Re: Teleporter 'location' Interesting question. I would rule that the car's interior was his location. If the car has been run through a trash compactor, etc. you might treat this as a blind t-port or rule that he can no longer teleport to that spot. A blind t-port might also be required if the car has travelled outside of OddHat's t-port range.

Re: I Have In My Hand A List... Well, the movie industry would have been a lot different. Those that were blacklisted would have continued their work while others would never have gotten their start. The movies may have become more or less progressive. The Korean War may have become a more popular war depending on how quickly McCarthy self-destructed and if super-heroes get involved in Korea(because they were never blacklisted) , it'll definitely be a more popular war. If not blacklisted, supers might've continued their momentum and taken out organized crime and a few might've even revealed their ID and ventured into politics. If the Korean War is won, the Vietnam War wouldn't have happened (at least not in a way that we're familiar with). Nixon may have become more or less popular depending on whether he got pulled into McCarthy's downfall or was never strongly associated with him in the first place. Just as Nixon was overshadowed by JFK, he probably would have been completely eclipsed by supers venturing into politics. For reasons to complex to go into, Re-Run would never have tried to tape that Dooby Brothers concert.

Re: Classification Systems for Superhumans The power-level system that I as a GM use to enforce game-balance isn't the same as what in-game campaign agencies use to try and evaluate powers and levels. Most agencies would consider someone with telepathy a much bigger threat than someone with a huge strength-level. As a GM, I'd see it the other way around.

Re: Rookie Champions rules question(s) Hi. For situation #1, you handled that pretty well. I might've tossed in the OCV penalties for grabs and/or treated the whole maneuver as a variation of the sweep maneuver. For #2, I might've allowed Tempest to abort to grab the innocent and have a dex vs. dex rolloff (normally you can't abort to an offensive action, but I'd allow it because this action seems reasonable).

Hi Steve. Would Damage Reduction (physical & energy) reduce the damage done by an NND defined as a gas attack (like MechAssassin's tranq-grenades) ? As a follow-up, how would you rule on this in your game ? Thanks again.

Re: Superpowers and the Law I think it makes more sense if you were to go by special effect rather than power by power. In comics, a killing attack like Superman's heat-vision is more readily accepted than say Punisher's assault rifle.

Re: Is this just wrong? Not really a fan of power ideas that've been clearly inspired by loopholes in game-mechanics. Always thought that the body of foci should be higher and a house rule I've used for some time is that foci have body equal to defense.

Re: Things I'd like to see more of in fantasy gaming To get around this problem, I'd model the VIP NPCs on character-actors and that seemed to do the trick. Just say the King looks like Sean Connery or Alec Guinness or whomever's grabbing all the "wise and noble ruler" roles in fantasy movies these days.

Re: Dr. Destroyer vs. Scotland Well, I imagine this event would supercede whatever other campaign issues were going on and would push the PCs into capture/kill Dr. D mode (whether they're ready for that or not). You know your game and players better than I do, but you might reconsider this plot element and its ramifications for the game.

Re: Super-villain Character Handouts The file would probably look a lot like the FBI's ten most wanted list (http://www.fbi.gov/mostwant/topten/fugitives/fugitives.htm). There'd probably be a lot of conjecture on the physics/mechanics of how the villain's powers work and some stuff on known and/or theoretical weaknesses. A lot of the usual stuff like profiling/M.O., info on living relatives/associates, known hangouts, etc.

Re: The Destroyers Hey Scott, big fan of your work (even Deathstroke). I reasoned that "Arrowhead" was the mob-nickname given to Arrowhead in his pre-supervillain days and sure his costume was garish, but a lot of mob guys go for that.

Re: Strike Force 2? There's plenty of homepages on the net dedicated to Champions campaigns. Try Google and use keywords like "Champions" and "Hero System". Recently, I've toyed with the idea of submitting our Champs campaign as a mini-sourcebook PDF file and licensing it through DOJ like a few others have. Would have to see if the other GMs in our group would be ok with it and, to be honest, not sure if there's a big demand out there for that kind of product.

I'd like to say I wouldn't think your scenario would happen, however both Kofi Annan and George Bush are flawed leaders (IMO), however, I'd like to think that UNTIL doesn't let itself get mired into international politics. Couple of side notes: In the official CU, the Secretary-General of the UN isn't Kofi Annan, it's Daniel Calderon (a former UNTIL agent) UNTIL: Defenders Of Freedom, p.21 not too much on his personality, however he has a psych limit: "devoted to world peace". Difficult to say which direction he'd take on CU equivalents of real-world international current events. Major Martinez (head of UNTIL) would probably be equally frustrated with Kofi (assuming you're using him instead of Calderone) and Bush and wouldn't be happy with situations like the WMD debacle or the corrupt oil-for-food program, in fact, he'd probably stick to chasing down Viper and Dr. Destroyer.

Re: Aid in a VPP and Charges Well...might be easier just to get rid of the player. Players like that give VPPs a bad name. VPPs can be annoying on multiple fronts(to GMs and co-players alike). Besides the game-imbalancing factor, VPPs tend to eat up a lot of the GM's and the VPP owner's time and attention plus they often lead to stepping on the toes of other player's characters.

Re: Move Through/Move By Question: Does movement take time? Don't know if this has been proposed yet, but you could always have the move-through (or any other full-phase action) require two dex rolls (one for each half-phase) vs. the opponents one dex roll. If the mover fails one of the rolls, than he's accomplished half of his action before his opponent gets to take his action. Don't know if this is what you're looking for.

Re: [splinter thread] I have a problem with the way it is done: Dispel Foci A PC built this very device back in 3rd edition. Because it was just a little too effective for its points, I decided that foci had body equal to DEF (unless bought as fragile).
