    Stars and Bars are a couple out of south Alabama.  Bars is a good ol' Southern boy who becomes super-strong and nigh-invulnerable the closer he gets to his gal Stars.  She begins to glow and can project light blasts as she gets closer to Bars.  Their costumes are based on the Confederate flag.  
     
    They have a running joke that Bars also becomes stronger and tougher (or at least thinks he does) as he goes into bars, particularly after he's had a drink or seven.

    Basically Powerhouse was a flying brick with a grecian roman wrestling martial arts. I forgot he breathes water also. (Growth is ignorable basically because he was permantly grown). In my 5th edition/6th edition headcanon, he was a college janitor working during the incident which gave Teriset and that other guy his powers. To make matters worse, the shard went into his head and brain, so it is slowly killing him while gifting him flight and super strength.

    Sounds more like Sense: Range as a mental sense, with a N-Ray advantage so walls and such won't block it. Prehaps range and Megarange.

    If the above shapeshifter actually wants his crimes shifted to who he is impersonating, he must first...
     
    ...do his crime in front of people who knows who he is impersonating...
     
    ...make sure who he is impersonating is out of the way enough that someone can't say "he was with me at that time"...
     
    ...that the impersonation doesn't have any powers he doesn't possess or can mimic (why isn't Doctor Phantom phasing into the wall to get away?)...
     
    And prehaps more I'm not thinking of.

    One of the world's most enthusiastic explorers of alternate realities is Doctor Odysseus.  These are a few of the worlds he has visited and named:
     
    Gaia:  The Champions Universe.  Alternatively, your homegrown campaign universe if it could be the birthplace of a dimension-hopper named Doctor Odysseus.
      
    Hera:  A universe where the most powerful supers got together and created a standardized set of laws that they would enforce on the entire planet of Earth.  National governments still exist but their ability to make and enforce criminal laws is restricted.  One of their laws is the one requiring every active super to join their gigantic super-team.  
     
    Athena:  A universe where almost every person on Gaia has an opposite sex counterpart
     
    Thanatos:  A universe where almost all of Gaia's superheroes have fallen to a necromantic villain who revived them as undead under his control.
     
    Hecate:  Magic is the source for superpowers and superheroes operate in secrecy, memories of witnesses end up erased if they can't keep their mouths shut.  Technological advancement is somewhat retarded with no cellphones or even personal computers because demons have a tendency to infest cybernetics.  
     
    Hephaestus:  Advanced technology is the source for superpowers, producing battlesuits, cyborgs, robots and androids in this vaguely cyberpunk reality where corporations and governments create highly visible and merchandised superheroes as well as plausibly deniable "supervillains" and covert operatives. 
     
    Persephone:  A reality where the supers of Gaia ended up on the opposite side of the moral fence. 
     
    Calliope:  A reality that seems to have no native supers or exotic technology, but a certain comic book company is publishing tales of Gaia's supers.
     
    Typhon:  A reality where the Stars Were Right and despite the efforts of the superheroes human civilization was mostly destroyed by Lovecraftian horrors. 
     
    Kratos:  A reality where humanity is extinct but other primates took its place.  Among their champions are Shock (the monkey), Furious George, Silverback and Battlechimp Potemkin.  
     
    Zeus:  A world where innate superpowers only belong to aliens, but many aliens have been attracted to Earth by the surprising number of humans who are gadgeteers/ 
     
    Nike:  A steampunk version of Gaia.
     
    Enyo:  A world that seems to copy Athena's past, with Adelphine Hitler, Winifred Churchill and Francine Roosevelt leading their respective nations into their version of World War II.  Male Gaian heroes may be annoyed by the blatant sexism with which many will greet them.  
     
    Zelus:  One of those worlds where the Nazis won World War II
     
    Hippolyta :  A world where men have disappeared and women reproduce by magic. 
     
    Priapus:  A world where superpowered men rule in a polygamous and patriarchal culture.  They've been to war with Hippolyta.  
     
    Achilles:  A world with a single really powerful superhero sent to Earth to protect it from alien intruders.  Bad news.  You count as alien intruders.  
     
    Sisyphus:  A world of great prosperity, but all of it fueled by brutal exploitation of its superhumans especially the energy projectors trapped in its power plants.  
     
    Ekecheira:  Superheroes and villains are performers under contract entertaining the public through streaming video sense by the hovering cameras that follow them.  The real supervillains were banished.  
     
    Porphyrion:  Natives are 9 times taller than normal Gaians meaning Gaians are the size of Porphyrion's action figures.  
      
    Iris: is a world plagued by demons which are fought off by magical champions chosen shortly after reaching puberty.  90% of the defenders appear as magical girls even though in their civilian form some of them are boys and men.

    Your an average joe living in the real world. One day, while crossing the street you get hit by Truck-kun. You awaken in the hospital in a superhero laiden world.
     
    In fact, every PC awakens in the hospital in a superhero laiden world. Also, everyone has a superpower or two. Truck-kun didn't take everyone to the new world (there are other methods of extradimensinal travel after all). Some of you might actually only be in a coma in the real world.

They put them up and set them up as superheroes, secretly using them to take out the competition and to note which members of the group are full Dragon Branch material and who are more goodie goodie for the group's taist. How long can the heroes work as false superheroes before they start asking questions?

