    This is a typical mercenary working for a supervillain or evil organization.  Most superheroes can easily defeat them one on one, but for 25 Points a villain can get four of them.  They are good for distracting superheroes of threatening innocents.

    My point is precisely that it's an optional rule instead of a Complication. In fact, the passage on page 50 of 6e1 includes:
    "This isn’t a Complication characters can select; it’s simply a campaign “ground rule” that affects everyone in the setting equally."
     
    So the notion that some characters should be affected by it and others shouldn't is explicitly deprecated.
     
    But since this is HERO, after all... the same page contains the following suggestion/option:
    "Lower the Characteristic Maxima breakpoint
    selectively by character type, to emphasize
    certain archetypes. Choose one Characteristic
    that’s important for each character archetype
    (for example, in a High Fantasy campaign that
    might be EGO for priests, DEX for rogues,
    STR for warriors, and INT for wizards). That
    archetype can buy that Characteristic up to
    20 for the normal cost, but must pay double
    at a lower breakpoint (such as 15) for all other
    Characteristics. For example, maybe warriors
    can buy STR 20, but all other character types
    must pay double for each point of STR above
    15. This heightens each archetype’s natural
    strengths, but may cause difficulties when you
    try to create some character concepts."
     
    In this case "normal human" would be an archetype. The question would be should it the only one?

    In fact, I've been thinking about archetypes (origin types) recently, but not in terms of using characteristic maxima. I don't think they would be useful for what I have been considering. But that's a chain of thought for another thread...

As part of their efforts to build an alliance against the evil Prince Kor, Our Heroes have been trying to facilitate a marriage between the Holy Roman Emperor Otto III, and Princess Zoe Porphyrogenita, daughter of the Byzantine Emperor. Things are going well, until Robert, King of the Franks shows up...
     
    GM: The French King looks around the room, spots the beautiful Princess Zoe, and makes a beeline over to start chatting her up.
    Geralt: (Irish Holy Warrior) Oh hell no! I step between them and politely suggest to King Robert that this isn't the Princess he's looking for.
    GM: Great, make me a High Society Roll to see how badly you step in it.
    [Geralt rolls a natural 18]
    [headdesk]
    Geralt: (angrily) "What do you think you're doing trying to make time with the Emperor's betrothed!?!?"
    ...followed by an exchange of Who Do You Think You Are's and Don't You Know Who I Am's, ending in...
    Geralt: ...And I deck him!

    Years ago I wrote up a martial art style using the build components. Basically I made it purely offensive I had no block or dodges in the system.

    Instead of a sling she could use a custom glove crossbow that shoots spesial arrows with glass vial tips which breaks on contact.

    You say on the site that you plan to finish a book on street level superheroes (Capes, Masks and Mystery Men was the title I planned to use for the superhero game that I will never write!)

    What might be valuable on the site is an overview of the decisions you made to customise HERO to get the game you wanted - this might be a decent section in the final book but it would be a useful insight to anyone interested in doing their own version.

    I don't see it that mathematical.  An OAF can be disarmed, rendered useless by Grab or Entangle, etc.  It need not be unavailable for an extended period to be limiting.

    I promised pictures. This first one is "fleet scale." We mostly narrated their way through this part of the battle, so we could get to the main action.
    Ships labelled with a red O and a number are Olaf's forces, a mix of Norse, Russians, Slavs, a few Turks, and whoever else he could recruit. Ships with a blue D are Danish forces under King Sweyn Ships with a yellow J are Jomsvikings. The PCs' ship can be seen right-center with a blue circle with a 2 on it. It is lashed to King Olaf's ship (O1 with a star), which is in turn lashed to a Danish ship D4. On the far side of D4, another of Olaf's ships (O24) has just come to reinforce.
     
    You can also see the PCs' other ship bottom-center, where it was stopped and engaged by O18.
     
    To be clear, we didn't fight out the results of any of these other battles; just the one the PCs were in.

    I find it interesting that an EMP wouldn't affect the Power Armor guy simply because he didn't take a limitation for it.

    Forgive me, I skipped a few posts and this might have been mentioned before. Perhaps Starfleet is closer to the US Coast Guard? The Coast Guard isn’t considered military except in times of war it can be called upon. It uses Naval rankings. It has warships. Yes Cutters are some of the smallest warships out there but still warships. They are more of a Police/Defensive Force than say the US Navy.

    Perhaps it should but it sounds more like sour grapes that the player lost the STR contest.
     
    However if going forward, it’s easy to say that all shields add +5 STR to resist Disarm.

    Yeah its a bit of a complicated build but it works out cleanly once you get the mechanics down.
     
    Probably the best way to do it is to build the main big hero that everyone combines into with all the points.  Give that form a multiform and duplication.
     
    When the character is not its gestalt form combined together, then it uses duplication to create altered, weaker duplicates, and the original multiforms into a copy of the weaker duplicates.  This multiform automatically goes off linked to duplication every time; it simply turns into the lower powered copy every time duplication is used.

    Now you have a bunch of identical powered, minor characters, one of whom becomes the big powered form when the duplication is turned off.

    My usual route for someone who wants to be able to do everything is to say yes but your "theme" is therefore versatility and because you can do everything you can do it less well than specialists, so if the usual energy blast is 10D6, every power man has 8d6 or 9d6.  If the usual force field is 20PD 20ED thenevery power man has 17 or 18.

    Tying someone to a chair is effectively an Entangle employed against a given character -- one that should have appropriate advantages and limitations for whatever form the Entangle's bonds take (i.e. duct tape? rope? hand cuffs? Spider Man's webbing?).
     
    Escaping said Entangle with Desolidification or Teleportation should absolutely be possible unless:
    The Entangle is purchased with the Cannot Be Escaped with Teleportaion (+1/4) advantage and/or the Affects Desolid (+1/2) advantage The SFX and/or limitations on the Desolidification or Teleport powers dictate they should not be usable to escape the specific Entangle (given its definition, special effects, advantages, and limitations) ... and the GM rules as such (As an example: Desolidification that doesn't work against extremely dense materials ... and the person is bound to the chair using special handcuffs made of Bogonite, known for its extreme density in a lightweight package)
