Neither one is good if you're talking body temperature.  If you're talking ambient, 32 C is right at the hairy edge of what I find acceptable, and 32 F is well below tolerable for extended stays.  If you're talking food, 32 F is good for ice cream etc., but 32 C isn't warm enough for hot food; it's just warm enough to enhance illness-causing microbial growth.
 
So I'll pick 32 C and hope we're talking about sitting on the veranda in non-humid country with iced lemonade and non-refrigerated snacks.  A summer afternoon on a mountainside in New Mexico would work just fine.
