I always enjoy Campaign Setting and Adventures. Preferably with lots of Meta Plots and NPC Subplots worked in. Golden Age, but with a serious tone. WWII What If? Germany's Superhuman held the line.

A Player's Guide - to orientate the PC's to the setting.

A GM's Guide - to aid in giving the setting flavor, color, and texture(feel).

I voted for Gold, Silver, and unusual locations, those seem most likely to have long term value. My own game was modified by incorporating elemants from several published moduals. The Blood, and Horsemen in particular have had an effect. I have also used a lot of Demon, Viper, and the Red Banner. Even Atlantis has had a noticeable influence.

They are pretty similar, I was thinking along these lines:

Campaign setting with adventures - a full campaign (city, origins of a group, base designed, vehicles, group contacts, local villains, storylines, and several sample adventures for that setting plus some story ideas.

Long series of related adventures - a series of adventures for any setting or group which are all related and in sequence like a story; a series following a mystery or a sequence of adventures for hunting down and destroying a Viper nest in the city, etc

A Campaign Setting with Adventures. Add some Suplement Adventures involving the Campaign Setting Metaplots.

Adventures in The Criminal Underworld - Example: How VIPER impacts on Organized Crime?

Adventures in the Law Enforcement World - Example: How the Police fight VIPER?

Adventures in The Media World -Example: How VIPER manipulates public opinion against the Heroes or views VIPER.

I had a terrific origin of a Viper's Nest and cool setup for it in an old Champions campaign, but unfortunately it fell apart before I was able to run the entire storyline.  It could make a fun longer city adventure string people could drop into their campaign.  I prefer longer adventure chains like that to be modular, so you can spread them out between other stories and adventures or run them in a row if you want.

Definitely politics and the media were going to be involved, although I'd already used that when the Chicago Watch went after the local mob (which was actually being run by vampires).  Protesters showed up outside the Watchtower, their light and power was shut off for lack of payment, they lost their charter to work with the police for various complaints, and a lawyer showed up to sue them for insufficient membership of minorities and women.  The heroes feared all that more than they did supervillains.

Justice League is the same way, they can't really be messed with on any level except extreme raw power.  And good luck with that.  For all the power of the Avengers, they always have had to worry about paying the bills and angering the government.

Interesting to me that the extremes of super gritty and dark/humorous are doing the worst.  I'm not fond of either extreme really and it seems like most others here feel the same way.

A full campaign path would be interesting: start the campaign out, then follow it through to some predefined point.  My favorite method of starting a superhero campaign is the "retiring supergroup" where people are brought in as applicants to the new supergroup.  But what would your high level be for a Champions game?  Perhaps an ongoing supervillain working behind the scenes that they finally triumph over?  Its not like Pathfinder where you have a campaign to level 20 or some specified point.

Its interesting to me because it seems that people here are less interested in one-off adventures they can drop into their campaign so much as wanting a structured campaign setting with a chain of adventures in it they can play.  People must be running short on time :)

This sentiment has been expressed by numerous people in various threads over the years.

I'm trying to think of good ways that could be written though.  What would that evolution look like?  I guess you could start at the ground level with the formation of a team, then gaining backers and a base, a few vehicles, some more popularity and status.  Respect and support of existing law enforcement and world community, and finally the orbital satellite base with teleporters?

My Golden Age Champions game could easily have that kind of arc, but it would take a while.  In the game it took 2 years to get real support from Roosevelt and the NYC government.
