Seriously, it's not. Many television productions still use variations on it. In feature films it is becoming a specialty form used in very specific cases to achieve desired artistic effects. One example is the Oscar-nominated Belgian feature A Cat in Paris, which I am very eager to see. And Studio Ghibli continues to do painterly things with 2d: The Secret World of Arrietty is in American theatres now. What is happening is that many 2d processes are being streamlined and enhanced by technology.
