    Gates/Ex Movement/ etc may be defined as a teleport power, but let's keep it simple. The power only works on Nightcrawler and his family, and other teleporters like that, where the character pops from place to place instead of opening holes in the air, or being turned into electrons, shot to the destination, and then being put back to carbon.

    I Control All Your Teleports:  Teleportation ???m, Usable as attack at Range (+1 3/4), Trigger (target teleports, resets automatically in no time; +1), Constant (+1/2), Uncontrolled (+1/2)
     
    Note that the second power probably require the person using them to take an Attack Action each Phase it triggers to control where the target ends up, unless it's always "directly in front of me".

    Fen, the teleport power can be written as teleportation, usable as attack (Defense is not to use teleports), only to pull teleporters to character, triggered versus teleports. I'll let you sort the range and weight. gates and portal users would not be affected by this power.
     
    The ego attack mind link thing would probably be ego attack, only through person linked with, must have mind link to person then linked to normal mind link. Whichever has the most points is the dominant power and the link goes on that I think for the discount

    We've always allowed Ego Attack to simply work that way when you have Mind Link.  The last time we had characters making use of that was 4th edition, so I don't know if anything has been changed/clarified to not work that way anymore.  But that's always how we've played it.

    Rising Sun Victorious  edited by Peter Tsouris is a book where various scenarios of a Japanese Victory in World War Two are examined.  None of which have Japan taking over the United States.  Victory is defined as surviving the war in better shape then when they started it. 
     
    Scenarios include
     
    Invading The Soviet Union instead of attacking Pearl Harbor.
     
    Fighting The U.S. Pacific Fleet off the Philippines.
     
    Invading Australia after winning the Battle of the Coral Sea.
     
    Winning the Battle of Midway and bombing the U.S. West Coast.
     
    Invading India.

    I would do it as a mind control to redirect the teleporter.  It might also be missile deflection/reflection.  I think the way to really determine how to build it would depend on how the person defined it.  Is it a warping of space or an override of what the teleporter is trying to accomplish?  If its a warping of spatial awareness, maybe do it as mental images or images on the special teleport sense.  You should sync up with your GM with a good definition of why the teleport redirect works and work with them to come up with a viable power.

    Considering that he is a sewer dweller, he looks a bit too clean. Of course, it is possible that some mutant overlord type found him, and taught him to be more...human. But he still hunters for potassium, which his favorite way of getting is in human blood.

    See, this is the advantage of being on the path to age and decay. I remember this stuff, heck. I remember when Spider Man had what looked less like webbing and more like construction wire... 
    mostly on the small screen, mind you, but it does make me appreciate the incredible leaps and bounds we've had in a lot of ways even when they fall short. 
    I know some folks are trashing Shazam as 'BIG with superpowers', but to my thinking, there is nothing new under the sun so the secret is to show how diverse the superhero genre can be. Ant-Man is a heist movie. Captain America: Winter Soldier an espionage thriller like the 70s might have, and so on. It won't all work. I'm not crazy about New Mutants as a horror thing but thats' because I'm not always big on horror.
     
    So if someone HATES BIG, I can see why shazam is not looking promising for them now.
     
    but if the complaint is 'it's been done before' well, my thought is, it hasn't for this particular genre, and if we go for all genres count- well, very little hasn't been tried.
     
    Now, will it be done WELL? that remains to be seen. I hope hopes. Sue me. While I would not wish for all the world even my worst enemy to endure what the Snyder family did, I do think with him stepping down DCEU may find it's footing and give us more movies on quality level with Wonder Woman than Batman v Superman

    Well, as Cryptic Studios purchased the Champions IP for use in Champions Online, developments in that game probably count as "official canon" for the setting. Legendary Hero Games contributing author, Scott Bennie, is a frequent player of Champions Online, and created a free downloadable "Lore Primer" to help introduce players to the setting, providing a condensed overview of its significant elements. One of its features is an updated timeline noting events in the game, with dates corresponding to when they were introduced. The latest edition of the primer covers events through 2017.     The Great Beast: Interesting idea of a biological-based master criminal, but in 4th edition, we only had him, King Cobra, and Malachite. In 5th and 6th edition, we have Telos (a renamed Malachite), King Cobra, Doctor Murou (forgive my misspellings, the guy who is the grandson of a certain doctor who performs experiments on animals to make them humanoid), among others (I'm not mentioning those who genetics are merely an option, like Doc D).
     