    For him, many of his powers would be "Limited Power: Only When Drunk" (a -1/4 power limitation if any, considering Florida Man is mostly drunk most of the time).
     
    It should be noted he doesn't know Martial Arts, even Drunken Kung Fu. Instead he has the Psychological Complication "Believes He Knows Martial Arts When Drunk".

    That is the idea. To stir such questions. But of course, your probably correct.  The courts would find such matters complicated.
     
    But that doesn't mean that the mages don't have their own "law". This arrest might open the doors to the magical society inside normal society. Kinda like the Wizarding World has their own law, and society, along with normal society.

    I think a lot will have to do with how you define "past life." Does the reincarnated person remember his past criminal actions? Is his personality still the same? You specify "superhero," suggesting this person in his current life is a force for good, whatever his past life had been. That's not the same as a person escaping punishment for crimes they know they chose to commit.
     
    I think taking this legal tack also sets a dangerous precedent. If reincarnation is known to be a thing, then any person could be tried for any crime in a past life, even if their current life has been blameless. I don't think that's an issue any court would want to touch.

    I just watched the new Cronenberg movie Crimes of the Future. It is a future world with no space travel, where everything around us is totally synthetic, and that we are growing mysterious organs in our bodies. It has become performance art to cut into your own bodies and pull out these organs. Surgery has become an artform. 
     
    Eventually it is revealed that these mysterious organs are designed to digest plastics. Our bodies are evolving to deal with the synthetic world. 
     
    Kinda also forgot to mention, mankind can no longer feel pain. The worse one feels is extreme discomfort as someone drills into the back of your skull killing you.

    John "Sunburn" Rodgers: Retired superhero with a squeaky clean image and working with the media (the SNN if he was in the Champions Universe), he would gladly leak any information to help Wynnie out. He might have some corporate backlash, but has enough backing from both fans and the Superhero World to put pressure on the company which owns her.
     
    Lady Heart: Has no power to actually do anything except to sway the public opinion on the youth level and has some say in the Mystical World. Hir might not be able to do anything to help Wynnie.
     
    Then again, magic can interact with technology in strange ways.
     
    Jet Justice: Since he is from a future world where intelligence mechanoids exist, he probably wouldn't quite realize that such beings are considered property. And being so concerned about being legal, he might do whatever he could legally to help Wynnie. But he will not do anything illegal to help Wynnie.

    Gundam and other mecha in the Gundam Universe use beam sabers. Why? Because the universe has a weaponized particles which can be released by spaceships which disrupt radar and targeting systems. This, automatic lock on weapons do not work. Manual targeting systems like guns and energy swords (and the Zaku ultra-hot giant axe weapons) are unaffected.

    Hey guys, I've let this thread really stagnate over the last few years.  But I am back to full time art after 8 years of being at a 9-5 energy company doing marketing and forklift duties (wore a lot of hats).  I have been playing supers.  It has been our own system...but I've done a lot of art for our playtest and I thought I would drop some on y'all.  And that is just scratching the surface... I've got a lot more..  But let's see if folks enjoy this before completely saturating the thread.

    Complex is all in the eyes of the beholder. I was and still ok with 4ed.  The cross check charts from 4ed helped, but I also had a calculator for character creation.

    The manga/anime series My Hero Academia the majority of the population has super powers.  While it is a "superhero universe", I'm quite sure there is a major portion of the population which has no intrest in becoming a superhero or supervillain, and simply go to school to control their quirks (what there universe calls super powers).
     
    Most everyone in the world has an extra bone in their feet(?) which indicates if they were going to develop a quirk or not.
     
    ...while there are the main manga and various support manga (like MHA Vigilante), there is not a manga focused on 'normal' quirk using people with no heroic or villainous aspirations...yet.

    Ninja Hero 4ed, The Ultimate Martial Artist 5ed, and HERO System Martial Arts 6ed. Your welcomed. 
     
    There is also Mental Combat, including Mental Martial Arts, from pages 69 to 78 of the Advance Player's Guide 2, but they do NOT give you the ability to create your own manuvers like on HERO System Martial Arts. So if you actually NEED to create your own forms of Mental Martial Arts for a mentalist orientated campaign, your Satilight Of Loved.
     
    And from the same book, Social Combat (pages 79-96), but that doesn't follow actual Martial Arts more lthen Talents pseudo powers.

    He is the Rocketrider (honestly a kinda hidden Karmen Rider character). He rides around The World using his hi-tech motorcycle, armored suit, and martial arts skills to solve someone's problems as he searches for enlightenment. Sometimes he takes an odd job here or there, but he rairly sticks around in one place for more than three months. He is more attracted to the concept of Justice as opposed to Law, and is willing to disobey the law if it gets in the way of Justice. 
     
    It should be noted that thoes "guns" are thrusters, actually allowing Rocketrider a lot of mobility in combat, and can act like powerful kinetic cannons using his opponents as missiles against other opponents.

    She did her job without whingeing, which is more than can be said for a lot of people. RIP, and condolences for her family and friends.
     
    Many years ago, when my sister was in the Society for Creative Anachronism, she was part of the delegation from the Kingdom of An Tir that welcomed Queen Elizabeth II to the Pacific Northwest. As my sister describes it, the Queen was apparently well briefed enough (and a good enough sport) not to ask in public, "Who are these raving nutters, and why am I meeting them?"
