    Eel rubs his forehead, torn about this whole thing. On one hand, mystics give him the heebie jeebies, on the other, southern manners means he has to offer each spirit at least a drink and a small meal. He'll try to get his friend Mayo (Who is a mystic) on speed dial for help  sure the spirits got the wrong house.
     
    Pinprick informs them he's got no time for visitations from moral guardians from the Winter King and buzz off before he gets pointy. He's got ghost busting arrows and he is not afraid to use them! This is, largely, a bluff, as he doesn't have the heart to risk his son not having a nice Christmas and arrowing yuletide spirits willy nilly might have fall out.
     
    Slime is full of questions about this human mythology . Is this lesson going to end up with him finding out the fast paced city life wasn't for him and he'll be far happier in a small town with a local who turns out to be the ideal mate who teaches him about what's really important? while at the same time happens to be particularly good looking and well off? He finds humans disgusting aesthetically speaking, but he has watched Hallmark movies before and it seems to be a recurring theme.

    For a real challenge, the Spirits of Christmas could try to reform the likes of Dr. Destroyer, Black Paladin or another major supervillain. Even Foxbat might be fun too.

    I would pay money to be able to watch them try. Can you imagine one of those major baddies going through a Scrooging?
     
    And just imagine if the Spirits succeeded?
     
    How about if one or more heroic, magic-based characters got roped into being among the Spirits? It would allow a rare insight into the haunted character’s past and could make for some great roleplaying in a session.

    It's The Hidden Valley of Upgawala. The people of the Hidden Valley are the Upgawala, intelligence cromagem people. They farm and herd. And if you bother there way of life, they'll swarm and use their incredible strength to repel the invaders. Note: they are intelligent, but only compared to classic cromagem people. 
     
    Of course, places like this have dinosaurs and other primitive animals.

    Note that SAT doesn't officially exist in 5ed/6ed Champions Universe. That doesn't mean you can't add them, either as an overt or covert agency.
     
    But, strictly speaking, what others have written is more likely. New York, Texas, California and a few other states would probably have a SLED branch of there police department (SLED is of course Super Law Enforcement Division, a SWAT team trained and equipped for rough supers). Smaller cities can get away with a friendly superhero or three. Others have so little super activity that it doesn't make sense to have a SLED branch.

    A rather large rural supermarket or big box store. It's really large (especially if it is the only branch of the supermarket chain or big box store in 20 miles), and most certainly have a "farm" section (huge bags of fertilizer and seeds and animal feed).
     
    And even intresting if they never get past the parking lot.
     
    As for the"bad" stuff, some villains are actually all about the slaughter. They want to be feared, and what's better to be feared then a few dead bodies to tell all the weaklings what could happen if they don't obey them. Note: don't do this offen. Just enough to make sure that not every villain is going to be fun loving weirdos all the time. Some villains are deadly serious and quite willing to prove it.

    Maybe. Maybe not.
     
    Anyways, policing superheroes and dealing with supervillains becomes the beck and call of SAT, and this superheroes and supervillains become defacto military draftees subject to military law.
     
    Either that, or UNTIL becomes THE global law enforcement authority.

    Yes, we did go off topic. Instant Change at a 10 point level makes for a cool magical item (ring or amulet of costumes, for example).

    More 6e stupidity. Some things should avoid the Tool kit approach and just exist, Like Transfer, and instant change. Now you know why I stuck with 4e.
     
     
    Keep Instant Change because it's easier for novice players to understand it, as it's a comic book trope. 

    Then again is this Champions or Fantasy Hero?

    Technically "Instant Change" Transformation is NOT on yourself. It's on your clothing. You have to be wearing SOMETHING to activate it (even if that something is just a ribbon around your neck or a nipple piercing, or...I'll stop right here thank you).
     
    Note: when it was it's own power, you could use it when you were naked. And it still takes a girl on a date an hour to decide what to wear.

    I have had mentalists with Teleport, defined as the psychic ability to visualize a tesseract and step through it to effectively teleport.  This allowed characters with no psychokinetic powers (no TK or flight) to have some kind of movement ability to keep up with other heroes.  But in that game, mental powers were split into three groups: psionic (telepathy, mind control, etc.), psychic (ESP, precognition, etc.), and psychokinetic (anything that affects the physical world), so anyone wanting a limitation on a VPP would have to have "Only psionic" or "Only psychic" or "Only psychokinetic" as a limitation instead of "Only mental".  This was done specifically because mental powers otherwise end up being just "magic" with a different sfx and they lose coherence since they let you justify anything.

    I might be art ludit (the best I can do is beefy stick figure people), but I do prefer artwork over photos. Especially when talking about cartoon/comic book/anime/manga inspired characters or settings.
     
    If I'm playing a spy or a gun fighter or film noir detective, then it is ok to find a character photo.

    Yes, Powerhouse is basically a thug. But even a thug has a mother ( he wouldn't be here otherwise).
     