    So, can the world survive with The Great Beast?
     
    An option would be to have him experiment on himself also. What are a man but intelligent beasts themselves?

    Is literally made out of straw, or can turn himself into a "straw man." Essentially a Metamorph archetype: can bend, twist, or fold himself into various shapes and sizes; can extrude straw to stretch himself. Very hard to hurt -- nothing solid to break from a blow, and penetrating weapons just pass through. Vulnerable to fire, though.

    Speaking about "Project Genocide"...
     
    I just downloaded a copy of The Mutant Files from a source I shall not name. Anyways, I do love the chessman ideal of the group. While I see them as an offshoot of IHA, but also a splinter group ("IHA is not doing enough about the main threat to homosapian existence upon the Earth. Something must be drastically done about the mutants."), I do see them having to operate without the Minuteman robots.
     
    The group has three branches. The White branch (public relations, and financial and day to day operations), the Black branch (various strike forces), and the Red branch (mad scientist looking for a more lasting solution by stabling the DNA of humanity so no mutations can occur, among other inhuman experaments).
     
    Members of the various branches.
     
    Rex Albus, "White King" (Dr. Jeffrey Andevers): Wielding a powerful power armor, plus skills in manipulating various news sources into showing that they are 'in the right'.
    Vengeance, "White King's Bishop": Darin Falswell, former PRIMUS operative, Silver Avenger, who after being caught in a crossfire between two warring mutant street gang groups in New York, lost most of his team. He left PRIMUS and sworned vengeance, first against the two gangs, then against all mutants.  Uses his Silver Avenger powers plus various firearms.
    Regina Alba, "White Queen" (Antoinette DeVroue) :A powerful mutant living secretly within GENOCIDE. It is unknown if she is trying to bring down the group from within, or manipulating the group for her own purposes.
    "White Queen's Bishop" (Baron Jean De'Lear): A vampire like mutant (or, perhaps a vampire) in hiding within GENOCIDE, his reason for joining is quite understandable. This achent mutant is in love with the Regina Alba.
     
    Rex Ater, "Black King" (Manager Ayawan): Extremely skilled human hunter, skilled with various weapons. Sees mutants as the ultimate game.
    Warrior, "Black King's Bishop": It is unknown exactly what he is. He does not detect as a mutant, nor appear to be a cyborg or robot, yet possess superhuman strength, wields powerful weaponry, and is the virtual war slave to Rex Ater.
    Regina Atra, "The Black Queen" (Felicity McQuillan): Human who was almost killed in a fight between IMAGE and The Sentinels, she was made into a cyborg.
    "Black Queen's Bishop": This role has yet to be filled in The Mutant Files, but that just means Tiger can probably place a skilled Martial Artist in that role.
     
    Rex Rubar, "The Red King" (original character): Time traveler from a future where mutants rule and humans have to go underground to survive. He traveled back to try to prevent this future from happening. Wears a power armor originally made from bits and pieces of future-tech which were cobbled together. After an upgrade by The White King, became The Red King to make sure that his future does not come to pass.
    "Piecemeal", "The Red King's Bishop" (original character): A mad scientist who wears, again, power armor. What makes his stand out is that his various weapons are made up of bits and pieces of mutant body parts kept "functional" by both electricity and a liquid of his own discovery.
    Regina Rubrum, "The Red Queen" (original character): Head of the science branch of GENOCIDE, she is the one working on the Mutant Self-destruction Virus (MSV).
    "The DNAgent", "The Red Queen's Bishop" (original character): An artificial human capable of changing his DNA at will, his main job is to gather samples of mutant DNA from all over the world for his Queen.
     
    Rooks: Powered armor agents.
    Knights: High-ended agents, with the best equipment and training.
    Pawns: Standard agents, armed with mutant sensors, and normal weapons. Whatever normal means...

    Princess showed up in Enemies: Villancy Unbound, page 43. The idea was that she was a bored rich spoiled girl who is obsessed with becoming the girlfriend of whatever superhero she 5akes fancy to. She also has superpowers which activate whenever she is bored, causing illusions of villains which spring up to 'kidnap' her and try to fight the hero/es.
     
    As for Shamrock 5ed, I'm just as stumped as you are. Hazard seemed to be the kinda replacement.

