    I think it goes back to 1e, and so does ignoring the rule.  Practically, I think few groups charge END for using a maneuver (as opposed to the power with which the maneuver is used), as the shock of many replies to this thread indicates.
     
    I missed p 54, which clearly states the maneuver itself costs 1 END, and any END for STR is paid separately.  P 131 implies that only maneuvers with no STR component cost 1 END.
     
    I do not see anything in the rules which removes the 1 END maneuver cost if the underlying attack is brought to 0 END.  It's a reasonable change, but I think it is still a change.
     
     I don't see anything in the actual rules which requires STR be used for a maneuver to function (Q2; too bad for an MA who gets Drained to 2 STR - he can no longer Legsweep since he does not have the ability to use at least 3 STR, yet he can use Trip instead, which was specifically added (it was in the SETAC discussions) to have a non-martial "legsweep" to knock a target down.  I guess a racing car, charging rhinoceros, or speeding superhero does no damage on collision with a passerby, since he used no STR in the Move Through.  Clearly, no one will interpret the Move Through that way, but if the rule is "no damage from a maneuver unless at least 3 STR is used", that is the result.
     
    Q7 seems like it is mitigated by Q1's exception for 0 END powers.  If we take that one step further, having all STR at 0 END (or maybe all STR and movement, given Dodge relies more on movement than STR, and some SFX of Block would as well) should allow all maneuvers to be used at no END cost.
     
    But I agree with GA's premise.  Few, if any, use this rule.  It does not properly mesh with many other aspects of the system.  Its absence has not caused any noted balance problems.  Simply removing the "using a maneuver costs 1 END" rule would solve all of the problems, and we'd lose nothing of real value in the process.

    Quickly, it’s not so much building Light is the issue is that according to the spell it has in Hero terms several different applications. In DND terms it can do x,y & z whereas in Hero terms you probably should buy x,y & z. That and the term attach has more of a gradual meaning in Hero.

    You know it is kinda interesting that there is an argument over the details of building Light. They say the Devil is in the details and Lucifer was an Angel of Light. Is that why we’re having a Hell of a time with this build?

    No Hyperman it’s not faulty. I quoted specific rules. You really are hung up on the Mobile advatange and Images.

    Hyper man I believe you are overly complicating the build.  I’m going to side with Chris Taylor on this. The question was, can I attach a light spell to a rock and throw it? Yes with OIF. Here’s why; Images is already has Range inherently. So for glowing rock thrown down a well, I already have range for free. However mobile would be needed if said wizard wanted the light to move from that rock to another rock in the well to get a better look at the mysterious opening. Iow if you want the light to be put at one point within range and then that source doesn’t move, OIF is fine. However if you want the Ligt to dance to another spot after it’s moved, then you need Mobile.

    Well since you want to be invisible to sonar,  I’m thinking Darkness to sound with just AOE surface should suit. However you may want to buy personal immunity so as to be able to speak and be heard.

    However, Usable As Attack is the Advantage to use to attach an AOE power to a target.

    RDU Neil saying that everything that drive humans is economic is cynical. And as a former volunteer firefighter, I can tell you, not everything comes down to money. There are other desires which cause men to do the things they do.

    Trencher when I made a Conanesque character for a Fantasy Campaign I bought his STR to 20. Fantasy you are more likely to take Body compared to most other genres. My GM didn’t mind because I also was a “stormtrooper” concept. I charged head first into battle!

    Yeah, I've never been a fan of the "subcategory" breakdown for skills. My preferred approach was that you just by the general skill and if you want your character to specialize in some areas, buy the appropriate complementary KS/SS/PS skills.

    GA to me it sounds like 1 END minimum should be more of a genre thing. In a Pulp game I see no reason why even a Martial Artists couldn’t pay END for even their martial maneuvers. Now for a martial arts game? No END even for Standard maneuvers.

    I believe that this is a classic example of Trope Follys and the balance that the GM/players strike between genre simulation and game play.

    Hugh considering how in UMA 4th and 5th Steve Long explains how you can build Standard maneuvers using the custom maneuver guidelines (they should be 0 to 1 pt). And reading how Aaron Allston in either the original Ninja Hero or its errata explains how he came up with the cost structure for martial maneuvers. I’d say that you claiming that standard and martial maneuvers are somehow very different creatures (besides of course martial are paid and have better stats for the price) is not a sound conclusion.