    Yes, VIPER being responsible for 75% of all supervillains in the campaign is rather stupid. If they could create supervillains at will, why have normal agents? Instead, I would like to think of VIPER as opportunist minded guys. They didn't create Powerhouse. The accident did. They were there to simply persuade him to work for VIPER. They are always on the lookout for young mutants with power problems (Power Crusher for example), bad seed types who just want an easy pay day, mercenary types who feel the need to have a permanent backing group, etc.

    I remember my old GM springing the team which was once known as the Reindeer Raiders. 13 original villains originally named after Santa's Reindeers. You can probably pick and choose writeups and mold them into the new Reindeer Raiders.
     
    I won't name them here. Just go through the part of the Night Before Christmas which names the Reindeer and add Rudolph at the end.
     
    As for Halloween, use any spooky scary villain you wish. Champions have a lot of them (Samhine, Dead Man Walking, etc.).

    Well, that is why I went, in my mind, the Kelvarite route. In fact, he was either there or a few moments later during Tachyan and Thunderbolt's orgims (Champions Villains Volume 3 pages 261-263 and 299-301). It would explain Powerhouse's ability to fly and brick level strength (both standard operating procedure of someone who has a shard of Kelvarite in them...a movement power and high strength).

    You're still misreading the rules about a VPP.  The baseline is any power, any special effect.  The wording you cite does not change this;  it says that it's commonly done, but it doesn't create a requirement to do so.  It's commentary, not rules text.
     
    1.  6E VPPs have the flexibility to replace elemental controls, and have, IMO, been constructed to do that, by decoupling pool size from control cost.  ECs are designed for powers linked by a special effect.
     
    2.  It allows a significant cost savings, particularly when it's a combat-switchable pool (0 phase or half phase to switch).  If the control cost is 60 and you're going the half phase to switch...that's 45 points.  A -1/2 limit for the specific powers/SFX available, shaves 15 points off.  You may have other limitations;  I use the common modifier Requires a Skill Roll (because the Power skill used to manipulate the pool, can be used to activate the powers).  That's another -1/2.  Common mods also decrease the control cost...so 45 would --> 22.  Still, the powers/SFX limitation is saving 8.
     
    3.  I organize powers into 7 categories in my build process:  offense, defense, movement, senses, health (life support and regen), and special (invis, desolid, shape shift, and utility stuff like Create Object or Extra-Dimensional Storage from the APGs).  The 7th category is broad-scale multipliers...big Summons, Multiform, and Duplication.  Those dictate special handling.  Of these, having multiple offensive or movement powers is somewhat, to largely, redundant...you only use 1 at a time.  Having different classes of attack powers...a Flash and a Blast, say...is generally better than having 2 Blasts.  The value of the VPP "class of powers" limitation starts here.  Which of these are allowed?  Which attack styles (hamper vs. damage) are allowed?  It's far less about the flexibility you *lose*...it's the flexibility you retain.
     
    The most restrictive interpretation for Mental Powers Only would be the explicitly defined Mental Powers in RAW:  Mental Blast and Illusions, Mind Control, Link, and Scan, and Telepathy.  This is sharply limited.  Mind Control, Mental Blast, and Mental Illusions are largely offensive powers.  Mind Scan, Mind Link, and Telepathy are all special powers.  No defense powers.  No movement powers.  Also, the powers share common weaknesses, such as the breakout roll that's common to most.  Personally, I'd consider this to be a rather large limitation.  -1/2 at least, and arguably even -3/4 because they so strongly overlap.
     
    The more you start adding...the less this would go.  Telekinesis?  It has some value for offense (it's extremely expensive for an attack power, tho, which limits things), and has utility applications.  LOTS of powers can be given a "mental power makeover"...Entangle's explicit, and mental Entangles are nasty.  Mental Flash...OMCV vs. DMCV, goes against Mental Def, not Flash Def, IPE...but still executes as a, say, sight and sound flash attack.  Nice!  Completely different style of hampering.  No breakout roll.  But they won't last as long because you can't buy as many dice, due to the advantages.  These are common psionic powers in multiple genres, or have their mechanics strongly linked by explicit rules, to the notion of a mental power.
     
    The there's the power tricks.  If TK is allowed...a TK power trick is the TK blast.  It's a Blast;  at most, it'll tend to have OMCV vs. DCV.  Telekinetic Flight is opening up a whole new  category:  a movement power.  (In fact, it's instructive, IMO, to consider a VPP where the powers limitation is Telekinetics...it allows offensive and defensive powers, and movement...the 3 big groups for a VPP.  So while Telekinetics sounds like a tighter limit than the restrictive Mental Powers...in functionality, it probably is more relaxed.)  Telepathy has a bonus to DCV based on reading the target's plan of attack from his surface thoughts.  And so on.
     
    Then there's the loosely associated "psionic powers" like psionic teleport.  How often does a mentalist do this in comics or literature?  Forget D&D;  things might be thrown in simply to avoid gimping the psion.  Conversely, perhaps you feel that making short leaps...combat movements only...is fitting, but a 300 mile jump doesn't fit. 
     
    Final point:  always remember that a class-of-powers limitation on the VPP, only applies to the VPP.  If you want a mental teleport, and you'll pay for it outside the VPP...fine.  You can keep the VPP narrowly defined, and thus get a decently-sized limitation for it.