    I can see Princess' role expanded a bit, considering the changes in Mental Illusions from 3rd to 4th edition (ok...I'm assuming that 3rd edition MI couldn't do damage, which would have explained her Force Wall and Energy Blast in her write-up). I see her 'damsel in distress' stick being less about her obsession with bad romantic fiction, and more about her need to be the center of attention and manipulation of people to get what she wants. I see her as a manipulative bitch. She uses her damsel in distress status to get close to heroes, and can basically (and will) turn on a hero when rejected. Yes, a hero can be hunted by Princess, as she changes from a hapless heiress to secret supporter of your heroes enemies, who provides them with the information they really should not know.

    Well, the official personalities are Dark Prowler, who is a sneak thief type, Scavenger, who is a master thief who grandstands, and Blue Phantom, a superhero type.
     
    Other personalities can be Velvet, a seductive thief female personality (much like Catwoman), psycho assassin Bloodletter, and Bouncer, a mercenary. One power I think he could have is Shapeshift, Inherit, limited to only changing shape to whatever identity he changes into.
     
    Of course, his other powers remain the same, regardless of identity. He could have a small equipment VVP, which changes with each identity. Or not.

    Let's look at the members of the Aesesinoes.
     
    The Main: There is a lot to improve with this character. But...why? This character is meant to be the comic relief in what would be a bunch of scary killer mercenaries and assassins.
     
    Montana: An innocent baby in a see of wolves. Mind you, Montana is a 'baby' earth elemental. Another character which might seem out of place.
     
    El Murto Obsecura: If Stalker would be unavailable, then I would give the leadership role to him. Also, links to Dr. Lirby Koo, and this the Geodeciens.
     
    Mosquito: Little blood sucking spy and annoyance. A perfect fit.
     
    Osolite: Feral wear-osolote and pet to Stalker. Needs not be so dependant to the amulet he wears.
     
    Stalker: Or "El Ascosador", if you must change his name. Keep him much as is (perhaps give him more temporary boost than STR after he drinks blood).
     
    Spider Monkey: A uplifted spider monkey with mental powers and who doesn't like us much. Stat her straight razor which she carries in his artwork. And a bit more mental powers.
     
    Tombstone Kid: Give the undead cowboy some more gun powers. Here is an idea, give his 666 charges on his gun multi power, which each charge represents a soul he murdered in life and bound to his service in unlife as a bullet.
     
    Out of all the members, I would replace Montana with another brick which would be a better fit. Main I could do away with myself. This is an eight member team.

    Etymologically speaking, it would be an Ursan that is a werebear, yes. 

    Crunch though. Both of the villains are set up to be something of a constant Shift sort of build. IE: Both are designed to be in their "werewolf" form continuously, or very nearly so. Designing a werebear, or any alternate-form really, you have to decide whether or not you want to have them be in their normal state as a default, or their shifted state as a default. If they default to a shifted state, probably just build them as you want. If they default as a "normal" human, typically build them with a Multiform.

    The second question with Major Shifters is if it is controllable. In other words, can they choose when they shift or no? If yes, build them just as one would expect. If the answer is Sometimes, then give them a few disadvantages relating to Accidental shifting. if the answer is No, then you will need Multiform, and then a few disadvantages for Shifting. Probably Uncontrolled too.

    Third big question is a set, though they is more conceptual. Were they born with it? Was it inflicted on them? Are they used to it? Depending on how long it's been going on, you can figure out how well adjusted they are to the whole shifting deal. Thematically important, if not mathematically relevant. If it is recent, mainly build them as a person, then apply the shifter on top, with about a third of your points towards it at max. If they are used to it, have them be well adjusted, and apply as many points towards it as you wish. 
     
    As for how you actually build them? They are a Brick usually, and bear's especially. Whether you go with the Only in Heroic ID sort of shift, or Multiform, you're looking for a few basic things.
    High, if not Staggering Health Medium Regen High Strength Medium Defenses Low Enhanced Scent Medium Claws/Bite, so HA and KHA That's really the core of it. Personally I'd attach a Size/Weight template on top of the normal shifting to help simulate the effects. You're looking at Medium Defenses as opposed to high Defenses for a brick though, as mainly the pelt is preventing damage, not super-magic armor. If they were an Aussie WerePangolin, yeah, but Bear? Nah. As for what constitutes High/Med/Low levels of Strength and such? Depends on your Campaign.
