as The Shadow Queen and Invictus or Gravitar and Menton.
     
    I left out those with Megalomania or Casual Killer psychs. I just don't see them working very well with others.

    When the lights go out in the big game and the generator back ups are not kicking in Spotlight lights up the big game.He is one of the most powerful and popular heroes(the sports and concert scene loves him and he sold more toys and Jerseys than the top 10 sports players combined)Some even say a certain Patriots QB wife was going to leave her husband for him.

    Note:  In my campaign world, the members of Deathstroke remain alive, and are based on the versions of the team in 4E's Champions Universe.  They've even added a member:  Draconic, a good-ol-Southern-boy handyman who discovered a long-forgotten lab once owned by Dr. Draconis and who uses an early battlesuit left behind by the evil doctor.  The team has since used some of Dr. Draconis' old plans and devices to further their ill-fated attempts as world conquest.
     
    The members of Deathstroke were sitting around their newest base, the ubiquitous formerly-deserted warehouse, divvying up the haul from their latest "big score."  A stolen widescreen TV was playing in the background, showing Chiller's favorite movie, The Day After Tomorrow; it had just come to the part where the massive hyper-cold hurricane was flash-freezing New York City and the rest of the eastern seaboard.
     
    "Now that's what I'm talking about!" crowed Chiller as the characters on the screen scrambled to safety.  "Run away, boys, you don't want to catch cold!"
     
    Shockwave snorted at his teammate's wordplay.  "It's too bad you can't ramp up your blizzard and generate that much cold, Chiller," he said.  "We could hold the whole city hostage."
     
    "Ah don't see why y'all can't do that," said Draconic.  "Just use Doc Drac's meta-enhancer pack.  Should crank ol' Chiller's power up to eleven.  Bet he could turn the city into a deep freeze quicker'n a jackrabbit crossin' the highway."
     
    Everybody else turned to stare at their junior member.  "Meta-enhancer pack?" asked Requiem.  "What the heck is that?"
     
    "Didn't y'all know 'bout that?" Draconic asked.  "Big o'l backpack, micro-nuke plant on the butt end?  Lots o' flashy lights and dials?  Ah found it in a closet in Drac's lab.  His notes say it works like a gee-tar amp, boost the whozits along the mutational event horizon and what was it, oh, yeah, 'amplify mutagenic transitive output tenfold'."  He took a long hit of his Budweiser and then chowed down on some chips.  "Didn't do nothin' for me 'cept make my fingers tingle, but ah'm not a mutant.  Felt sure he'd a strapped one o' you into it to test it out."
     
    Requiem grinned, but not as wide as his twin brother.  "I believe I know what our next master plot is going to be," the Deathstroke leader said with a smile.

    The trustworthy "meta-enhancer" can be a device, or a drug, or a radioactive stone, or a magical totem - whatever strikes your fancy.  I prefer a bulky device, most likely requiring the theft of a few key components.  With it, a mutant with radioactivity powers can threaten to irradiate the city.  A fire-powered mutant could generate a blocks-wide firestorm.  A weather-manipulator could bring floods and hurricane-level winds to threaten the city.  And of course, a cold-generator could lock the city in a deep freeze.

    The explanation I chose for my own game is that Teleios was secretly helped by the Empyrean geneticist Noatar (Hidden Lands). As I developed it, Noatar had become fascinated by the human propensity for developing superpowers in the modern era, and wanted to study superhumans more closely; but had no desire to expose himself to the dangers of interacting with them personally. When he read Jakob Stroessen's published theories he realized Stroessen was on the right path, but lacked the insights to make real breakthroughs. So Noatar arranged for one of his Empyrean relatives to leave those notes for him.
     
    Knowing the genetic coding behind Teleios's creations, Noatar can use Empyrean instruments to track their activities remotely. From time to time he hires his kinsman, Hunter Thav (also in HL) to "collect" one of them and bring it to Arcadia for study, afterwards wiping its memory if necessary.
     
    I plan to have Teleios learn this truth eventually, and out of wounded ego over being someone's pawn, vow to track down Noatar and prove to him who the real master of genetics is. If I ever get to run games again, that is.

    Maybe that is the name. I know DC had a Rainbow Archer so I thought I was remembering the HERO name incorrectly.

    Rainbow Archer was also in Classic Enemies in the 4th edition. In 5th and 6th edition she was 'replaced' by Arrowhead, but she was brought back by Tiger for his Forgotten Enemies books.

    I wanted to list a few more Dark Champions and Champions villains but waiting for a restore of the files from da man so I know which books I'm drawing from
     
    Laat year I ran a villain team game of Viper's most expendables - basically a suicide squad and it was allot of fun if short lived over the body count.

    Doctor Teneber in a Suicide Squad team could get interesting, depending on what he thinks of the mission. He could assure that the other members will complete the mission -- whether they die or not. OTOH, if he thinks you're worth it he might really, truly bring you back.
     
    And I guarantee his teammates will find him creepy as hell. His teammates did, back when he was my PC. That was a very dark supernatural campaign, but Doc T turned out to be the most disturbing character in it.

    I could see Jason Redhorse being designated field leader of this impromptu team, like Rick Flagg. As an ex-military man with an impressive record and obvious savvy in neutralizing superhuman threats, if he was captured I would readily believe the government would offer to pardon him for his many murders, in exchange for doing more or less what he already did, except at government direction and with their blessing.
     
    Suicide Squad members tend not to be the most powerful villains around, with some exceptions. Most often they're skill based with some distinctive gimmick, but shouldn't be useless without said gimmick. They should be willing to use lethal force if necessary, and should have a long enough history of violent crime that they could expect life in prison, if not execution, unless they serve the government in this way. Yet they should be rational and intelligent enough to actually cooperate with a team while it's in their best interest.
     
    IMO some potential official villains who fit this description, have interesting personalities as well as abilities, and who could work tolerably in a team, include Arrowhead, Blackguard, Blowtorch, Cateran, Deadman Walkin', Dr. Teneber, Double Dealer, Evil Eye, Fleshtone, Frag, Freakshow, Green Dragon, Harpy, Jade Phoenix... I'll stop there rather than go through the whole list. You get the idea.

    Durak- Because a government taking one of Eurostar's own can never go wrong.
    Zig-Zag, since you need that one guy with a conscience but who also annoys the others
    ESPER- because hivemind alien women kind of things aren't wild cards at ALL
    Thunderbird- because having at least one vigilante in a team full of villains? What bad could happen?

    Panda And Raccoon--They may do it in exchange for protection from VIPER.
     
    Any of the members of GRAB.
     
    Laser and/or Mechassassin---There would have to be some specific reason for them to be involved, otherwise their tech could just as easily be issued to someone more loyal and compliant.
     
    Same for Exo and/or Gauntlet.

    With New York being decimated by a plot by Dr. Destroyer and rebuilt by Franklin Stone (A.C.I.)Now known as Century city with Franklin Stones influence and backing his baby Washington tower is up and running.Throwing a grand opening party with the most influential guests (over 300 guests)Unknown to everyone they are about to get unwanted guest as a new Deathstroke organization hold the party hostage (terrorist or something else)and who are they working for or with?The good news is the PCs are there the bad news is the are in their secret IDs and they have to protect 300 people as well as what inventions or experiments ACI has in there.
