I've converted the profession package deals (warrior, rogue, priest, wizard) from Fantasy Hero 1e to 6th edition, in Hero Designer. The templates themselves can be found here. Any non Hero Designer related discussion of them can happen here; if there are issues with them, you can probably bring them up here as well, though it might be better to post on the Hero Designer board and "at" me in the thread.
The package deals include prefabs for the "choose one from group A" types of abilities. The ability groups were pretty easygoing; most of them included examples that modified the ability groups for characters outside of the basic package's purview.
I intend to do at least a few more; the race packages maybe. I'd had the thought to convert the spells and magic items included in the corebook, but that will take a while. The monsters maybe, eventually, but we've got tons of those that would work already in the 6th edition bestiary.

I just realized that if we go comical with the giant turkey then it was created by the…Gweenies! And they are dressed up as Pilgrims instead of Mobsters.

Hard to say how much really but it does seem a bit of both. What I’ve seen of new to OSR is that they still find it easier than 5e and some don’t like how powerful you start out compared to OSR. It seems that some just want to experience the “Old School”. If you see the cost entry for some of the OSR , its easy for people to tip their toes in the waters.

Since you're looking at making Viper a minor threat, I would go with 5 or 6d6 EB. Also, don't give the blasters Autofire. Of course, this depends on the average defense of the characters that will be played.

The few games that I've ran, I've used Fate Dice, since Icons is partially built from the Fate System as well as the old MSH.

That's where the interesting and fun part comes with writing: making the characters distinct. I see Bulldozer as a mean womanizer and sexist, but Powerhouse is just a bully and though guy thug hired by people to do heavy work.

I think Powerhouse is a replacement for Bulldozer, but he's a lot more powerful. Bulldozer was a street-level bad guy that would be easy to trash and make fun of.

The main house rule I used was that players rolled two dice instead of one and I took the higher of the two to determine success or failure and did the same for villains. My own internal rule was the villains I created did not have Determination points.

It looks like the only place the BBB mentions skill levels with movement is p. 143 under Flight. 1e p. 38 and 2e p. 61 have the same verbiage but also don't say anything else about them!
3e p. 17, 5er p. 369, 6e2 p. 32 say what all you can do with Movement Skill Levels. I'd use the 3rd edition costs for 4th edition myself.

The flexibility of Hero comes with a need to assess how some items will be built in a given game. If the agreed method for getting that "can't be hit" effect is Desolid, then you don't abuse that by slapping "affects desolid" on powers just to get around that "can't be hit" effect. You use it for abilities that have an appropriate in-game concept. Perhaps there is no appropriate in-game concept, in which case you don't build around it.
As a more blatant example, you also don't tell the player who shows up with a character with 75 STR "No, you can't have more than 50 STR - that will be the "Strongest One There Is" in this game, then toss in a 60 STR opponent every two or three games. It's part of setting the parameters of the game which the players and GM build with the Hero system toolbox.

Well, that is why I went, in my mind, the Kelvarite route. In fact, he was either there or a few moments later during Tachyan and Thunderbolt's orgims (Champions Villains Volume 3 pages 261-263 and 299-301). It would explain Powerhouse's ability to fly and brick level strength (both standard operating procedure of someone who has a shard of Kelvarite in them...a movement power and high strength).

Well, as written, Powerhouse is Bulldozer (see CV Vol. 3) without his comic relief value. Powerhouse has no redeeming features. Sure, he lost out on a promising football career when he became super, but that's no tragedy -- he didn't deserve success anyway, and he seems to be just as happy earning a living by beating people up. The difficulties someone who's 13 feet tall would encounter in life are barely even alluded to. I suppose if I had to use him I'd play him like Bulldozer.
Origin-wise, he's another random guy who gained powers from a VIPER experiment and then left VIPER to work solo. The pre-5E villains who follow that path are legion. His power set is bog-standard brick aside from permanent Growth and some Wrestling MA, and Flight and Water Breathing which have no explanation at all. But his Damage Resistance is really low, making him a big easy target for opponents with guns or blades. Again, an issue not even mentioned.

I recommend the Champions Begins module; its free, teaches how to run the game and play it, and has 6th edition stats for VIPER (a bit weaker than the regular published stuff, since the PCs are a bit lower than 400 pts). Oh, and the scenario is Viper's Nest.

Well, yes. That is an advantage of a special effect based game. Any attack can be changed into a mental attack with the right advantages. And similar to movement, defense, and other powers. So should a VVP actually take a disadvantage to limit a VVP by special effects? Well, that depends on the work between the player and the game master.

Well they are kinda both, you can both block with them and attack with them. A shield is like a mobile section of armor which the opponent either attacks through or tries to bypass by targeting other locations. But you can also slam someone with it or hit them with the edge. Some shields were even equipped with blades and spikes to help with that.
