    Personally, I say do what you like best: that's what the game touts as it's strongest point anyway: you can do anything. 
     
    My only comment about this relates to your mentioning that the players are all new to HERO. 
     
    HERO has, no matter how much we fans enjoy it, hands-down the slowest combat system for any tabletop RPG (with the _possible_ exception of the original Aftermath from way back when, and even then only if you were using every possible option). 
     
    Given that this is a hard enough sell to new players, I'd be a bit hesitant before I added the amount of crunch you're considering.

    What I would do with a hypothetical Seventh Edition is avoid it like the plague.
     
    By this point the rules have been combed through, deconstructed, revised, game-balanced, clarified, optionized, and hair-split to within an inch of their lives. There are no more pressing problems in the system that need to be addressed. Any further modifications would simply reflect the personal opinions and preferences of whoever was given responsibility for creating a new edition; and we all already modify the RAW to suit our preferences anyway. For alternative ways of doing things, we have earlier editions to draw from.
     
    I see no need and feel no desire to invest time and money learning yet another iteration of Hero.

    These were already converted to an earlier version of Hero along with several others.  4th or 5th edition.  I have them somewhere. I'll look and see if I can find them, and if they are shareable.  I cannot remember where they came from and if they were free to share.  If not I'll try to find you a link or contact info for the maker.
     
     
    Yep, sharing a homebrew build with buddies is a far cry from conversion for profit.

    Yeah putting out a Hero version of these modules is okay if you just make them and share them with buddies.  If you try to sell them, then its copyright violation, and Hero would be liable if they put that on their site or officially licensed such a thing.

    I'm not a lawyer but I did take a bunch of college classes on art and the law.

    Copyright infringement covers way more than plagiarism. What's being described is very clearly a derivative work, and only copyright owners have the exclusive right to produce derivative works based on their copyrighted materials.
     
    It may fall under fair use, but don't hold your breath.  Looking at the four factors:
    Purpose and character of your use - 👎 Even though it's noncommercial (posted for free), it doesn't sound like you're adding anything new. Nature of the copyrighted work - 👎 You're deriving from a creative work rather than a factual one. Effect of the use upon the potential market - 👍 Even if every Hero player used your modules, I doubt that would reduce sales of the originals by even 1 module. Amount and substantiality of the portion taken - 👎 I doubt you can get around copying large portions of the original work (e.g., characters, locations, monsters, encounters, rewards, etc.), even if you're not copying text verbatim. You can always do what a lot of other people do: hope you're too small to be noticed, and post it anyway.  :-j

    I think the simplest answer is to state that Cover can be defeated, but it takes a really supreme DEX roll to out maneuver the person covering you (like -5 to the roll), and that you can activate any power that does not require extra time, an attack roll, or conspicuous use like gestures, incantation, concentration, focus, etc without being hit.  That still makes it behave more or less like written and in the source material, but people with really weird powers like teleport can get around it.  I mean, no matter how well you have someone covered, if they just disappear... they're gone.

    This right here.  Common sense, dramatic sense, special effects.  
     
    In most source material, combat generally stops when someone has someone else covered.  If one person yells "Freeze!" and the other person doesn't freeze... we pretty much leave that up to the existing rules to adjudicate.  (Presence Attack to see if he actually freezes.  If he does, he's at 0 DCV.  If not, combat continues.)  
     
    Without reference to Cover, what other mechanics do we have to handle this kind of situation?  
    Delayed Phases Presence Attacks DEX vs. DEX Fast Draw ...?

    Especially considering that the attacker takes a -2 OCV penalty for daring to not shoot right now. 
     
    I personally don't see the merit in the maneuver existing. 
    If Captain Cover has taken Timmy Target by surprise and held him at gunpoint, I'd hold off on using the combat engine until combat had started and have it begin with Captain Cover's surprise attack or whatever prevented Captain Cover from keeping his surprise. 
    If Captain Cover tries holding Timmy Target at gunpoint during combat, I already have delayed action rules to handle that. 
     
    Moreover, I feel the mechanic is a feelbad mechanic.  Hearing "You can't do anything without getting shot before your defenses come up" sucks.  Hearing "Your hostage just escaped, you can't do anything about it since you lost the roll, that action you took is wasted now" also sucks.

    Almost forgot:  
     
    Dex-off:
     
    Compare "level of success" for each character.  If the Diving character has the higher level of success, then subtract the covering character's success level, and the covering character takes that number as a negative modifier against his previous "to-hit" roll.  (it is in this way that the diving character may still get hit).  All characters hit while diving are assumed to have fallen prone.
     
    Here's where it gets a bit wiggy, but my players feel it to be fair:
     
    If the covering character has the higher level of success, subtract the diving character's success level from the covering character's success level.  In addition to hitting the diving character, he may apply this difference as a positive modifier to hit the character on the covering character's next Phase.  The idea is that he _is_ covering the character, and though he didn't react _quite_ fast enough to "pull the trigger," as it were, he managed to keep the character "covered" and tracked him as he moved.
     
    This bonus must be used immediately, or it is lost.
     
    As I said, it's a bit wiggy, but my players all seem cool with it, as it gives them a _chance_, and a pretty good one versus "normals," but not a really great one versus someone on their own level.

    The Hero Games Fifth Edition sci-fi setting book, Terran Empire (available from the Hero online store in hardcopy or PDF for very reasonable prices ) has suggested costs for a range of goods and services on pp. 154-55; and the detailed breakdown of modular starship systems over pp. 157 - 171 includes prices for all of them.

    I have been out of TTRPG's since around 1998 except for a single Call of Cthulhu campaign I ran for a few roommates that had never played an RPG before in 2001 or so. And I can happily say I am so glad I came back to one of my old stand by's since there was a lot of haze from the explosion of systems and books in the 90's which incidentally was one of the reasons I stopped playing.  I felt like things were getting too "gimmicky" or in other cases too serious about an activity that was ostensibly about "having fun". I felt that games were trying to sell us on their "Twist" or Color instead of focusing on giving us the tools to explore "The Beyond" that is what I think attracts the majority of us, regardless of personal agenda, to RPG's in the first place. I felt that a lot of shitty products were eating up my money and then ending up in an enormous, " X system to Y system Conversion Notes" or "Setting Materials" piles which also incidentally was (is?) generally not conducive to getting laid of which was also a hobby of mine at that age.
     
    So things conspired as they do and I began travelling for work for extended periods and lost contact with my fellow players. I used video games in an attempt to fill the RPG hole but honestly is simply isn't the same. I enjoyed getting together, sharing snacks, arguing, laughing, arguing about something in no way, shape or form related to the game, going through weird pre-roll rituals, completely getting the GM's well planned questline derailed, etc. Basically, I pretty much enjoyed the entire enterprise.  So I always missed playing  and having recently bought the Champions Complete PDF and the Unchained adventure module I can say I am truly impressed with the way HERO has stuck it out. I think there is still some work to be done on the "ease of access" for new players that might be interested in a TTRPG,  but I feel like the system is General enough to be what a "Universal" system can be. Kudos for the direction the system is taking and thank you for making coming back enjoyable. You guys make good games.🥇👍
